2 THE IRISH WINE MARKET It is a challenging time for Ireland s wine industry. In, wine consumption rose marginally compared to the previous year and the continued growth in the wider economy indicate that things remain favourable. However, there are very dark clouds on the horizon, most notably in form of the Public Health (Alcohol) Bill and a potential excise increase in the Budget. Added to that, the prospect of a no deal Brexit presents significant challenges in terms of increased complexity for wine importers. I acknowledge and welcome that there was no increase on wine excise, as well as other alcohol categories, in the Budget last year. I would hope, that in the interest of acknowledging the important economic role of Ireland s drinks industry, that the Government seriously consider an excise reduction on wine for Budget Irish consumers continue to pay the highest rate of excise duty on wine in the EU with the Government subjecting the sector to a 62% increase in excise duty since In, the sector paid 382 million in excise to the exchequer, an increase of 2 million from» IT IS IMPERATIVE THAT THE GOVERNMENT AMENDS THE CANCER WARNING AMENDMENT IN THE PUBLIC HEALTH (ALCOHOL) BILL. 2
3 the previous year. Of the 28 EU Member States, 14 of them charge no duty on wine. The excise rate in Ireland equates to 3.19 on a standard bottle of wine. Furthermore, sparkling wine gets an additional excise hit totalling to 6.37 on a standard bottle, the highest rate in the EU and more than double the rate paid in the UK which has the second highest rate. There is no reasonable scientific or rational basis for this differential to apply in the Republic of Ireland. The wine industry has seen a 0.47% increase in total consumption and the sector continues to employ over 1,100 people directly while supporting thousands of other jobs in Ireland s pubs, restaurants, independent off licences, supermarkets and hotels that sell wine. In, sales of wine are still slightly above 9 million cases per annum for a second consecutive year. According to Revenue statistics, the market share for wine increased by 0.1% from 27.6% in 2016 to 27.7% in, making wine the second most popular alcohol beverage in Ireland. The most immediate challenge that the wine sector is facing is the Public Health (Alcohol) Bill which is at the final stages of the legislative process in the Oireachtas. The Irish Wine Association has major concerns with the measure calling for a mandatory cancer warning labels on alcohol products, including wine, sold within the Republic of Ireland. Ireland is a relatively small market and wine producers making special accommodations for a legislative requirement such as a cancer warning label make Ireland a potentially unviable market to export to. This draconian measure presents a significant barrier to trade which is already been highlighted to the European Commission and World Trade Organisation by many wine producing countries. It is imperative that the Government amends the cancer warning amendment in the Public Health (Alcohol) Bill. The bill has already faced criticism by the European Commission and several European governments as it will undermine the principles of the Single Market. Also, in the interest of protecting jobs in the retail, hospitality and tourism sectors, I also urge the Government to reduce the excise rate on wine in the forthcoming budget.
