3 Managing Homelessness within Market Rate Residential Income Properties
4 Homelessness is a human condition that can be reduced and even eliminated with a combination of: The right leadership Engaged stakeholders Knowledgeable preparation and planning
5 How do you participate in eradicating homeless when we have strict rental guidelines?
6 When managing market rent properties we have sets of guidelines that help create consistency among our clients and help create successful residency. Typical guidelines and policies state: no felons, no evictions, no bad credit and require successful rental history. Typically the average homeless individual will not meet any of these guidelines
7 How do we stay consistent and not violate HUD housing guidelines? By treating our clients differently and creating a different class of tenants!
8 By reaching out to the Albuquerque Division of The Veteran's Administration, together we created a Memorandum of Understanding, stating clients coming through a program such as The Veterans Integration Center would set aside the standard rental guidelines, and use a set developed to allow clients with troubled pasts to rent an apartment.
9 Federal Guidelines are also now becoming law and aiding in our search for housing the homeless; As of April 4, 2016 The US Department of Housing and Urban Development has issued a guidance urging housing providers to exercise caution when implementing criminal history policies or practices used to make housing decisions.
10 The next step is to create relationships with the agencies supporting the mission of placing the homeless into affordable housing. We need to learn agency nomenclature which will assist the client with their readjustment back into society by creating a conduit which helps when a client intervention may be necessary.
11 Why do we do this - go through all of this work? Besides being the ethical and moral thing to do, there is an economic side to this equation: There is a 93% reduction in shelter costs 95.9% decrease in jail costs 65.9% reduction in emergency room costs 40% decrease medical outpatient care costs
12 Since February 2011 we ve locally been able to : Decreased Hospital Inpatient Costs by 83.2% Decreased Emergency Room Costs by 13% Decreased Jail Costs by 64.2% Reduced Emergency Room Visits Increased Income For Housed Population Improved Quality of Life and Dignity
13 448 Housed Since 2011 Plus 75 Family Members Total % Retain Housing After One Year Over 80% Have Mental Health Issues 52% Suffer Traumatic Brain Injuries
14 Where do we go from here?
15 VISION: Albuquerque is a city where experiences of homelessness are rare, short-lived and non-recurring.
16 We ve made great progress, but there's more to be done.

26 Our 501(c)3 was established in 2009 to strengthen and grow the nonprofit housing community. S.A.S. Inc. is able to provide housing that anyone would be proud to call home by supporting the production, preservation and management of affordable, quality housing. We are proud to make a positive impact on the communities we serve by providing housing for the formerly homeless, disabled, seniors on fixed incomes, and working class families. In 2011 the New Moves Partnership was formed, a program operated by S.A.S., Inc. and dedicated solely to helping the homeless find stable housing.
