1 Section 2 Term Regarding the 2-year lease renewal at the Airport Commission's sole and absolute discretion, does that mean that in the case the business does not find the endeavor financially viable and prefers not to continue, that the business is possibly *forced* to continue by the airport? Section 3.5 Hours of Operation What are the required operating hours? Yes. The two year option is exercisable by the Airport Commission in its sole and absolute discretion. Tenant will operate its business for not less than sixteen (16) consecutive hours each day seven (7) days a week, including holidays. Section 3.6 Prices Street Pricing is not mentioned in the RFP, please expound. San Francisco Airport s street pricing program can be found in Section 3.6 of the. The prices shall be deemed comparable if it is no more than ten percent (10%) higher than the price for the comparable item at Tenant s other off-airport locations or if Tenant does not have an off-site location to compare to, comparisons will be made to similar concepts at the Airport or off-site. From time to time, prices and menus may be changed with the Airport Director s approval.
2 Section 11. Promotion Program Is the Market Fee static or indexed somehow? The Initial Promotional Fee of $1 per square foot could change, at the City s option, and may be increased from time to time such that the new Promotional Charge will equal: Exhibit A Premises Please extend the lease line, to mimic that of Buena Vista, so tables can be placed outside the store parameters in a defined area. This allows for greater visibility, greater sociability and enhances the concept. Please provide Line Drawing Initial Promotional Charge X Comparison Index Base Index The Airport cannot extend the lease line. The San Francisco City Fire Department has reviewed the space and will not allow encroachment into the corridor at this location. See Appendix 1 for the Drawing. Exhibit B Permitted Uses Why isn t there sustainable food guidelines included in the RFP? There should be. Staff agrees and will amend the permitted uses to include Sustainable Guidelines pending Airport Commission Approval. See Appendix 2 for details.
3 Exhibit B Permitted Uses Can you expound more on the menu selections expected for the Wine Bar? Can both hot and cold small plates be served? Are there any mandatory items? The menu proposal must include small plates, hot or cold. This could be items such as fruit and cheese plates, breads, olives, appetizers, sandwiches or small servings for example. Beer and Wine for immediate consumption are mandatory as is bottled wines for retail sale. RFP Part 1.5 Expand Minimum Qualifications to allow operators/owners of restaurants or bars with significant wine offerings. Expand Minimum Qualifications to allow managers/owners of wineries. Expand Minimum Qualifications to allow for wine retailers to propose. Staff agrees. Pending Airport Commission Approval, the Minimum Qualification Requirements will be amended as follows: Proposer must have a minimum of three years within the past five years ( qualifying years ) in the ownership or management of a wine bar, a restaurant serving wine, a bar serving wine, a winery or retail operation centered around wines. RFP Part I.6 Airport Disadvantaged Business Enterprise Is there an ACDBE requirement? The Airport Commission encourages the participation of certified ACDBE s in order to be counted toward the Airport s ACDBE program. However, there is not a requirement, nor extra points given to a ACDBE for this Wine Bar RFP.
4 RFP Part V.3 Sunshine Request May I request a copy of the successfully accepted Vino Volo proposal for T2? May I request a copy of the Wakaba proposal for T2? Can this be sent via ? In accordance with San Francisco Administrative Code Section (e) RFP submittals are available for public inspection. Please make an appointment with Revenue Development and Management at to view said document. Arrangements can be made to copy sections as requested. RFP Part V.7 First Source Hiring Program Please give details regarding the Employment Partnership Center. I am working on a staffing plan and need to know what % total skilled staff I can hire of my own choice vs. % requirements from ECP. The successful proposer must complete First Source Hiring Documents and agree to post entry level positions with the ECPC office. Tenants must make a Good Faith Effort to hire 50% of its first Entry-Level Positions with job applicants referred through the Airport s Office of Employment and Community Partnerships (ECP). Failure to meet this target does not implicate bad faith but it will result in a review of the referral process and the Employer s efforts. Proposers should consult Chapter 83 of the San Francisco Administrative Code to determine their compliance obligations under this chapter. HCAO information can be found on the web at Can you address the details of how we would deliver product? Dock locations? All merchandise entering the sterile area of the terminal must be inspected by the TSA. Drivers that are certified to enter the airfield may deliver during the hours of 5 am- 5pm. The delivery point for the wine bar premises is on the ramp, by the Terminal 3 hub (Gate 81). All other deliveries can be made in the Courtyards which are located pre-security. An employee/ merchandise screening area is located on the baggage level of T3. The hours of operation at the baggage location are 5 am- 3 pm. After 3 pm, deliveries can go through passenger screening checkpoint located in Boarding Area E.
6 Is storage available airside or landside? What are the rates? Is an ABC license needed for the Wine Bar? Storage is subject to availability however currently both pre-security and post-security storage is available in multiple locations. The fiscal year 2011/2012 rate is $53.97 per square foot (annually). Storage is leased, on a month to month basis, via a permit. Presecurity locations range from 137 square feet up to 490 square feet. These locations would be accessible to your staff at all times. There are also post-security storage locations on the F Hub Mezzanine that range from 81 square feet to 316 square feet. These locations would be accessible to staff during the hours of 5 am 5 pm. Yes. The tenant will need to apply for a permit through the California Department of Alcoholic Beverage Control as soon as the is awarded. Is it possible to add a grill for cooking? It is possible however whether it is practical given the conditions above the space is to be determined by the proposer.
7 Is it possible to remove the back wall to expose the existing windows? It is possible however whether it is practical given the conditions is to be determined by the proposer. May we get base building drawings of the space or as-built drawings? Proposers may make an appointment to view the drawings at the Airport Records Library located at 676 N. McDonnell Rd. Contact Antonio Borja ( ) or Joseph Gonzalez at ( ). Proposers are encouraged to do their due diligence with sight surveys to confirm existing conditions. Are there any additional CAM charges other than promotional charge? There are no food court fees or infrastructure fees. The Promotional fee is $1 per square foot. Other fees that the tenant will be required to pay include utilities (Gas, Water, Sewage, Electricity). Other costs tenant may incur include: badging, parking, telephony, storage, pest control.
8 When will the T3 space be turned over? The wine bar space will be ready to turn over on or around July 1, Can you forward a list of Architecture Firms and Contractors? May we add a kitchen and refrigerator within the wine bar space? Revenue Development & Management has a list of some of the General Contractors and Architects that have done business at the Airport. It is not a complete list and the Airport does not make recommendations. We will provide this list to anyone interested. Please Nanette.Hendrickson@flysfo.com for the list. Proposers design may include a kitchen and refrigerator. What were the sales last year for the current tenant Wine Wisdom? Fiscal Year 2010/2011 the sales for Wine Wisdom were $801,782.
