18 PREFACE There is a felt need to undertake type study/ research work in order to meet the data gaps and to up-to-date the rates and ratios presently in use for estimation of SDP as well as National Accounts Statistics. At the instance of the CSO the Directorate of Economics & Statistics, Assam conducted type studies on five different topics. Among these topics, productions of bamboo and betel leaf are unique to Assam and have much relevance to the state. It is worth mentioning that no systematic study on these subjects has yet been made in the state. Hence, it is expected that the results of these studies will go a long way in strengthening the data base pertaining to estimation of SDP in Assam besides other user. I would like to record my sincere gratitude to the C.S.O., Government of India for providing financial and technical assistance in carrying out the studies. 20 1 INTRODUCTION It is widely acknowledged that there is wide data gap in many areas so far estimation of SDP as well as National Accounts Statistics is concerned. In fact due to dearth of up-to-date data, rates and ratio are used to get the required information but these rates and ratios are based on old studies that need updation. Moreover all these rates and ratios used are at national level and not state specific. India being a large country with both intra and inter regional variation in respect of way of living, occupation, culture etc., the national level rates and ratios hardly reflect the prevailing reality of different States. In this back drop the CSO has recently insisted different DES to undertake research work/ type studies in order to improve the quality of SDP estimation. But it is not feasible to undertake a comprehensive study covering all sectors of the state economy due to various constraints. Accordingly a scheme covering only following topics was submitted to CSO and the same was approved by the latter. The topics are: 1. A type study to determine the ratio between green tea-leaves and processed tea. 2. A sample survey to determine the household production of bamboo in Assam. 3. A sample survey to estimate the production of betel-leaf in Assam.

21 2 4. A type study to determine the yield rates of various meat-by-products in Assam. 5. A survey to estimates the production of flowers in Assam. BACKGROUND FOR SELECTION OF THE TOPICS IS OUTLINED IN THE FOLLOWING PARAS: THE STUDY TO DETERMINE THE RATIO BETWEEN GREEN TEA- LEAF AND PROCESSED TEA : Tea is a prominent crop in Assam and it has a significant role in the state economy as well as national economy. A good amount of foreign exchange is earned by the country from the tea export. Assam s share of tea production is around 50 p.c. of national tea production. Its share to the total SDP is 5 % and to the agriculture sector is 17%. However estimation of production of green leaf poses serious problem due to non-availability of direct current data on production of green tea-leaf. Of late due to setting up of a large number of small tea-growers in the unorganized sector, it becomes more difficult to arrive at the total production of green tea leaf in Assam. For this reason, the ratio between green tea leaf to processed tea is used as recommended by CSO. The quantity of produced tea is available in the Tea Board s report. Hence the subject was considered for type study to confirm the existing ratio.

22 3 SAMPLE SURVEY TO DETERMINE THE HOUSEHOLD PRODUCTION OF BAMBOO IN ASSAM: Bamboo is another important crop of Assam and its contribution to the socio-economic field of the state is very significant. However there is no precise estimate of production of bamboo in Assam. The Forest department furnishes the data on bamboo production pertaining to forest areas only. One prominent feature of bamboo cultivation in Assam is that most of the households in the rural areas grow bamboo in their homestead land and use extensively for various purposes. It is, therefore, felt necessary to conduct a sample survey on estimation of household bamboo products in the state. SAMPLE SURVEY TO ESTIMATE THE BETEL-LEAF PRODUCTION IN ASSAM: Betel-leaf is also another important crop grown in Assam, which has a significant bearing in the socio-economic aspect as well as cultural life of the people of Assam. The people of Assam take betel-leaf with raw betel nut which is colloquially called as Tamul-Pan. Tamul-Pan is an integral part of any religious ritual performed by Assamese community. A guest is usually welcomed by offering Tamul-Pan. Betel-leaf and areca nut are cultivated by most households for their own consumption as well as for commercial purpose. But no attempt hither to been made for estimation of betel-leaf production in Assam. So, it has been decided to conduct a sample survey in this regard.

23 4 A TYPE STUDY TO DETERMINE THE YIELD RATES OF VARIOUS MEAT BY-PRODUCTS : A good number of domestic animal viz. cattle, buffalo, goat, sheep and pork are slaughtered for the purpose of meat production. In the process, by-products like head & legs, fats, hides & skin, bones etc. are produced. But it is not possible to collect direct current data in this respect. The production of different by-products is estimated on the basis of yield rates per animal for different categories of animal. These rate which are at national level are supplied by CSO. But it is felt that there is variation in production of by-products due to variation in shape and size of animal in different region. Moreover these exit inter regional differential in economic use of different type of meat by-products. Therefore it is decided to conduct a type study to determine the yield rates of various meat by-products in Assam. THE TYPE STUDY TO DETERMINE THE PRODUCTION OF FLOWERS IN ASSAM : Of late Assam has witnessed increasing use of flowers in religious functions, ceremonies and other occasions. The demand of flowers is mostly met by supply of the same from outside in the absence of commercial cultivation of the commodity within the state. However, recently flower cultivation in Assam is becoming popular day by day. So it is felt necessary to conduct a survey to know the extent of flower cultivation as well as production of flower in Assam.

24 5 SURVEY STRATEGY THE STUDY TO DETERMINE THE RATIO BETWEEN GREEN TEA LEAVES AND PROCESSED TEA The Statistical design adopted was stratified random sampling with major tea growing district as basic stratum. Out of the total no. of 568 tea factories in Assam 10 p.c. was selected at random and same were allocated to different districts proportionately according to number of factories in a district. Some minor adjustment has been made to cover factories producing ORTHODOX tea and CTC tea as well as bought leaf factories. i.e. the factory solely dependent on green leaf purchased from out side. Basically mail enquiry method was adopted for collection of required data in a prescribed format. However personnel visit to some factories was also made to acquire firsthand knowledge on the subject. SAMPLE SURVEY TO DETERMINE THE HOUSEHOLD PRODUCTION OF BAMBOO The stratified random sampling technique with district as stratum and villages as first stage sampling unit was adopted. The total no. of villages selected for the purpose was 350 and the same were distributed across districts according to area of the districts. Detailed schedules were canvassed in all the households residing in the sample villages through enquiry method.

25 6 SAMPLE SURVEY TO DETERMINE THE PRODUCTION OF BETEL- LEAF This survey is integrated with the survey on household production of bamboo. The detailed schedules designed for the purpose were canvassed in all the households residing in the same set of sample villages selected for the survey to determine the household production of bamboo. THE TYPE STUDY TO DETERMINE THE YIELD RATES OF VARIOUS MEAT BY-PRODUCTS As there exists no registered slaughter house in Assam, five rural centre and five towns were selected purposively in each district for collection of detailed information regarding sale of different by-products of meat. It was planned to collect detailed information for five no. of animals in respect of each type of species under study viz. goat, sheep, pig, buffalo and cattle from each selected rural centre and town. ESTIMATION OF FLOWER PRODUCTION IN ASSAM District wise lists of villages having commercial cultivation of flowers have been prepared in consultation with different agencies. Complete enumeration of all the villages and cultivators growing flowers for commercial purpose was made as the number of villages and cultivators was not very large. So far free collection of flowers like lotus, different type of orchids for sale is concerned; required information was collected on the basis of market arrival of such flowers.

26 7 ORGANISATION The field level functionaries attached to subordinate offices of the Directorate of Economics and Statistics Assam viz. office of the Deputy Director of Economics and Statistics and Sub Divisional Statistical Officer were engaged for primary data collection in respect of all the studies except in the case of study on ratio between processed tea and green leaf. Although mail questionnaire method was adopted for collection of requisite data on green leaf and processed tea, officers from the headquarters of this Directorate of Economics and Statistics as well as officers posted in districts visited selected factories to collect firsthand data. The data collection programme was supervised by officers from subordinate office and headquarters of the Directorate of Economics and Statistics, Assam.

27 12 FINDING OF THE STUDIES RATIO BETWEEN PROCESSED TEA AND GREEN LEAF Tea study suggests that the recovery rate of processed tea out of green leaf is P.C. However it has been observed that there exists seasonal variation in the ratio between processed tea and green leaf. A cursory note on the table below indicates that the recovery rate is highest in the winter season being P.C. and lowest in the Rainy season reporting P.C. Inter district comparison reveals significant differential in the recovery rate over different seasons (Refer Table 4). The Sivsagar district recorded highest recovery rate of P.C. in the winter season followed by Dibrugarh district indicating P.C. in the same season. Recovery Rate of Processed Tea Out of Green Leaf in P.C. for Different Season Summer season (March to June) Rainy season (July to October) Winter Season (November to February) All Season The recovery rate is the lowest in Dibrugarh district being 21.02P.C. in the summer season followed by Jorhat district reporting P.C. recovery rate in Rainy season. It is interesting to note that all the major tea producing districts have recorded more or less identical pattern of recovery rate across different season. Classifying the data according to peak period of production and lean period of production as followed by tea-estates, the following results have been emerged out. 28 13 All the district covered under the study reported higher recovery rate during lean period of production as compared to that in the peak period of production (Ref Table T7) STUDY ON BAMBOO PRODUCTION The study reveals that about 75 P.C. of rural households grow bamboo in their land which stands at about hect. However number of bamboo bushes per cultivator is not high, it ranges from 1 to 7 per cultivator. But Goalpara reported 43 number of bamboo bushes per cultivator due to existence of a special type of bamboo relatively smaller in size. Various category of bamboo are grown in Assam. The extent of cultivation of bamboo varies with the type of bamboo across districts. Most of the district reported higher area under the variety Jati. The percentage share of area under Bhaluka, Makal and Jati to total area under bamboo cultivation are 21.9, and respectively. So far production of bamboo is concerned the state produced 1273 lakhs bamboo during the year Nagaon district reported highest number of bamboo production about 136 lakh followed by Golaghat district reporting 116 lakh bamboo production. Variety wise production of bamboo shows that Jati had largest share of production registering 662 lakh followed by Bhaluka reporting 213 lakh bamboo production. The unit price of bamboo differs according to variety as well as across districts. The Bhaluka variety being bigger in size usually fetch higher price. As regard gross value of output of domestic product of bamboo, it has stood at Rs lakhs during the year in Assam. Golaghat District reported highest gross value of output of domestic production of bamboo being Rs lakh followed by kamrup district reporting Rs lakh. STUDY ON PRODUCTION OF BETEL LEAF The study suggests that a sizeable proportion of rural households in Assam grow betel vine in their homestead land. About 32% of rural households grow betel vine in Assam. All the districts of Assam reported cultivation of betel vine. The districts of Lakhimpur and Nagaon registered highest proportion of households

29 14 participating in betel vine cultivation as 61% and 58% respectively. However in the districts of Dhubri, Dibrugarh and Hailakandi it was recorded that only 16% of the households cultivated betel vine during In Assam area under betel vine cultivation was 3763 hect. during the year Lakhimpur and Dhemaji districts recorded area under betel vine as 589 hect. and 535 hect. respectively which are very much higher than that of other districts. The peculiarity in betel vine cultivation in Assam is that most of these (about 86%) are grown on Arecanut trees. In most of the districts average number of betel vine grown per cultivator ranges from 3 to 7. However in the districts of Dibrugarh, Darrang and Dhemaji average number of betel vine grown per cultivator was found to be 16, 12 and 10 respectively. Assam produced lakh of betel leaf during Among the districts Lakhimpur registered highest production of betel leaf to the tune of lakh followed by Dhemaji district reporting lakh betel leaf production during the above period. Usually betel-leaf is sold in bundle of 20 leaf and its prices varied from Rs.3.00 to Rs.5.00 per bundle during the year in different districts in Assam. The average price for the state during the period is estimated as Rs.3.86 per bundle. Assam earned about Rs lakh from betel-leaf during as per survey results. STUDY TO ASCERTAIN RATE OF MEAT BY-PRODUCTS The finding of the study indicate that most of the meat by-products like hooves, blood, oil etc have little economic use in the state. Moreover items like fats & glands which include brain, heart, liver, kidney are not sold separately but sold with meat itself in respect of smaller animals like goat, sheep and pig. As regard goat, against average meat production of kg per animal the by-products like guts, useless meat and head & legs were estimated at kg, kg and kg respectively. Production of fat was reported from only two districts namely Barpeta and Dhubri reporting kg. and kg per animal respectively. Price of heads & legs was Rs and that of skin was Rs per kg against Rs per kg of meat. The rates of meat by-products per sheep are found to be higher than that of goat. Against average meat production of kg per sheep the estimates of by-

30 15 products likes head & legs, useless meat, guts and skin stood at kg, kg, kg and kg per animal respectively. So far pig is concerned the average meat production per animal found to be kg per animal whereas production of heads & legs, useless meat and guts are found to be kg, kg and kg respectively. It is observed that prices of meat by-products are higher than those of goat and sheep. As expected the number of meat by-products of cattle having economic use has been found to be higher than other animals. The quantity and prices reported from field in respect of oil, ausophagus etc. are doubtful. It may be mentioned that cattle is not openly slaughtered in Assam. As such collection of data of meat by-product of cattle is quite difficult. Slaughtering of buffalo for meat is very rare in Assam. Only three districts reported information of slaughtering of buffalo. On enquiry it is known that in this three districts also buffalo is slaughtered only in some occasion in certain pocket only. STUDY TO ESTIMATE COMMERCIAL FLOWER PRODUCTION IN ASSAM Cultivation of flower for commercial purpose is a recent phenomenon in Assam. Only four districts have reported commercial flower production out of which Kamrup is more prominent in this regard. The state cultivated flowers in only hects. during The Gross Value of output of flower in the state is estimated at Rs.112 lakh during It may be mentioned that there might be some extent of omission of free collection of flower from pond, tank, forest etc for sale.
