1 Employment and wages by industry are compiled using results from quarterly unemployment insurance contribution reports and disseminated through the Quarterly Census of Employment and Wages (QCEW) program a near-census count of all the state s employers and jobs and considered the most accurate source for detailed employment and wage information by industry for the state, its regions and counties. Employers report the number of employees they have on their payroll for each month of a quarter along with total quarterly wage compensation. results are then calculated by averaging employment and wage data from the four quarters of a calendar year. This report references calendar year 2017 data. DATA COVERAGE As you use this report, keep in mind that the data are limited to those workers who are covered by either state or federal unemployment insurance laws. North Dakota law requires that all workers in the private sector be provided with this coverage by the employer if the employer employs one or more workers 20 weeks or more in a calendar year or pays $1,500 or more in payroll in any calendar quarter. State law also requires that all state and local government workers be provided with this coverage. In addition, agricultural workers are covered if the employer employs 10 or more workers for 20 weeks or more in a calendar year or pays $20,000 or more in quarterly payroll. Households with domestic help must provide coverage for their workers if the employer has a payroll that reaches or exceeds $1,000 per quarter. The majority of the domestic help employed in North Dakota involves the care of the employer or other family members, either the aged or children, in the home. There are a few select groups that are exempt from this coverage. They include: Self-employed (farm and nonfarm sectors); Individuals working for religious organizations; Students working for the college they attend; Individuals employed in church-related elementary and secondary schools; and Individuals working for railroads. DATA DEFINITIONS Establishments are a unique count of business establishments or worksites for a calendar year. Average Employment is total employment divided by 12 months. Total Wages are the summation of all wages paid during a calendar year. Average Weekly Wage is calculated by dividing the average annual wage by 52 weeks (the standard number of weeks in a year). Average Wage is calculated by dividing total annual wages by average annual employment. DATA LIMITATIONS AND INTERPRETATION 2017 EMPLOYMENT AND WAGES BY INDUSTRY In this report, wages not only include base pay but also any bonuses, overtime, and commissions paid to an employee. This may have an infl uence on averages for certain industries and/or geographies with higher proportions of jobs with earnings beyond base pay. Employment includes both full-time and part-time workers so those industries with higher rates of part-time employment will produce comparatively lower wages. The number of hours worked is not taken into consideration when calculating average wages. 2 of business establishments, or worksites, the employer has in a specifi ed area. For example, an employer with an establishment in all 53 North Dakota counties is counted 53 times in this report. Occasionally, the county designation of an establishment cannot be determined and is coded as unclassifi ed. While these establishments may not have a county designation, they are industry coded and included in the statewide detail. Unclassifi ed establishments are the reason the region and county totals may not add up to the statewide total. All public sector employment is located in the Government sector. This includes employment for public school teachers, federal postal service workers, state and local protective service workers, and any other worker employed by a federal, state, or local government entity. Native American designated entities (based primarily on tribal reservations) including manufacturers, casinos, tribal government, etc. are located in the Local Government sector. Asterisks (***) indicate data have been suppressed due to confi dentiality restrictions. Data cannot be displayed if the number of employers in an industry s published geographic area are less than three, or if one employer comprises 80 percent or more of an industry s total employment. Suppressed data are included in any aggregate totals. As in most statistical reports, rounding may affect additivity. NAICS CODE STRUCTURE 2017 EMPLOYMENT AND WAGES BY INDUSTRY All industry data are based on the North American Industry Classifi cation System (NAICS). NAICS is an industry classifi cation system that groups establishments into industries based on the similarity of their production processes. The initial NAICS structure was released in 1997 replacing the Standard Industrial Classifi cation (SIC) system. The first set of NAICS data was published in The Labor Market Information Center reconstructed the time series back to 1990 using historical micro data and a SIC to NAICS crosswalk. The NAICS is revised every fi ve years to account for rapidly changing economies. Revisions for 2002, 2007, and 2017 were implemented in their respective calendar years while the 2012 revision was implemented in Time series continuity will be maintained to the extent possible, but users should be aware that NAICS revisions could impact the employment and wage time series. The time series is not reconstructed after a revision. The 20 NAICS sectors, their two-digit codes and the distinguishing activities of each are defi ned below: 11 AGRICULTURE, FORESTRY, FISHING AND HUNTING Growing crops, raising animals, harvesting timber, harvesting fi sh and other animals from farms, ranches, or the animals natural habitats. 21 MINING, QUARRYING, AND OIL AND GAS EXTRACTION Extracting naturally occurring mineral solids, such as coal and ore; liquid minerals, such as crude petroleum; and gases, such as natural gas; and benefi ciating (e.g. crushing, screening, washing and fl otation) and other preparation at the mine site, or as part of mining activity. 22 UTILITIES Generating, transmitting and/or distributing electricity, gas, steam and water; and removing sewage through a permanent infrastructure of lines, mains and pipes. 23 CONSTRUCTION Erecting buildings and other structures (including additions); heavy construction other than buildings; and alterations, reconstruction, installation, maintenance and repairs MANUFACTURING Mechanical, physical, or chemical transformation of material, substances, or components into new products. 42 WHOLESALE TRADE Selling or arranging for the purchase or sale of goods for resale; capital or durable nonconsumer goods; and LABOR MARKET INFORMATION CENTER 2 JOB SERVICE NORTH DAKOTA
