This ICPR specifies Papua New Guinea s phytosanitary requirements for the stated commodities only. 2 General Requirements 2.1 Prohibitions Not provided by Papua New Guinea 2.2 Phytosanitary Import Permits 2.2.1 Phytosanitary import permits state the phytosanitary requirements for importation 2.2.2 Phytosanitary import permits are required for all commodities 2.2.3 Consignments must be accompanied by either the original, or faxed copy of the import permit 2.2.4 Phytosanitary import permits may be requested from Elijah C Philemon Chief Plant Protection & Chief Quarantine Officer (Plants) National Agriculture Quarantine & Inspection Authority (NAQIA) http://www.naqia.gov.pg/ PO Box 741 Port Moresby Papua New Guinea Telephone: (675) 311 2100, 311 2113, 311 2114, 323 1848 Facsimile: (675) 325 1673, 325 1674 2.3 Phytosanitary Certificates Phytosanitary certificates are required to accompany consignments of all plant and plant products imported from New Zealand. 2.4 Quarantine Pests For a list of quarantine pests see Appendix 1. The preferred name and classification used is checked for accuracy against the European and Mediterranean Plant Protection Organisation (EPPO) Global database (https://gd.eppo.int/). Please note that species name (scientific name) remains the definitive name. In addition, MPI will also include synonyms specified by the importing country for use on additional declarations. Quarantine pests for Papua New Guinea include organisms specified in Appendix 1 of this ICPR, additional declarations and/or import permit. Note: Exporters should be aware that New Zealand has a number of endemic and native organisms that are unlikely to be listed on an importing country s quarantine pest list, but would almost certainly be treated as quarantine pests if found at import inspection. Phytosanitary Inspectors should take this into account when making decisions about the eligibility of product for an overseas market and treat endemic and native species found at phytosanitary inspection as quarantine pests unless there is clear evidence to the contrary. The New Zealand Organisms Register provides a search tool that can be used to determine whether the organism is endemic, native to NZ or introduced. Product must be substantially clean, free of insects, diseases, weed seeds soil and other impurities. Product must be commercially packed, in packages, which are new and clean. Additional declaration Product has been grown and packed in an area where harmful fruit fly species of the family Tephritidae, other than Queensland fruit fly, have not been recorded within the radius of 80km for a period of at least 12 months before the next harvest. 3.1.2 Frozen Fruit and Vegetables 3.1.3 Dried Fruit and Vegetables 3.2 Cut Flowers and Foliage 3.2.1 Fresh Cut Flowers and Foliage Phytosanitary import permit required. Phytosanitary certificate and treatment required. Consignment must be clean and free of insects and diseases including mildews, rusts and other foliar diseases. Treatment: All consignments must be treated prior to export. Treatment must be endorsed upon the phytosanitary certificate. 3.5 Growing Media and Packing Material Soil is prohibited 4 Commodity Specific Requirements Refer Section 3 for Commodity Class Requirements Note: Additional declarations identified below are indicative only, and are provided to guide exporters on conditions that Papua New Guinea have previously required. Exporters should refer to conditions identified upon their current phytosanitary import permit 4.1 Fruit and Vegetables 4.1.1 Fresh Fruit and Vegetables Refer Section 3.1.1 Solanum tuberosum Potato Phytosanitary import permit required. Phytosanitary certificate and additional declaration required. Must be substantially free from soil and other foreign matter and packed in clean new bags/containers not previously used for any other purpose. Must be treated with a sprout inhibitor in New Zealand or undergo other treatment as directed by the Chief Quarantine Officer (Plants) on arrival in PNG. Upon arrival in PNG, the consignment will be examined by a Quarantine officer at the port of entry prior to release. The importer must ensure the PNG Agricultural Quarantine and Inspection Service that: (i) The tubers will be used only for processing and not for sale (ii) Ware potatoes and peelings will be disposed of by boiling or incineration Additional declaration The potatoes in this consignment were grown on a property which has been confirmed free from Potato cyst nematode (Globodera rostochiensis and G. pallida) by MPI under the New Zealand Potato Export Certification Scheme Potato wart (Synchytrium endobioticum), ring rot (Clavibacter michiganense pv. sepedonicus) and spindle tuber viroid are not known to occur in the properties where the potatoes in this consignment were grown Zea mays Corn The fruits should be free of husk or cleaned of excess husk to the last layer of husk covering the kernels. Additional declaration Devitalised in New Zealand by heating at 85 o C for 48 hours or Devitalised in New Zealand by heating at 95 o C for 24 hours (at 50% relative humidity) or will be Devitalised upon arrival in PNG as directed by the Chief Quarantine Officer (Plants) PNG.
