1 2018 PHELPS COUNTY FAIR HOME ARTS RULES & REGULATIONS 1. Entries are limited to residents of Phelps County or an adjoining county. 2. All Home Arts exhibits must be original and have been made by the entrant since August All items being entered into competition must be brought to the Home Arts Building at the Phelps County Fairgrounds on Tuesday, July 31 st 2018 between 2-7 pm. 4. All exhibitors are limited to one form with a maximum of 20 total entries only, one entry per class, 5 per category. 5. Phelps County Fair is not responsible for lost or late forms. 6. Entry tags will be available Tuesday, July 31 st at the Home Arts Building. 7. Exhibitor assumes full responsibility for loss or damage. 8. All entries must be finished and clean. 9. All food exhibits must be brought on paper plates or mats not more than 1 larger than item. 10. All exposed foods must be covered with clear plastic. 11. All pictures should be ready to hang. 12. Judging will take place 8 am to noon on Wednesday, August 1 st. No visitors allowed during judging. 1. All entries must be submitted by a youth between the ages of 5-18 years. 2. All rules listed above apply to this division. 3. All artwork must be framed or mounted. Only original art work will be accepted, no paint by numbers or coloring book pages. OPEN DIVISION JUNIOR DIVISION 13. In case of no competition, the appropriate ribbon will be awarded; however the highest prize money will be that of 2 nd place. 14. All entries MUST be removed between 6 pm and 7 pm on Saturday, August 4 th. 15. Exhibitor must have season pass or pay daily admission fee to enter the fair grounds. No Exceptions. Any item left in the Home Arts Building after 7 pm Saturday, August 4 th will be disposed of at the discretion of the Home Arts Committee. 16. All prize money is forfeited for early withdrawal or failure to claim prize before 7 pm on Saturday. 17. All canned goods must be in regular canning jars, quarts, pints, ½ pints as specified. Rusty rims or lids will not be accepted for competition, nor will wax type seals. 18. Canned items judged on appearance, uniformity, water level and taste. 19. Garments must be on hangers and made within the last year. 20. Floriculture specimens must be uniformly displayed, bring your own containers. Flowers and foliage will be judged. 21. One blue, red, and white ribbon per class. 22. The Home Arts Committee will have the final decision on all questions, disputes, etc that may develop. 4. All floriculture specimens must have a minimum 3 single stem. Blooms and foliage will be judged. 5. Judging will be Danish System. Each entry will be judged on its own merit, with age considered. The placings are blue-best, good quality product; redabove average, but not the best; white below average, needs improvement.
