RECOMMENDATION REGARDING FUNDING FOR $12,580 TO IMPLEMENT A LIGHTER, QUICKER, CHEAPER TACTICAL URBANISM PROJECT THROUGH THE CREATION OF A TEMPORARY PLAZA AND WAYFINDING SIGNAGE PROJECT AREA: Sugar House FUNDING: PREPARED BY: $12,580 from the Sugar House Marketing Account Edward Butterfield EXECUTIVE SUMMARY: The Friends of the Streetcar and RDA staff are requesting $12,580 to implement two lighter quicker, cheaper projects in the Sugar House area. The first project consists of creating a temporary plaza called the Sugarmont Plaza at the former Deseret Industries site (DI) located at 2227 South Highland. The second project titled Walk Sugarhouse would include wayfinding signage that would give walking times to a variety of destinations throughout the Sugar House Business District. A more detailed description of the projects is included in the Analysis and Issues section and attached document. The two projects would be administered jointly by the Friends of the Streetcar and RDA staff. The RDA would enter into an agreement with Friends of the Streetcar as a condition of funding the projects. ALTERNATIVES: 1) Pass a motion approving funds for the Sugarmont Plaza/Walk Sugar House projects 2) Pass a motion approving funds for the Sugarmont Plaza/Walk Sugar House projects with modifications 3) No action ANALYSIS AND ISSUES: A summary of the lighter, quicker, cheaper projects, including benefits, is provided below. Sugarmont Plaza - The proposed project is to create a vibrant, casual public gathering space using the vacant parking lot adjacent to the former DI building. The parking lot would be painted with a bright and attention grabbing pattern and populated with tables, chairs, and umbrellas. Murals would also be painted on the DI building. In addition, a portion of Sugarmont would be painted to show the future extension of the streetcar and Parley's Trail to Highland. Benefits -

2 1. The project would bring several key community groups together to create and use the DI parking area as an important temporary public plaza. 2. A variety of events and uses could happen in the space. 3. The project would provide the RDA with key information about future uses and community desires for the DI site when the disposition process moves forward. Walk Sugar House - This project is a pedestrian oriented wayfinding campaign intended to communicate walking times between destinations throughout Sugar House. The project would consist of signs mounted at different intersections that would include an arrow, destination, color, QR code and test stating how many "minutes by foot" it is to walk to that destination. Benefits - 1. The project would encourage people to navigate Sugar House without a car and persuade people to explore the area on foot. 2. The signs would be seen as an education program promoting a healthy and safe pedestrian environment. BACKGROUND: The RDA Board and staff with the City Administration traveled to Vancouver in 2012 to learn about lighter, quicker, cheaper strategies for Salt Lake City. An outcome of the trip was to identify opportunities in RDA Project Areas where the strategies could be applied. 7 Introduction Sugarmont Plaza is a temporary plaza to be located at the former Deseret Industries site located at 2227 South Highland Drive, Salt Lake City. The site has been vacant for approximately one year, and is currently owned by Salt Lake City. The proposed project is to create a vibrant, casual public gathering space using the vacant parking lot adjacent to the DI building. With donated labor and some donated materials, the project will bring several key community groups together to create and use the parking area as an important public plaza, centrally located in the Sugar House business district. Project Summary At its core, this project intends to reclaim space in the Sugar House business district for a more active, and community building use. The parking area itself will be painted over with a bright and attention getting pattern, bringing art and interest into the business district. Inexpensive tables, chairs, and umbrellas will be purchased to provide seating for users of the space during the summer months. Seating & Shade A variety of events and uses could happen in this space. Food truck rallies, music events, free movie screenings, and casual gathering could all happen in this space, if given the basic infrastructure of a public plaza. A large mural painted on the side of the DI building would bring added art and attention to this block as a public space. Its key location along Highland Drive and the Parley s trail corridor will ensure that passersby will see, and return to the space for any events. The long term goal of this project is to bring public support for a plaza space at this location in Sugar House. With the eventual extension of the Sugar House Streetcar line to this intersection, a public plaza becomes an important part of any future development on this site. Rally Food Truck 1

8 Sugarmont Plaza The vacant Deseret Industries building at 2227 S. Highland Drive has a parking lot at the intersections of Highland Drive and Sugarmont Street. We propose turning the parking lot into a temporary plaza one afternoon/evening a week. Currently the building and the lot is owned by the RDA, and would not require private owner consent. The goal of the plaza is to create an active and vibrant terminus to the Sugar House Street Car line and create a focal point for pedestrians where there currently is just a vacant parking lot. The plaza itself would consist of several elements designed to make the existing parking lot friendly and inviting to people including: Project Location - Make the plaza a pedestrian only area close off the parking lot to vehicular traffic. - Paint the parking lot. - Chairs and tables and umbrellas set out for use - Planters and or other items to make the area lively and pleasing Food trucks/ vendors to sell food. - Mural on front and back of surrounding building. Project Site: DI Building, Sugar House. Building Mural A local artist will be commissioned to paint a large mural on the vacant building at the project site. Three sides of the building are easily accessible and useable. Something attractive and attention getting will alert passersby on Highland Drive to the presence of Sugarmont Plaza. As a landmark for the project site, the mural itself can act as a wayfinding tool for people trying to locate the new Sugarmont Plaza during events. 2

11 Walk Sugar House Pedestrian-oriented Wayfinding Sugarmont Plaza is centrally located in the Sugar House Business District (SHBD). The site is within walking distance of the end of the line station of the Sugar House Streetcar line, to be completed in December of The site is also centrally located within distance of many community amenities, such as shopping, dining, public library, movie theaters, gym, community swimming pool, boys and girls club, Sugar House Park, Fairmont Park and many of the new housing developments currently under construction in the Sugar House business district. The proposed project would include wayfinding signage that would give walking times to a variety of these destinations. Walk Sugar House is a pedestrian oriented way finding campaign intended to communicate walking times between destinations throughout Sugar House. One of the greatest challenges to increasing pedestrianism in Sugar House is the public perception of distances between destinations. We hope to change this with Walk Sugar House. This project will encourage people to navigate Sugar House without a car and persuade people to explore the area on foot. Walk Sugar House would consist of signs mounted at different intersections around the Sugar House Business District. The signs include an arrow, destination, color, QR code and text stating how many minutes by foot it is to walk to that destination. This project would be seen as an education program promoting a healthy and safe pedestrian environment. The signs are positioned on traffic light poles at various intersections that target different areas of Sugar House. The signs are large enough and simple enough to be read if walking as a pedestrian or sitting in a car at the stoplight. This program would be administered with corrugated plastic signs printed with a vinyl decal. The signs are affixed to the street light poles with industrial zip ties to be as harmless to the city infrastructure as possible. Possible use of social media such as Facebook or Twitter could collect feedback, input and promote participation. 5
