MANDATORY CALCULATION OF CARBON EMISSIONS 3. DEROGATIONS REGARDING INCORRECT FILLING DATE 1 PROPOSED DEMARCATION OF CAPE COASTAL AND AMENDMENT OF COASTAL REGION AND OLIFANTS RIVER The Wine and Spirit Board has recently published a notice calling for objections against abovementioned proposal (ANNEX A). ANNEX B shows the proposed region to be called "Cape Coastal". ANNEX C shows Cape Coastal (broken line boundary) in relation to the other regions. It includes the regions Cape South Coast and Coastal Region. Coastal Region will be retained for the time being and, also for the time being, is proposed to be extended to include the area coloured in blue in ANNEX D. The boundaries of Olifants River are proposed to be amended by taking out the area coloured in white in ANNEX E. This means that the district Lutzville Valley will no longer be part of the Olifants River region, but will fall within the proposed Cape Coastal region and the proposed extension of Coastal Region. If you have any questions in this regard please feel free to speak to Duimpie Bayly at Motivated objections can be lodged with the Secretary of the Board, Olivia Poonah, at olivia@wsb.org.za, within 30 days of date hereof. 2 MANDATORY CALCULATION OF CARBON EMISSIONS Currently the Integrated Production of Wine Scheme (IPW) allocates bonus points for a carbon footprint calculation with the prescribed calculator. The Wine and Spirit Board proposes that this becomes mandatory as from 2018 (see ANNEX F). For questions in this regard, please feel free to contact Daniël Schietekat at (021) For any comments/objections, please lodge same within 30 days of date hereof with daniel@ipw.co.za. 3 DEROGATIONS REGARDING INCORRECT FILLING DATE From time to time the Administering Officer of the Liquor Products Act and the Wine and Spirit Board receive requests for derogations regarding incorrect filling dates shown on labels.

2 - 2 - Aside from the important function it fulfills for consumers, it must be noted that the filling date is not only central to the industry's IT control systems (Wine of Origin, Integrated Production of Wine, Wine Online for exports), but is also important for product tracking purposes and our authorities' obligations towards authorities in countries we export to. Thus, the Administering Officer and the Board will not as a matter of course entertain requests for derogations in this regard. 3 88 Cape South Coast and Coastal Region: Notice of the Definition of the Production Area Cape Coastal and amendment of the Definitions of the Production Areas Coastal Region and Olifants River Kaap Suidkus en Kusstreek: Omskrywing van die Produksiegebied Kaap Kus en die wysiging van die Omskrywings van die Produksiegebied Kusstreek en Olifantsrivier No GOVERNMENT GAZETTE, 19 MAY 2017 BOARD NOTICE 88 OF 2017 NOTICE OF THE DEFINITION OF THE PRODUCTION AREA CAPE COASTAL AND AMENDMENT OF THE DEFINITIONS OF THE PRODUCTION AREAS COASTAL REGION AND OLIFANTS RIVER (In terms of Section 6 of the Wine of Origin Scheme published by Government Notice No. R.1434 of 29 June 1990) Please note that the Board gave permission for the demarcation of the production area Cape Coastal (overarching region) to produce Wine of Origin. The boundaries of Cape Coastal includes the regions Cape South Coast and Coastal Region. It includes the area situated within an eight kilometre buffer from the coastline, the wards Lamberts Bay and Bamboes Bay and the district Lutzville Valley. Thence generally north-west with the 100 metre contour line to a point where said contour line joins the south western boundary of the geographical unit Western Cape. Coastal Region will extend its boundaries to the north and the north-western boundary of the production area Olifants River (region) will be amended. RAADSKENNISGEWING 88 VAN 2017 OMSKRYWING VAN DIE PRODUKSIEGEBIED KAAP KUS EN DIE WYSIGING VAN DIE OMSKRYWINGS VAN DIE PRODUKSIEGEBIEDE KUSSTREEK EN OLIFANTSRIVIER (Ingevolge Artikel 6 van die Wyn van Oorsprong-skema gepubliseer by Goewermentskennisgewing No. R.1434 van 29 Junie 1990) Neem kennis dat die Raad toestemming verleen het vir die afbakening van die produksiegebied Kaap Kus (oorkoepelende streek) om Wyn van Oorsprong te produseer. Die grense van Kaap Kus sluit die streke Kaap Suidkus en Kusstreek in. Ingesluit is die area geleë binne die 8 kilometer buffer van die kuslyn af, die wyke Lambertsbaai en Bamboesbaai en die distrik Lutzville Vallei. Daarvandaan noord-wes met die 100 meter kontoerlyn tot by n punt waar genoemde kontoerlyn aansluit by die suidwestelike grens van die geografiese eenheid Wes-Kaap. Kusstreek se grense word noordwaarts uitgebrei en die noordwestelike grens van die produksiegebied Olifantsrivier (streek) sal gewysig word. 8 IPW Riglyn 4: Energieverbruik en koolstofdioksied ekwivalente vrystellings vir wynkelders Klimaatsverandering is tans die belangrikste omgewingskwessie in die wêreld. Dit word hoofsaaklik toegeskryf aan versnelde aardverwarming wat veroorsaak word deur kweekhuisgasse, insluitend koolstofdioksied (CO 2 ) en metaan (CH 4 ), wat in die atmosfeer vrygestel word. Die langtermyn gevolge wat klimaatsverandering vir landbou inhou, sal ʼn ieder en elk raak. Daar is al hoe meer druk vanuit internasionale markte om ook die omgewingsimpak van wynproduksie, en veral die koolstofvoetspoor, in ag te neem wanneer wyne aangekoop word. Tot op hede is daar bonuspunte aan kelders en botteleerders toegeken indien die koolstofvoetspoor met behulp van die internasionaal erkende protokol en rekenaar, beskikbaar op die webwerf bereken is. Daar word voorgestel dat die bonuspunte by IPW kelderriglyn 4 weggeneem word en dat die berekening van koolstofdioksiedvrystellings deur middel van die vermelde berekenaar verpligtend sal wees vanaf Die meegaande tabel wys hoe hierdie verandering die evaluasie van Tabel 1 sal affekteer. IPW Guideline 4: Energy use and carbon emissions for wineries Climate change is currently the most important environmental issue in the world. It is primarily attributed to accelerated global warming due to the emission of greenhouse gasses, including carbon dioxide (CO 2 ) and methane (CH 4 ), into the atmosphere. The long-term effects of climate change on the agricultural industry will impact each and everyone. There is increasing pressure from international markets to consider the environment impact, and particularly the carbon footprint, of wine production when purchasing wine. Currently the winery or bottler can earn a maximum of 5 bonus points if the carbon footprint is calculated using the internationally recognized calculator available on the website It is proposed that the bonus points for IPW guideline 4 be done away with and that the calculation of carbon emissions using said calculator become mandatory as from The attached APPENDIX 4 illustrates how the change will affect scoring in Table 1.
