Wright, Acting Chief of Police Bid No. 13B-005 for Towing Services June 6,2013 Our current wrecker contract agreement expires June 30,201 3, and is with Universal Towing, who absorbed A&A Wrecker last fall. Currently the tow company charges the customer $100, of which we receive $50 per vehicle. Staff recommendation for the new contract calls for a flat monthly fee to be paid by the wrecker company, instead of the current pay-per-tow agreement. The cities of Port Orange, Daytona Beach Shores and Holly Hill do not receive money for each vehicle towed. They instead charge the wrecker companies a flat monthly fee for being the contracted wrecker service. The standard fee throughout Volusia County for a towed vehicle is $125. That is the price all customers pay to have their vehicle towed by any contracted wrecker service. Staff recommendation for the new contract was to be concurrent with that $125 fee per tow, and charge the contracted wrecker companies a flat monthly fee, no matter the number of tows. On May 30,20 13, the bid opening for towing services was conducted. The three sealed bids which were received are listed below. The tabulation sheet is attached for your review and consideration. Universal Towing- Monthly payment bid of $2,000 to the City Extreme Recovery- Monthly payment bid of $3,200 to the City Fryer's Towing Service- Monthly payment bid of $3, to the City Under the current wrecker contract, the City received a 3 year average of $1 1,8 12 annually. Approving the highest bid payment of $3, submitted by Fryer's Towing would generate $41, annually. This would result in an annual increase of $29, from our current agreement. (Cont.) 2 have spoken with Mr. Glenne Landau, Operations Manager for Fryer's Towing Service. He assured me that they understood the stipulations of the proposed Wrecker Service Agreement, and that they were satisfied with it. Fryer's meets or exceeds all of the requirements set forth in the agreement. Fryer's Towing Service is an established reputable business in the area. They currently hold wrecker contracts with Port Orange, Holly Hill and the Florida Highway Patrol. n the past we have utilized Fryer's Towing as our contracted wrecker service, and don't see anything that would prohibit them fiom providing quality service. The five year contract should be awarded to Fryer's Towing Service effective July 1,20 13, when the current contract with Universal Towing expires. f you have any questions, please let me know. The storage bays have their own alarm system and video camera for the added protection and the safe keeping of vehicles being held for the purpose of evidence, or security reasons. The above mentioned storage facility, building offices and rest rooms meet all State and Federal Handicapped accessibly mandates, for the use by the physically challenged. Fryer's Towing Service has a staff of (12 ) twelve highly trained employee's. Fryer's drivers are certified through PWOF wrecker certification for the class of trucks they operate. Our driver receives thorough ongoing training to familiarize them with the newest, safest and most efficient techniques the industry has to offer. Fryer's Towing Service is also proud to have one of the first Level 3 certified recovery operator in the state of Florida, and one of the first thirteen in the nation. The rigid standards and testing is governed by the Towing and Recovery Association of America and the Department of Transportation / Federal Highway Administration. Fryer's Employees are subjected to stringent criminal background checks, for the high security purpose of our Governmental accounts.
