1 Call fr Tender Final evaluatin f Special Initiative grant frm Cmic Relief Fairtrade fr Develpment in Africa (FTDA) / Grant ref: GR / 1/7/ /9/2013 Fairtrade Fundatin and Fairtrade Africa are cmmissining an external evaluatin f the Special Initiative grant frm the Trade Prgramme f Cmic Relief t Fairtrade. The primary bjective f the study is t evaluate t what extent the bjective f the prject has been achieved. The cntext, backgrund, bjectives, scpe, suggested methdlgy and apprach and expected utputs f the study are utlined in the Terms f Reference (TR). Interested research rganisatins / cnsrtiums are requested t send a brief e mail t Wangeci Gitata w.gitata@fairtradeafrica.net and Fran Rbathan frances.rbathan@fairtrade.rg.uk t cnfirm their interest in submitting a tender, with final tender dcuments / prpsals t be submitted t the same addresses by Friday 9 August The tender dcuments submitted shuld include: 1. Detailed research prpsal based n the TR prvided that includes a clear descriptin f the intended scpe and methds t be used, wrk plan, ptential risks, research plicy and ethical standards t be fllwed and a detailed timeline (using the brad timelines prvided in the TR) 2. Detailed budget fr this study based n the brad budget range indicated in the TR 3. Descriptin f the tendering party/parties highlighting relevant experience in undertaking prject assessments and evaluatins 4. Detailed CVs f all members f the prpsed research team highlighting research experience relevant t this study 5. Names and cntact details f tw rganisatins fr whm similar wrk has been cnducted in the last tw years and submissin f tw examples f recent research wrk undertaken by the tendering part / parties in a related field Evaluatin f prpsals will be guided by the fllwing criteria: Expertise and qualificatins f the research team and research rganisatin/s Understanding f Fairtrade in prducing and marketing cuntries Strength and apprpriateness f methds prpsed t answer the key research questins f the study with a special fcus n evaluatin techniques, methd f attributin and participatry research methds Quality f written reprts Efficiency and use f resurces Cllabratin with research institutins / researchers in cuntries and regins which will be the fcus f this evaluatin Applicants will be ntified within 14 days after the submissin deadline in writing abut the result f the selectin. 1

POs / ver 15 fld grwth + 18 Fairtrade fr Develpment in Africa (FTDA) was the largest grant awarded by Cmic Relief under its Trade Prgramme and was the largest grant received by Fairtrade; its impact has been wideranging: bradening (see figs abve), deepening prducers are nw at the heart f Fairtrade, and strengthening Fairtrade Africa is an increasingly sustainable rganisatin supprted by the glbal Fairtrade system. Cmic Relief has been a champin f learning and mnitring & evaluatin which has influenced Fairtrade s fcus nt this; e.g. M&E pst at Fairtrade Africa has develped indicatrs fr measuring internal effectiveness f Fairtrade Africa Purpse f the External Evaluatin The purpse f the Special Initiative funding has been t cntribute t the reductin f pverty in Africa by scaling up the Fairtrade Labelling system as a way f imprving the scial and ecnmic psitin f farmers and wrkers, and supprting their effrts t achieve sustainable develpment in their cmmunities. As the grant cmes t an end, the final evaluatin by an external bdy shuld study t what extent the funding has cntributed t this aim. Setting up Fairtrade Africa creating a cntinental secretariat with reginal, cuntry and prduct netwrks t represent and cnnect with the Fairtrade certified prducers in Africa was a direct respnse t requests frm prducers. The intent in creating Fairtrade Africa (previusly called the African Fairtrade Netwrk r AFN) was t facilitate cmmunicatin between the prducers and the Fairtrade system and t ffer services, infrmatin and supprt t prducers beynd certificatin, t deliver the verall bjective f the prject. 2

T evaluate the rle f the Fairtrade Fundatin as grant respnsible rganisatin and in generating market interest fr Fairtrade 3. T evaluate the impact that Cmic Relief funding has had n Fairtrade Africa and its wrk (including prgress against bjectives, achievements and challenges) and t extract what learning there may be fr the future engagement f Cmic Relief with Fairtrade 4. T evaluate the sustainability f Fairtrade Africa beynd the life f the Cmic Relief grant 5. T supplement Fairtrade s reprting t Cmic Relief thus far 6. T achieve this visin, the three impact gals f the Fairtrade system are t: 1. Make Trade Fair: Fairtrade aims t create an envirnment in which small prducers are able t develp sund, resilient businesses, wrkers are able t exercise their rights and freedms and earn a living wage, cnsumers are infrmed and demand fair trading practices as the nrm, and plicies (public sectr and private sectr) supprt and enable sustainability in trade. Key bjectives fr making trade fair include: ffsetting market vlatility and risk and a lack f transparency in supply chains; fstering investments in agriculture and rural cmmunities; and ensuring respect fr labur rights, envirnmental sustainability and gd gvernance in trade. 2. Empwer small prducers and wrkers: Fairtrade understands empwerment as the expansin f assets and capabilities f peple t participate in, negtiate with, influence, cntrl and hld accuntable the institutins that affect their lives. Fairtrade aims t supprt prcesses f empwerment amng small prducers and wrkers by helping them build up their grass rt rganisatins, imprve their negtiatin psitin with buyers/emplyers, achieve ecnmic stability, build cllective assets and achieve ecnmic and plitical empwerment. 3. Fster sustainable livelihds: A livelihd cmprises the capabilities, assets and activities required fr a means f living. It is sustainable when it can cpe with and recver frm stresses and shcks and maintain r enhance its capabilities and assets, while nt undermining the natural resurce base. Fairtrade aims t fster sustainable livelihds amng small prducers and wrkers by enabling imprvements in incme, decent wrking cnditins, imprved living cnditins and sustainable ecsystems. 4

Principles f peratin f the evaluatin: We wuld like bids t reference hw the evaluatin wuld adhere t the principles f NGO evidence as drawn up by Bnd: 1. Vice and Inclusin: the perspectives f peple living in pverty, including the mst marginalised, are included in the evidence, and a clear picture is prvided f wh is affected and hw 2. Apprpriateness: the evidence is generated thrugh methds that are justifiable given the nature f the purpse f the assessment 3. Triangulatin: the evidence has been generated using a mix f methds, data surces, and perspectives 4. Cntributin: the evidence explres hw change happens and the cntributin f the interventin and factrs utside the interventin in explaining change 5. Transparency: the evidence disclses the details f the data surces and methds used, the results achieved, and any limitatins in the data r cnclusins. 5

The final reprt shuld be a cncise reprt, written in plain English, in a frmat which is accessible t all stakehlders. The reprt shuld prvide a clear summary f the main findings against the specific bjectives f the Special Initiative, and shuld prvide lessns and recmmendatins fr the future. An executive summary shuld be prvided, alng with annexes cntaining a list f peple and rganisatins interviewed, a list f dcumentatin reviewed, and any ther relevant infrmatin. Time line: The prject is n a n cst extensin fr spending which ends n 30 September The review prcess shall begin frm the beginning f quarter 3, 1 July 2013, and shuld take n lnger than 6 mnths. The prpsed time frame is therefre: Expressin f interest submitted: Friday 26 July 2013 Shrtlisted candidates invited t submit full prpsal: Tuesday 30 July 2013 Submissin f full prpsals: Friday 9 August 2013 Evaluatr appinted, research partners finalised and cntract signed: Friday 23 August 2013 Inceptin meeting with all relevant stakehlders: Wednesday 28 August 2013 Evaluatin cnducted between August and December 2013 An initial draft reprt fr discussin with Fairtrade n later than Friday 31 January 2014 A final reprt, agreed with Fairtrade, fr submissin t Cmic Relief by Friday 14 February 2014 Budget: The budget, as set aside as part f the prject expenditure in the final phase f the prject is Twenty Eight Thusand Punds ( 28,000). We wuld like bids in respnse t this call fr prpsals t give a clear breakdwn f csts and assessment f what wuld be required t deliver the utcmes f the evaluatin. 6
