1 Memorandum Date: January 22, 2015 To: From: Subject: The New Home Company Brianna Bernard, VCS Environmental Memorandum for Tree Survey at the Marywood Residential Development Site in Orange, CA. 1. Introduction VCS Environmental (VCS) is pleased to submit the following memorandum documenting the trees not included in the arborist report that would be impacted during construction of 40 single-family, detached residential homes on an approximately 16-acre Marywood Project site (Project). In support of Project efforts, VCS biologists conducted a tree inventory survey on January 15, 2015 within the Project site and grading area (Survey Area). 2. Project Location The Project site is located at 2811 East Villareal Drive in the City of Orange, County of Orange, California. The Project site is the current location of the Marywood Pastoral Center (Figure 1). The area surrounding the Project site includes a residential community to the north; a City water tank on a slope vegetated with ornamental species, Childtime preschool, and a residential community to the east; residential homes and two City water tanks on a slope vegetated with ornamental species to the west; and Villareal Drive and additional residential homes to the south. 3. Project Description The Project proposes to construct 40 residential homes on an approximately 16-acre Project site, including remediation of unengineered soil on the Project site and adjoining slopes. Figure 2 is a recent aerial of the Project site with the existing Marywood Pastoral Center, approximate Project grading limits, and Survey Area. Figure 3 is the proposed grading plan. In order to support the development of the Project, a large portion of the Study Area would need to be remediated due to settlement. The existing slope along the southern property boundary that extends down to the City s two existing water tanks is a product of the original grading operation. Based on recent studies and as evidenced by the damage to the existing structures on the Project site, the prior fill material was not properly placed in that canyon and the Project site and slope above the City s water tanks continues to settle. In its current state, that fill material, which will be referred to as unsuitable fill material, is not suitable for any type of new development and creates potential slope stability issues adjacent to the City s two water tanks. Therefore, the existing unsuitable fill would be removed, the area would be over-excavated and reconstructed with structural fill compacted to meet the required geotechnical specifications.
2 January 22, 2015 Page 2 of 2 4. Field Survey Methods A Tree Evaluation Report was prepared by Arborgate Consulting, Inc. on October 9, 2015, that evaluated existing trees on the Marywood property. However, the arborist report did not evaluate the trees on the slopes surrounding the Marywood property within the Project site and proposed grading limits. Therefore, VCS biologists walked the manufactured slopes located within the Study Area. The Study Area was surveyed on foot by walking methodically across the property. Any inaccessible or restricted areas were surveyed using binoculars. The trees were evaluated for health and structural condition of the trunk and canopy. The trunk diameter was measured using diameter tape and multi trunk trees were measured at the base for simplicity. Trunk diameter was otherwise measured at a point 24 inches above ground level. 5. Results Table 1 lists the species of trees identified during the field survey. Please refer to Appendix A: Matrix of Finding for species of trees and their corresponding trunk diameter (DBH). The City of Orange currently implements a tree ordinance as Ordinance Ordinance , defines tree as any live plant which has a single trunk measuring 10.5 inches in circumference, measured at a point 24 inches above the ground level. Approximately 228 trees were surveyed and inventoried within the Study Area along the manufactured slopes. Of the total 228 trees surveyed along the manufactured slopes, no native tree species were observed. Schinus molle Of the 228 trees inventoried, approximately 76 met the definition of mature trees according to Ordinance No trees within the Study Area met the definition of Historical Trees as outlined in Ordinance All the trees would be removed as part of the Development due to the unengineered soil. Many of the trees on the slopes appear to have started as chance seedlings. Of the trees being removed, many of the species are in poor health due to lack of water, poor pruning, crowding, poor soil conditions, and pests or disease.
