Brief description of te Structure of Earnings Statistics Entity responsible for te SES statistics Te public body responsible for te SES statistics was te Office for Strategy and Planning of te inistry of Solidarity and Social Security. Te Office was a delegate body of te National Institute of Statistics for labour arket statistics, vocational training and oter. According to te Decree Law Nº 16-C/011, of Deceber te 9 t, organic law of te inistry for Econoy and Eployent, te copetences to collect statistical inforation on te labour arket, eployent and vocational training reside now wit te Office for Strategy and Studies of te inistry. Te transition process is now being copleted. Te entity to contact regarding tese statistics is: Office for Strategy and Studies of te inistry for Econoy and Eployent Rua da Prata, nº LISBOA Tel: (+351) Web site: 1..Regional coverage Portugal 1.3.Activity coverage NACE Rev Sections B to S 1.4.Size classes covered Local Units of enterprises and oter entities wit 10 or ore eployees. 1.5.Sources of te data Te Structure of Earnings Statistics 010 in Portugal were obtained by cobining tree sources: (a) an adinistrative source wic provide icro data on enterprises, local units and eployees, covering all te European required inforation on ontly earnings and ours paid, as well as te deograpic inforation caracterizing te eployee, in existence since 1981; (b) a specific survey to collect te issing inforation, regarding te variables on an annual basis and also Social Security and Incoe taxes; (c) a specific survey for public bodies of Sections P, Q, R and S of NACE Rev., to collect all required inforation, ontly and annual, on eployees and wages Quadros de Pessoal (Lists of Personnel) Annex A of te Unified Report As ost of te inforation requested for Statistics on te Structure and Distribution of Earnings was available in Portugal as te result of an adinistrative source designated as Quadros de Pessoal, te option was to obtain data on te structure of earnings troug SES010/QR/PT /7

3 Quadros de Pessoal and to coplete te inforation required by eans of a specific saple survey. Since 009, te Quadros de Pessoal is one of te annexes of te Unified Report, an adinistrative source integrating inforation on enterprises, local units, eployent, vocational training, ealt and security at work, strikes, etc. Tis adinistrative source was created for purposes of inspection te accoplisent of labour legislation and as been statistically treated since 1981, altoug it ad previous legal existence. Te statistical use was establised by Decree nº 380/80, fro Septeber te 17t. Te legislation presently in force is te Law nº 7/009, of February te 1 t, te Labour Code, and te regulation of te report, te Portaria nº 55/010, of January te 1 st. As regulated, te enterprises ave to provide all te inforation by electronic data transfer. Te variables collected related to te enterprise or te local unit in te scope of SES are as follows: nae and address (and consequently, regional location); ain econoic industry; size of te units in ters of te nuber of occupied persons and eployees; collective agreeents or adinistrative regulations existing in te units; for of financial control. Te variables related to eac of te persons occupied in te reference ont are te following: social security code nuber; collective agreeent or adinistrative regulation applied; occupation; occupational status (self eployed, eployee, oter); igest copleted level of foral education; gender; date of birt; date of coing into te enterprise; type of eployent contract; Full-tie or Part-tie; ontly value for basic pay; ontly value for all oter regular payents, excluding overtie; ontly value of payents for overtie; ontly nuber of paid ours, excluding overtie; SES010/QR/PT 3/7

4 ontly overtie ours; noral (contractual) weekly ours of work Structure of Earnings Survey 010 As soe of te variables requested at European level were not available troug Quadros de Pessoal, it was decided to carry out a specific saple survey in order to collect te issing inforation. Tat inforation consisted ostly of annual data on earnings, annual days of olidays, oter paid absences and social security payents and incoe tax payents. Te scope of te survey covers industries coprised in Sections B to S, excluding O, of NACE Rev. and eployees in enterprises wit 10 or ore persons occupied. For te public part of NACE Rev. Sections P, Q, R and S, tere was no adinistrative inforation on eployees available wit te required breakdowns. Te saple was obtained fro te registers of te Directorate General for Adinistration and Public Eployent and te questionnaire collected all te variables specified in te ipleentation arrangeents, eiter ontly or annual. Te data collection was perfored via web questionnaires, one for private entities and oter for public bodies Sapling plan Sapling design Population At te 1st stage, te population for tis survey is te local units of te national territory, belonging to private sector enterprises wit at least 10 eployees, referring to econoic activities defined in sections B to S of NACE Rev., wit te exception of class (activities of religious organisations) and class 94.9 (activities of political organisations) and section O ( Public adinistration and defense; copulsory social security). Education (section P) and Huan ealt and social work (section Q) activities include bot private enterprises and public enterprises wit 10 or ore eployees. At te nd stage, te population consists of all eployees in te local units. Fraework Te fraework for tis survey was built fro te Business Register of Enterprises and Local Units of GEP / SSS, taking into account te conditions required for te universe of reference. Te Business Register is based on te adinistrative source "Quadros de Pessoal," wic reference period is te ont of October of eac year. 5 Directorate General for Adinistration and Public Eployent was used to copleent te business register. Drawing te Saple etodology for design and selection of te saple Priary Units Te saple design considered in tis survey involve a siple two-stage cluster sapling. At te first sapling stage, te clusters are te local units wic are selected by stratified rando sapling; eployees are selected at te second stage by siple rando sapling witin eac local unit selected at te first stage. In te first stage, te priary units are defined by local units of enterprises wit 10 or ore eployees of sections B to S, except O, of NACE Rev.. In te second stage, te secondary unit concerns te eployees wo belong to te local unit. Overall size of te saple and breakdown by strata Te nuber of priary units to be selected for te private sector was deterined for eac of te regions defined by NUTS I (Continente, Região Autónoa da adeira and Região Autónoa dos Açores). Te size of tese saples based on a study tat considered as a variable of interest te "ontly gain" of full tie eployees and wit full pay. Te sapling rate in te second stage was establised according to te diension of te local unit and te previous SES survey. Te saple size was ultiplied by a correction factor for non response. Te saple size of te priary units according to NUTS I, was for Continente,111 for Região Autónoa dos Açores and 177 for Região Autónoa da adeira. Te allocation of saple of priary units to te strata is developed fro te decoposition of te universe of reference, troug te intersection of variables: NUTS (Nort, Central, Lisbon, Alentejo and Algarve), te econoic activity of te priary unit down to te level of division of NACE Rev. and class size of te enterprise. Te class size of te local unit is defined based on variable nuber of eployees" (10-19, 0-49, 50-99,100-49, , and 1000 or +). Te allocation of te saple by te strata is done proportionally to te square root of te variable total nuber of eployees (power allocation r=1/). 7 Saple Selection Te saple selection of te local units witin strata is ade using systeatic saple wit rando start. In te second stage, te secondary units were selected by te respondent's priary unit according to te class size of te respective unit and ont of birt of eployees, as presented in te table below. Relating to te eployee: entitled nuber of days of paid olidays; period to wic annual earnings correspond; total annual gross earnings; of wic irregular bonuses, separated by bonus paid at fixed periods, profit saring and oter irregular bonuses; social security payents (by te eployee); incoe tax payents. For te public sector, all te variables were surveyed Linkage of te two sources Te web application allowed te enterprises to select te eployees saple or to opt for te saple selected by te Office. Te inforation on te local unit surveyed was presented on te screen and also te identification nubers of te selected eployees. Te enterprises filled in te required inforation. SES010/QR/PT 11/7

12 If te respondent perfored te selection (on te basis of te birt onts, as specified on te explanatory notes), also te identification code was filled-in, to allow te linkage wit te adinistrative source data. In linking te inforation, te coerence of certain variables deriving fro te two sources was cecked (ontly and annual earnings, for exaple). Final results were obtained after estiating procedures applied to data collected for te local units and eployees in te saple. Variables suc as econoic activity, size class and region were re-weigted based on te copreensible inforation resulting fro 010 Quadros de Pessoal. Variables wic ad to be converted into Eurostat s classifications Collective agreeent on pay covering te eployees of te reporting unit - Te type of collective labour regulations existing in Portugal and tat can be identified troug Quadros de Pessoal do not fit in exactly wit te four categories specified at Counity level, altoug tey were integrated in tose categories after a specific analysis of te scope of all collective agreeents. Te types of agreeents tat can be isolated witin te adinistrative source are briefly described as follows: Enterprise agreeent - is signed by a single eployer and by one or ore trade unions; Collective enterprises agreeent - is signed by two or ore eployers of an individual industry (not necessarily covering all enterprises of tat industry) and one or ore trade unions; Collective agreeent - signed by one or ore eployer s associations and one or ore trade unions; Adinistrative labour regulation - reflects two kinds of situations: one, wen te eployees do not ave a capacity for negotiation; te oter, wen tere is a break in te collective negotiation between te partners involved. In eiter case te initiative of regulation belongs to te Labour inistry. Total nuber of persons eployed in te reporting unit during te reference ont - Te total nuber of persons eployed in te local unit, at national level, do not include trainees witout an eployent contract and voluntary workers. Only eployees, active proprietors, faily workers and co-operative active ebers are considered, but only eployees were surveyed. Higest copleted level of education and training - tis inforation, referring to foral education and collected in Quadros de Pessoal wit greater desegregation for tird level qualifications. Type of eployent contract - for tis variable only tree ypoteses were considered: indefinite duration contract, contract wit a fixed ter (fixed duration or copletion of a certain task, return of an eployee) and oter contracts (active co-operative ebers, not specified situations). Apprenticesip contracts, corresponding to training contracts usually assuing a dual apprenticesip syste, in te scool and in te enterprise, are not covered SES010/QR/PT 1/7

13 by Quadros de Pessoal as te persons involved in tis syste are not considered eployees, are not paid by te enterprise and for Social Security purposes also do not count as eployees. Reflection of absences on ontly earnings - tree situations, concerning ontly earnings and ours paid for, can be isolated in Quadros de Pessoal, by analysing te individual inforation on noral weekly ours of work, ontly ours paid for excluding overtie and ontly basic wage pay. (a) Te first situation corresponds to eployees being paid te coplete basic wage in te reference ont (a deduction of tree days pay is allowed) and consequently aving filled in coplete ours paid for; (b) ten tere can be eployees wo did not receive coplete ontly basic wage and consequently ave reduced ours paid for; (c) eployees wo ave a contract wit te enterprise in te reference ont but wo ave not received any pay and ave no ours paid for. For eployees wo did not receive coplete pay during te reference ont, te earnings were iputed using te ourly rate payent tey ad for te period tey ad worked and received payent, on te basis of te working tie in te local unit. Eployees wo did not receive pay during te reference ont were excluded fro te survey. SES010/QR/PT 13/7

14 Quality diensions 1.6.Relevance Tere is no survey on te satisfaction of users regarding SES. Here are presented te ain users of equivalent SES data in te adinistrative source. Being te only source tat provides icro data on te coposition of earnings and eployee variables, besides eployer s caracteristics, (wit annual periodicity), tis inforation is regarded by users as of te ost utility. Te ain users of tis kind of data are: Te inistry for Econoy and Eployent, for te analysis of wage foration, iniu wage regulation, labour regulation analysis and labour arket analysis. Te inforation required regards tabular data and icro data. Te National Institute of Statistics, for National Accounts, aong oter projects. Researc bodies of Universities, for specific studies and odelling. Te Bank of Portugal uses te icro data for researc projects. Eployers associations and Unions, wit relevance for data for labour negotiations. Non-sapling errors Coverage errors Te inforation on activity, region and nuber of eployees in te sapling frae is copreensibly updated annually, wit reference to te ont of October of eac year. Te 010 saple was selected using te 010, as data for te adinistrative source is electronically transitted. Due to te tiely updating of te sapling frae, coverage errors for te private sector ave no eaning. Te units for public sector do not ave considerable canges in te sort run easureent and processing errors Te questionnaire used for te adinistrative source is in place for 6 years, wit soe inor canges during tis period. Enterprises are used to it and, wit te copreensible use of electronic data transission, tey ave a better knowledge of te classifications involved. As te electronic data transission does not allow for non-response for te variables needed for SES, and also te survey did not allow for non-response, te iputation rate for deograpic variables and wages was 0. Regarding te ontly earnings, te rate of iputation (for eployees tat were not at work for part of te reference ont and consequently did not receive coplete earnings for tat ont) was 10 %. Te iputation was ade on te basis of te contractual ours per ont and te earnings ourly rate for te period tey ad worked and ad been paid during te reference ont Non-response errors Unit response rate for te survey 84.1 % unit response rate, corresponding to 79.7 % of te expected eployees in te saple. Te responses (local units and eployees) were re-weigted on te basis of te final results of te adinistrative source (copreensibly treated) of local units in te survey scope and of te actual nuber of eployees in te surveyed unit. Te response rates for te variables ontly earnings and ontly ours paid, deriving fro te adinistrative source, was 100%, as tose are considered andatory variables in tat source. Also for annual earnings, obtained troug te saple survey, te variable was andatory and non-responses were not allowed. As te electronic data transission does not allow for non-response for te variables needed for SES, and also te survey did not allow for non-response, te iputation rate for deograpic variables and wages was 0. 21 Social security taxes non-responses (obtained by te survey) were iputed on te basis of te standard social security tax supported by te eployee (11 % of earnings for private sector and 11,5% for te civil servants entering te public service prior to 007). 22 1.9. Accessibility and clarity Te results of SES 010 are disseinated by eans of a Syntetic Report (on te Internet Web site) and a Publication (on te Internet Web site). For te Internet disseination, an alert is sent to te registered users of GEP statistical inforation.
