2 New Orleans & The Mississippi I. The port city of New Orleans and the Mississippi River were important economic locations for the USA A. The Mississippi River connects the interior of the USA to the outside world à important for trading & money II. New Orleans originally belonged to Spain but they gave the city to Napoleon and France to avoid war in Europe III. Jefferson grew concerned that France may close the port of New Orleans and the Mississippi River

4 The Louisiana Purchase I. Jefferson wants the USA to control New Orleans and the Mississippi River A. Sent Monroe & Livingston to Paris to negotiate the purchase of the city (budget of 10 million dollars) II. France offered to sell the entire Louisiana territory to the USA for 15 million A. Livingston & Monroe agree to the sale without permission from Congress B. This sale violated Jefferson s Constitutional principles of a strict interpretation (Constitution doesn t say he can buy land)

6 Louisiana Purchase I. USA paid France 15 million dollars II. Added 828,000 square miles to the USA III. Doubled the size of the USA IV. Jefferson bought the land so future generations would have farmland

12 Lewis and Clark Expedition I. Jefferson sent Meriwether Lewis and William Clark on an exploration mission into the Louisiana Territory A. Assisted by the Corps of Discovery II. Their goals were: A. Find a water route to the Pacific ocean (northwest passage) B. Survey the land purchased C. Establish trade with the Native Americans D. 14 Lewis and Clark Expedition I. Results from the Lewis & Clark Expedition: A. Successfully traveled from St. Louis to the Pacific Ocean and mapped the new lands B. Northwest passage is not possible due to the Rocky Mountains C. Created maps and journals showing the major rivers and mountains, seeds, plants, and living animals. D. Established a relationship with Native Americans thanks to Sacagawea

15 Jefferson s Popularity I. After his 1st term in office Jefferson was very popular. The Nation was experiencing a period of success. II. The Louisiana Purchase was a great occurrence and all seemed well. III. Jefferson s second term could not be more different than his 1st.

16 U.S. Struggles With Neutrality I. Washington s Proclamation of Neutrality left the USA with few allies or trading partners II. Jefferson s opposition to a strong army/navy led Pirates in Northern Africa to begin attacking American ships A. The Barbary Pirates demanded money to prevent future attacks à Jefferson refused B. These attacks hurt the American economy and Jefferson s popularity

19 U.S. Struggles With Neutrality I. In 1803 England & France went to war A. America remains neutral and profits from trade with both nations II. Due to America s weak military France & England both began attacks on American shipping A. France stole American ships for use in their war B. Great Britain began the practice of impressment à capture American sailors and force them to fight in the British navy C. Both were a direct effect of Jefferson shrinking the military

20 The Embargo Act 1807 I. In 1807 Congress passed the Embargo Act to respond to France & Great Britain A. Embargo = forbade trading with the outside world à USA will trade with no other nations B. The Embargo Act crippled the American economy à we can t make money without trading II. The Embargo Act was the only way the USA could protect American shipping without an army or navy A. Jefferson become very unpopular due to the Embargo Act 1807

22 Jefferson Leaves Office I. Jefferson leave office in 1809 tired and disliked A. The Embargo Act & the Barbary Pirates killed Jefferson s popularity (Embargo Act was later replaced) B. TJ s Sec. of State James Madison became the 4 th US President II. Jefferson s Legacy: A. Positive: Louisiana Purchase, Lewis & Clark Expedition, prevented a European war B. Negative: Embargo Act, Barbary Pirates, contradicted his own view of the Constitution C. Neutral: Marbury vs. Madison, 2 nd political revolution
