1 Protecting the Grape & Wine Industries through Regulation Are my vines legal? Cindy Cooper WSDA Plant Protection

2 What are the rules? Can I sell vines and cuttings from my vineyard? From which states can I get grapevines? How do I know they are certified? What does certified mean?

3 Who Needs a Nursery License? RCW Anyone who sells more than $100/year of plant material must be licensed (at dor.wa.gov) -this funds WSDA inspectors Examples of Businesses Required to have a Nursery License: Vineyardists who sell cuttings, vines or rootstocks Wholesale and retail nurseries, growers and garden centers. Landscapers who buy in, grow or hold plants for sale or installation. Brokers located in Washington who buy and sell, but do not hold plants. Grocery and warehouse stores that offer plants for sale.

5 Why inspections/quarantine rules? Viruses Nematodes that vector viruses Xylella fastidiosa Mealybugs phylloxera

6 Export Inspection WSDA inspection of plants for interstate shipment or international export from WA state. They issue phytosanitary certificates to meet destination states regulations.

8 Vines must come in with a phytosanitary certificate, & prenotification

9 Vines MUST be imported from a certified source The only states with a grapevine certification program that meets our quarantine are: Oregon, California & Canada Clean Plant Center at Prosser or UC Davis

10 What is certification? How do grapevines get certified? Is that the same thing as a phytosanitary certificate? Certification is an official process for growing a pest free, virus tested vine- It s how you produce Clean Planting Stock WSDA grapevine certification is a voluntary program- five nurseries participate statewide

11 WSDA programs are the Stay Clean part of clean plants 8 programs/ Fruit tree cert since 1955 WSDA Planting Stock Certification -the first step is using NCPN G1 plants

18 WSDA Quarantine & Certification Program WAC Grapevine Quarantine WAC Certification Rule -full rules at

19 Assessment on Grapevines funds WSDA Grapevine Certification, with advice from GV Advisory Committee RCW ; WAC An annual 5% assessment on grapevine sales funds research recommended by a committee of grape nursery growers, vineyardists and wineries. This provides WA fruit growers with virus tested clean vines for planting for higher yields and quality

20 Research funded by Grapevine assessments: Advancing Washington s Clean Plant Campaign, Empowering Nurseries & Growers - Rayapati Developing Quality Standards for the NCPN Foundation block, Assistance with operations & maintenance - Eastwell

21 Assessments on sales An annual assessment shall be levied on the gross sale price of the wholesale market value for all plants of the genera Vitis produced in Washington, and sold within the state or shipped from the state by any licensed nursery dealer during any license period. This annual assessment is based on the first sale price of such nursery stock. The current rate of assessments is five (5) percent (not to exceed $0.10 per grapevine). Does not apply to rootstocks which are replanted and/or grafted or budded and planted for growing-on in the nursery.
