2 About Us The Arts Market is run by the Cygnet Community Arts Council (CCAC), a non- for- profit community arts organisation that aims to provide the Cygnet community with exciting opportunities to engage with the Arts through various workshops and events, often for free or at a low- cost. All proceeds from this market go towards these opportunities including the annual mid- winter lantern parade, Flickerfest, Handmade in Cygnet and much more. Market Coordinator: Tabitha Rose About the Market CCAC s Art Market adds colour and atmosphere to the Cygnet Folk Festival (a separate entity managed by Huon Folk Inc.) as well as being a great opportunity for artists, makers, cooks and more to showcase their wares. Our guidelines reflect the philosophy of the market and stall holders will be selected based on the degree to which they comply with these criteria. Market Operating Hours Saturday 10am 6pm Sunday 9am 5pm *Strictly NO closing stalls before closing time. This reflects badly on the market and your fellow stall- holders. Food stalls are encouraged to stay open later to service the dinner crowd. Criteria The Arts Market gives priority to: Locally and regionally hand crafted or home- grown craft, art and produce. Good quality and innovative products supporting niche industries Locally prepared foods with local produce. Market stalls with a high quality and creative presentation. All packaging must be biodegradable or recyclable. Stall Exclusions New or Second hand electrical items or appliances. Mass produced, low quality goods. Video games, DVD's, CD's or computer software. Illegal or counterfeit items. Imported foods as criteria is being more strictly adhered to this year, imported goods will not be encouraged in the first round of allocations. However, stalls selling imported goods from previous years will be given priority should there be any vacancies after the first round of allocations. Stalls may be accepted or rejected at the discretion of the Market Coordinator, this is not a personal choice but each stall is selected on the above criteria and stalls that represent the Arts Market well. Stalls may not be accepted to avoid duplication of products. The Market Coordinator 2
3 reserves the right to select a variety of stalls each year to ensure diversity in the Market. Stall Holders are not permitted to sell any food or items that have not been described in their application, unless prior written approval has been obtained from the Market Coordinator. Food at the Arts Market There are a limited number of stall sites available for food at the market and priority is given to local or regional food vendors and community groups raising money. CCAC is keen to promote a well- balanced variety of food options using local produce, including vegetarian and vegan choices and affordable, good value options. Please understand we endeavour to balance the food availability with local food businesses. Pre-packaged Foods Stall applicants selling pre- packaged food like preserves, jams and chutneys, sweets and nuts and fresh produce such as vegetables and fruit etc, should apply as a regular stall holder (arts, craft, local produce form) and not a food stall holder application. All pre- packaged foods must comply with Council regulations regarding labelling and nutritional content advice. Food Licence Successfully selected stall holders must provide proof of food licences or temporary food permit issued by the Huon Valley Council's Environmental Health Department for any food products to be sold at the Market. Your details will be passed onto the HVC who will provide you with appropriate forms. All stall holders must comply with health requirements for the preparation and handling of food and display a current Certificate of Food License for Temporary Food Stall. Please refer to Local Government Guidelines for Temporary Food Stalls. Stall Information Site Space When applying for your site it is important to request a site(s) that covers the total amount of space you require including your structure, servery area, preparation area, storage area, displays, racks, etc. If you site is double to size of a standard stall site you will be charged double. The market area has limited space, and sites are planned and laid out according to the site sizes requested by successful stall applicants allowing for adequate thoroughfares for festival patrons and emergency exits. Please note that if you do not accurately describe your stall size you will not be able to request additional space at the market. 3
4 Stall Fees Regular Market Stall (Handmade items, Art, Craft, Local Produce, Other) Sat & Sun 3x3m sites $110 Sat & Sun - 3 x 6m sites $220 Non- For- Profit $50 Week- end Food, Coffee Stall Food (powered) $600 inc waste surcharge Food (unpowered) $400 inc. waste surcharge Coffee Only $500 inc. waste surcharge Non- for- Profit - $300 inc. waste surcharge Payment Advice Successfully selected stall holders must remit site fees by the payment date (14 days after stall is selected), as advised in the stall holder application form. Cancellation Policy If a successfully selected stall holder is unable to attend the market, fees will not be refunded or transferred. Site fees will not be refunded or transferred in the case of inclement weather conditions. Should the market be cancelled due to circumstances or events beyond the control of the Cygnet Community Arts Council and the Cygnet Folk Festival (e.g. extreme weather conditions), 10% of the site fee will be retained to cover administration costs. Insurance All Food & Coffee stall holders, except not- for- profit stall holders, must have Public & Products Liability insurance with a minimum $10 million cover. A copy of your Certificate of Currency will be required if your stall is selected for the market. All other stall holders are encouraged to have Public & Products Liability Insurance with a minimum $10 million cover. Any stall holders who do not have their own Public & Products Liability insurance will be covered under the Tasmanian Regional Arts Council blanket policy. This public liability insurance covers the possibility of accident for the general public, but does not cover possible accidents of the stallholders themselves. Stall holders are encouraged to seek their own insurance should they feel it necessary. The Cygnet Community Arts Council, Cygnet Folk Festival or Huon Folk (Inc.) take no responsibility for any loss or damage or costs incurred for any reason including cancellation due to bad weather. Security The Cygnet Community Arts Council will arrange for security patrols of the market stall area from 9pm Saturday until 6am Sunday. Stall holders infrastructure may be left in place overnight, however the Cygnet Community Arts Council, Cygnet Folk Festival or Huon Folk (Inc.) will not accept any responsibility for damage or theft, and stall holders leave their site at their own risk. Stock or valuables should not be left in the stall overnight and all structures must be securely 4
5 covered on all four sides by walls for security and to protect against possible bad weather. Stall holders are not permitted to stay in their stall overnight. Special circumstances will be considered at the discretion of market coordinator. NOTE: Public & Products Liability insurance does not cover stall holder equipment or products against loss or damage and stall holders will need to acquire additional insurance to cover this possibility. Not for Profit Stalls There are a limited number of sites available for local not for profit and community organisations. Application should be made on a standard form unless you are a food stall. Last year we introduced a $50 stall fee. This was a difficult decision but we felt it justified so we could increase the number of NFP stalls. Please remember the profit from the Arts Market goes to the Arts Council in order to provide free arts events in Cygnet. Setting Up and Market Code of Conduct All stall structures, including display structures, tables, umbrellas, gazebos, clothes racks etc, must be of good quality and safely secured to the ground with anchor blocks or pegs. Stall holders must be prepared to weigh down stock in the event of windy conditions to prevent items flying around which could cause injury. Stalls may need to be dismantled in the event of windy conditions. Stall holders must be self sufficient. Stall structures must not protrude beyond site boundaries. All public thoroughfares and emergency exits must be left clear. Stalls must not be left unattended during the day. The use of amplifiers or loud speakers, including CD or MP3 players, by stallholders is prohibited. Stallholders must comply with all instructions by the Market Coordinator and Site Manager. Bump In Vehicle access is strictly from 7am to 9am on Saturday and is very limited for unloading purposes. If the park is too wet vehicle access will not be allowed. Stall holders are encouraged to bring a trolley to transport items from vehicle to site. Stall holders must wait for directions to their site from site manager or market coordinator in regards to unpacking and setting up. If vehicle access is available, items must be unloaded only, not set- up and then the vehicle must be immediately moved out of the park area. Loading and unloading is permitted from vehicles parked in the street. Pack up and Bump Out All stallholders must trade for all the scheduled hours of the market. Stallholders cannot pack up and leave early, before the market closes. Once the market closes, stall holders must vacate the site as soon as reasonably possible. Vehicle access to sites will only be allowed once it is safe and the market coordinators have given approval. Vehicles are generally permitted on site for loading purposes around 40 minutes after the last performance. Please advise in your application if you need to leave quickly and the market coordinators will endeavour to allocate an appropriate site. Site Parking There is no site parking available. Parking will be available close by in the festival parking area behind the Town Hall. Please note, there is NO PARKING on George St. (top of the park). 5
6 Environmental Policy We are a GREEN Festival Market. The Cygnet Community Arts Council and Cygnet Folk Festival are committed to reducing site waste into landfill and improving waste recycling. Within our waste management facilities we will be providing rubbish, compost and recycling bins. All food/drink containers and cutlery must be biodegradable and recyclable. All packaging must be biodegradable and recyclable. Plastic bags are not permitted. Stall holders will be responsible for taking their own waste to the waste collection compound as directed by the market site manager. Strictly, no stall waste is to be put in the public bins. All stall waste is to go in the skip at top of park. Waste oil must be transported off- site and is the responsibility of the stall- holder. Stall holders must leave their site clean and free of rubbish. Anti-Social Policy Stallholders displaying aggressive, intimidating or threatening behaviour, must be immediately reported to the Market Coordinator. Stallholders displaying this behaviour will be be asked to leave the market immediately. The stall fee is non- refundable in these situations. In the case of the incident becoming physically threatening, CCAC volunteers must remove themselves from the situation and contact the Market Coordinator immediately. The Market Coordinator will contact the police when deemed necessary, i.e stallholder refusing to leave the Market, becoming more threatening, refusing to listen to direction from Market Coordinator. Stall holders displaying the above anti- social behaviour will be banned from participating future Cygnet Arts Council Markets and Events. Loongana Park Smoke Free Area Under the Public Health Act 1997, the Director of Public Health has the authority to designate classes of public events as smoke- free and from 2 January 2013 selected markets, food and wine and music festivals are to be smoke- free or have designated areas for smoking. The Cygnet Arts Council and Cygnet Folk Festival must comply with this requirement by designating Loongana Park as a smoke free area with no smoking signs around the park. 6
