1 Micro-brewery Research City Permitting Comparisons Staff researched zoning regulations in other cities regionally, throughout California and across the nation. A number of nearby cities, including Long Beach, Lakewood, San Pedro, Torrance, Anaheim and Costa Mesa permit breweries with tasting rooms and also allow food trucks as accessory uses. Some permit the tasting rooms by right, others require a conditional use permit (CUP), or have established development/performance standards. Most also allowed brewing to continue during evening and weekend hours when the tasting rooms were allowed to operate. No cities reported any noise or odor disturbances created by the manufacturing operations. Several cities had limitations on hours of operation for tasting rooms, with restrictions based on proximity to residential zones, conditions of a CUP, or underlying zoning, while others like Anaheim allow the Alcoholic Beverage Control Board (ABC) to determine any restrictions through the Type 23 license. Signal Hill Police Department staff inquired with other local police departments who confirmed that the tasting rooms had not created any reported disturbances or nuisances. Attachment A
2 Parking Standards Parking standards range from a maximum of 15 spaces per 1,000 square feet for tasting room area to a minimum of one seat per three tables, but not less than five spaces. Many cities use a common ratio for restaurants and bars which is one parking space for each 100 square feet of tasting area. The parking ratio for the manufacturing/brewing area ranges from 1.5 spaces per 1,000 square feet, to one space per 200 square feet of brewing area, depending on the size of the facility. Some cities such as Long Beach allow a shared parking calculation in the industrial zones in recognition that traditional industrial uses are closed during the hours of operation for the tasting rooms. 7 Ten Mile Brewery Business Plan The following is a detailed summary of our business and day to day operations. Ten Mile Brewing is a local craft brewery serving high quality, premises made craft beer. We seek to tap into what we perceive to be a desire from the local community to have more options for establishments to spend their craft beer dollars. There are currently only a handful of breweries in the Long Beach/ Signal Hill/Lakewood area to serve a population of over 600,000 and the surrounding areas push that number to well over a million. Ten Mile Brewing will initially produce four different styles of beer: an IPA, a pale ale, a lager, and a stout. These beers have been met with great success in the local area and are in great demand. In the past year we have accrued over a dozen local and regional awards. Seasonal/experimental beers will supplement these beers as we seek to design our permanent lineup of offerings. The products of Ten Mile Brewing will be wholesaled to premium pubs, taverns and restaurants throughout Los Angeles and Orange County. Then, as growth permits, to the surrounding regional markets. In addition, Ten Mile Brewing will have its own taproom where retail customers may come to view the operation of the brewery, while purchasing beer by the glass or growler for off-site consumption. We will also feature retail items where bottles and items such as company logo T-shirts, hats and glassware may be purchased. A physical barrier consisting of a bar will be used to separate the public from the production area. Ten Mile Brewing will begin to produce beer on a 10-barrel stainless steel brewing plant. Production with our 10 barrel brewing plant with four fermenters is set to start at approximately 500 barrels the first year. The addition of more fermentation tanks at regular intervals will increase capacity to approximately 1500 barrels annually. The management team intends to produce and sell approximately 500 barrels in the first year and then double production and sales in the second year. Thereafter, the management team will increase production and sales by approximately 300 barrels annually to a capacity of 1500 barrels per year. Our production will occur mainly during off business hours. There will be some overlap as production increases. Initially the only employees will be the partners themselves (2). As popularity increases we will add employees as needed up to a maximum of 4 (1 in the brewing production area and 3 in the serving area). The brewing production employee hours typically will not overlap with serving employees. Employees will be asked to park off site. The office area will not require any full time staff and will only be used for record keeping and accounting on a part time basis. On occasion or upon reservation, tours of the brewery will be given to show the public the inner workings of the brewery. These tours are fun and informative and have become quite popular. There are several local companies providing hosted brewery tours where buses drive guests to several different breweries, touring each one in the course of a day. Typically, customers will arrive to consume beers on site and be able to sit in the brewery environment being fully able to experience the sights, sounds and smells of a working brewery. They may also choose to fill growlers for off-site consumption. There may be the option of playing games or perhaps participate in a round of trivia also. Our goal is to promote a feeling of community and camaraderie. Our expected days of operation will be Wednesday through Sunday. Attachment F
8 Our anticipated hours will be Wednesday-Thursday 4PM to 9PM, Friday 3PM to 11PM, Saturday 12PM to 11PM, Sunday 1PM to 8PM. Ten Mile Brewing will not be selling or serving food but we will invite food trucks and/or catering services to come and set up to sell their food for consumption on premise. There would never be more than one food provider on site at a given time. Food trucks or catering will be available during normal eating hours. Lunch would only be made available on weekends from the hours of approximately 12:00pm to 2:00pm and dinner hours would be approximately 5:00pm- 9:00pm. We would provide ready-made food such as chips, pretzels or peanuts at all times. Also prepackaged food items such as cookies or energy bars would be available.
