It shall be unlawful for any person to engage in or operate any business, trade or occupation named in this section without first obtaining a license therefor and paying the license fee listed below; however, all annual licenses may be issued for a period of one-half year where more than six (6) months of the license year has expired. Seasonal businesses that operate for four (4) months or less in the calendar year shall be issued licenses prorated on the basis of the actual number of months of operation. However, in the case of any annual license, if the license fee is not paid by January thirty-first of the current licensing year, or within thirty-one (31) days after a new business becomes subject to a license, the fees shall be increased by ten (10) percent provided that in the case of any annual license, if the license fee is not purchased by March first of the current license year, or within sixty (60) days after a new business becomes subject to a license, the fees shall be increased by twenty-five (25) percent of the original fee.
