1 Your Worship Mayor Green and Council My name is Brock Gable. I am a long term resident of Prince George. I have lived and worked in this community for SO years, as a news photographer for The Citizen newspaper many years ago, and as owner and operator of Tabor Arms Pub for 16 years, operator of Riverstone Bar and Grill for three years, and I am the current owner of Cowboy Ranch on Queensway Street. I am no stranger to the food and beverage business. The Cowboy Ranch (old Steamers Pub) has been part of the Queen sway commercial strip for about 35 years. Prior to that it was the called The South Fort Inn, a 1970's "cabaret" that resided in the North Cariboo Real Estate Board directly south, across LaSalle Street from our current location. I am here before you tonight, to simply ask for what most other hospitality venues already have, enough seating and hours to accommodate the various requests from groups and organizations that live and work in our community. City of Prince George Planning and Development has recommended against my application. The OCP specifies that liquor primary licenses should be not more than 125 seats outside of the designated downtown entertainment district. I want to remind Your Worship Mayor Green and council that this guideline has been changed numerous times. Riverstone Bar & Grill had approximately.160 seats and 2:00 AM closing. Shooters Pub on Ospika Blvd has 175 seats and 2:00 am closing. The Alpine Pub on South Kelly Road has 132 seats. I am not asking for anything more that what most licensees already have. I have highlighted street maps in the immediate vicinity of Cowboy Ranch Pub. The yellow highlights indicate support for my application. The numbers written on the map corresponds to a letter of support on file. As you can easily see, support in the immediate vicinity is substantial with more than 65 letters in the immediate area. There ar'e also more than 150 letters from the South Fort George area at large and the city in general. Most of these letters were collected in the last two weeks. I have included a copy of a petition created by my opposition. As you can see by the highlighted signatures, many of them have subsequently decided to support this application. I am aware that some residents in our area are concerned about noise that may be generated from expanded seating and hours at Cowboy Ranch. The South Queensway neighbourhood is no stranger to some level of noise generated by a variety of businesses. I lived at 720 Thapage lane in 2009 and I found the largest noise contributor to be the railway switching rail car activity throughout the night...all night long. In addition, Queensway Street is zoned for

2 commercial use. Queensway Street has always been a busy commercial street, a truck route with noise from large trucks, as well as sirens for emergency vehicles. In reviewing my years at 720 Thapage Lane, I don't ever recall hearing noise generated by former Steamer's Pub. Nevertheless, we are always concerned about noise in our neighbourhood, and have signs posted reminding people to respect the neighbourhood. I also have patrols around the building every half hour on Friday and Saturday evenings, to help alleviate noise. Times have changed dramatically in the hospitality business. Some would say that the 65 seat neighbourhood pub business as we used to know it... is a dying business. Why? (I have for reference, a list of hospitality venues that have closed in the last five years.) There are a variety of factors that contribute. 1. The primary change is in control and enforcement of over consumption of alcohol. We do not, and cannot serve any patron that has become over intoxicated. We have strict rules and significant penalties for over service including suspension and /or cancellation of our license. Alcohol consumption has dramatically changed in recent years as a result. At the Tabor Arms Pub in the 1990's with 100 seats I was purchasing about 160 kegs a month. We currently purchase about 15 kegs per month at Cowboy Ranch 2. A recent change is that children are allowed in our pub accompanied by a parent or guardian. This is a significant change in direction from the past, and is legislated in concert with controlling overconsumption, to change the business model and make the pub more neighbourhood friendly, more family oriented, and more food focussed. 3. The change in license categories. There are no longer Cabarets or Pubs. There are two license categories, liquor primary or food primary and the lines that separate them are more and more blurred. The message prevalent in all these changes is less alcohol consumption, more food and family focus. 4. The seating restriction of 65 seats has been lifted, and now most of the successful hospitality venues are in the 200 to 300 seat range. For example: Moxies 300 seats food primary Boston Pizza 244/248 seats in each of two locations food primary Earls 200 seats food primary Shooters on Ospika 175 seats liquor primary College Heights Pub 154 seats liquor Primary The Keg Steakhouse and Bar 190 liquor primary plus 260 food primary Mr. M ikes 182 seats food primary

3 Rockford Wok Bar & Grill 382 food primary Former Riverstone Bar & Grill approximately 160 seats liquor primary I have enclosed a list of all Prince George licensees and seating capacity for reference The change in BC drinking driving laws to.05 driving limit has dramatically changed the way we do business. As a simple example, in the past one customer may drink 5 drinks; we now need five seats because our customers often only have one drink each. That.05 driving law is the reason I am asking for one extra hour in closing time. People don't like to travel, and rather want a destination that accommodates them all evening. In addition, that extra hour helps keep them off the roads, and allows for more flexibility through alternating leaving times over that final one or two hour period. I have been operating the Cowboy Ranch for just over one year. In that time I have built the business back up, with Texas barbecue style foods including homemade baked beans, smoked pork ribs, cornbread, and many other offerings such as unique craft beers on tap. We are all about food, with over 50% of our total revenues from our kitchen. The community of Prince George is recognizing our location, and the demand is far outstripping the capacity. In the past month I have turned away a fundraising banquet for the 4H Club of Prince George because they had 160 people. I also turned away a forestry symposium for 130 people, a fundraising dinner for Darcy Hartford for 150 people, and a wedding for 90. Our 80 seat capacity (including staff) severely restricts our ability to host fundraising dinners, or banquets, or any other community event of even modest size. Our actual customer capacity at this point is about 72 people depending on staffing requirements. I am here before you, proposing that I take this old, dated, and worn pub model, invest in it, update and revitalize it, landscape it, and make it a great food and drink location that the city will be proud of. It is locally owned, not part of a chain of locations, and provides job creation for the community. It will allow me to personally contribute back to my city that I have lived in for 50 years through fundraising efforts and other special events. 13 Sept 8, 2014 To Mayor Green and council, On October 4, 2014 our local Prince George band "Miss Guided" is holding a benefit dinner and dance with a silent auction and door prizes for Richard Turner and Brenda Witala. Our good friends Richard and Brenda are both battling cancer and can really use all of our help. Our first choice for venues was to Cowboy Ranch. We love their smoked roast beef buffet. To Whom It May Concern, I am writing in support for the Cowboy Ranch to expand their seating capacity to 210 inside and an outside patio to seat 48. Our Prince George Relay For Life Team had a Dinner/Fundraiser at the Cowboy Ranch to raise money for the Canadian Cancer Society. It was a sold out success - but definitely could have sold double the amount of tickets had the seating capacity been available. A very big part of our successful Fund raiser was Brock and his wonderful staff. The dinner they provided for all of us was fabulous, I can honestly say that was the best roast beef dinner ever - all of our guests were equally impressed. We will definitely be using The Cowboy Ranch for future Fund raisers and would suggest and recommend them to anyone. Their facility is very clean, the staff are neat and courteous, and the food there on any day is great! My husband and I have returned there for dinners with friends and we have 1/2

17 PG Dynamic Tune Up & Auto Repairs September 22, 2014 To Mayor Green and Council, I am located directly across Queensway Street from the Cowboy Ranch Pub. I manage PG Dynamic Tune Up & Auto Repairs. I have been here for about 15 years and I have seen the pub operation from across the street for all those years. I have to tell you I have never seen the pub so busy, or so well managed. In fact I send people over there all the time, and I make a point of telling them "I defy you to find a better restaurant anywhere in the city." I know that's a bold statement, but the interesting thing is some people are hesita~t to go there because it's an old pub, and when they come back to pick up their car, they are so very pleased with my recommendation. So I just want to say "Thank You" to Brock and Cowboy Ranch staff, for having such a fantastic pub so close by. I wanted to be at the public hearing to express my opinion, but I am teaching on that date. In my view the new management at Cowboy Ranch Pub is a big improvement from past years. I no longer have drug paraphernalia that my children are picking up prior to class. I no longer have undesirables frightening my children at the end of their class. I no longer have ladies of the evening paraphernalia on the ground prior to commencement of class. I have owned a home in South Fort George since the 1970's. In those days South Forth George had its own fire hall, its own school, a convience store, a restaurant, and its own pub, which gave us a real feeling of community. The pub is all that remains, and it is very much the centre of the community. It is within easy walking distance from all of South Fort George and the locals meet there often for a drink and/or dinner. Lately, especially in the evenings and weekends, the pub has become very busy due, I think, to to the great food and weekend entertainment the owner has provided. It has become difficult at times for us locals to find a seat. While we might pref er to keep things as they are, we realize that for the business to be profitable the expansion is necessary, and to keep the pub in business is important to all of us. I am impressed with the management and staff at the Cowboy Ranch, they are well trained and very experienced. Unlike previous owners they have had very little trouble and the staff are very careful about how much people are drinking and not allowing anyone who is drinking to drive. Thank you, ~.

I have been adjacent to the pub for many years, and have watched the operation from right next door. It appears to me that it is busier than it has been in some time. I have recently noticed they are reroofing the building, which to me is a good sign. The increase in activity and the repairs seem like good positive things for the area. I don't see RCMP or undesirable people standing around outside like I used to, and I am pleased. It helps my business as well. The food is excellent, and I am often sending my customers there for lunch while they wait for financing approval. 30 To Whom it May Concern, Hello there my name i,s Lori James, have you ever been to a restaurant or pub where you had to wait a tremendous amount of time to be seated due to low seat volume. Or wanted a specific number of seats but there were no availability for the place you desired to sit and enjoy your meal. Well this happens all the time to my boyfriend and I. We have lived right behind The Cowboy Ranch Pub for 7 months on La Salle Avenue and haven't had any noise complaints. Generally when I go to t he pub it with my boyfriend Jordy Moise, we like to have a two seated table once and a while and the only two seated table you are going to get at the Cowboy Ranch as of right now is if you sit at the bar. This is why jordy and I rule in favour to Brock Gable's transformations at the Cowboy Ranch Pub. I thank you so much for yourtime I know you must have gone through a lot of these but if you have noticed from some of the other letters that everyone is in favour of this development for the simple reason that The Cowboy Ranch pub is no ordinary pub. Toe proposed expansion will see a 20-seat patio area added at the rear of the pub, as well as a small increase to the number of seats inside. City council approved a zoning variance for the construction and supported the liquor license application. Toe issue was first brought before council in May, but council ordered the matter to be brought back to receive additional information about parking concerns raised at the previous hearing. LaSalle Avenue resident Elaine Rimmer said she's heard horror stories for residents li\.ing near other pubs with patios. Issues included public urination, noise, outdoor speakers, drunk and disorderly patrons and other issues, she said. "I want to sit on my patio and not be exposed to people who have been drinking too much," Rimmer said. Owners of three other homes on the street wrote city council to \Oice their opposition to the expansion. Pub manager Bonnie Little said the patio would help mitigate noise concerns from pub patrons smoking outside. "The noise would be considerably reduced by building a patio, which would have walls of stone and glass," Little said. "[And] in the year l'\e been manager there we'\ ne\er been visited by city bylaw services regarding noise." A parking assessment done on June 4, June 7 and June 8 found the peak parking requirement was 11 to 14 stalls, e\en on Stanley Cup playoff nights.
