PROPOSAL OBJECTIVE: Santa Rosa County is seeking proposals for the management of Navarre Pier and its ancillary facilities. This establishment was started by locals and the desire is to be maintained by Navarre locals supporting Navarre Beach, Santa Rosa County, and its visitors. SITUATION: The Navarre Pier and restaurant and bar are up for renewal following the end of the contract with the current management entity. The current management has done a great service in setting up the environment for a successful business supporting the locals and the tourists and travelers to Navarre Beach. The primary business on the pier is the management of the pier for fishing and walking. The secondary business which can equal and close to exceed revenues from the pier is the restaurant and bar area. This proposal seeks to continue the great opportunities on the pier and expand upon the capabilities and revenues for the locals and county. Management of the pier and environment will be covered within the Scope of Services. SCOPE OF SERVICES: The scope of services will also include possible improvements over time to specific areas and operations of the pier. 1. Pier administration and management (Section a of RFP): a. Pier will be open and closed at specific times outlined by the county. b. Current fees will be maintained and a cost analysis will be conducted to ensure the fees meet the current economic environment. All fees (100%) will be returned to the county. c. The pier will be cleaned on a daily basis. d. The pier lighting, railings, benches, and other associated equipment will be checked on a recurring basis and coordinated with the county for repairs and/or replaced on site with support from the county. 2. Pier Store (Section b of RFP): a. The store will maintain bait, tackle, fishing rods/reels, snacks, souvenirs, and sundry items supporting activities on the pier. b. The hours of the store will be maintained with those coordinated with the county. c. The store will donate 2% of the store revenue to the county.
3. Pier Restaurant/Bar (Section c of RFP): a. Restaurant will continue to offer lunch and dinner competitive to local establishments. As the market/economy warrants, breakfast will be an option. b. It is understood all equipment for the restaurant and bar will be transferred as part of the change of management. It will be properly serviced before transfer of control of the pier restaurant and bar. c. All equipment will be maintained to health safety standards outlined by legal policies. 4. Pier Facilities (Section d/e of RFP): a. All facilities on/about the pier, restaurant and bar will be maintained, cleaned, and serviced to ensure safety of patrons and maintain a family friendly environment. i. Bathroom facilities will be cleaned twice daily by a contract janitorial service. ii. Cleaning supplies will be maintained on-site for spot-cleaning as needed. b. Possible improvements: gut and refurbish bathroom facilities with tile from floor to four (4) feet up walls. Install electric fast hand dryers in restrooms. This will ensure ease of cleaning and sanitizing facilities. c. Bar structure will be cleaned during shifts with bleach water to maintain cleanliness. d. Bar structure, tables, rails and chairs will be repaired and/or replaced to maintain safety and reliability. 5. Additional Pier amenities (Section f of RFP): a. Possible future improvements under/around pier, including volleyball pits will be identified below. Images and concepts will be included following Terms/Conditions. i. Bring in licensed electrician to redo wiring and lighting of bar area. ii. Concrete pad below pier to support small conex cooler to store soda, beer, wine, and other drinks out of the restaurant. iii. Recycle chute for glass and cardboard iv. Attach swings to lower section of restaurant/bar area near volleyball pits
v. Shift one volleyball pit to move children s play area away from under pier structure and closer to patrons. Evaluate cost to install fabric shade over play area. vi. Tap into current cold water line and install water fountain and shower area to remove sand/saltwater residue by volleyball/playground area. vii. Analyze possibility to provide boundary wi-fi access on pier, restaurant and bar area. This allows customers to use social media to promote the pier, restaurant and bar. Include charger spots along pier. viii. Webcam to show conditions along beach for patrons, surfers, swimmers, and fisherman (both on pier, in kayak, or beach). ix. Establish relationships with local markets, fish and grocery, to provide fresh food to the pier and reduce the requirement for large freezer cold storage. x. Expand kitchen and storage area within current structure to ensure proper food preparation, storage, cooking and serving. xi. Propose an acoustic shell structure, much like the Hollywood bowl, to reduce noise flowing towards condos and focuses towards audience. xii. Propose cover/roof structure tied between store and bar roof line to ensure food stays within health standards during service. xiii. Analyze media environment to promote activities at the pier, increasing marketing and visibility of the pier, which will increase revenues. xiv. Analyze possible kayak and surfboard/sup rentals as part of establishment. xv. Extend stage area to wall of existing store. Future: add build-in sound system for bands/performers to plug into. xvi. Evaluate changing plastic/vinyl drop down sides to garage door style on rollers. Ease of use, cleaning and durability in weather. b. No structural changes to the existing infrastructure or additions to said structure are being proposed for possibly the next two to three years. TERMS/CONDITIONS: The original RFP outlines services for three years with two option years. We propose a one-year term with four option years, which provides the county to maintain proper accountability of operations on the pier.
The management will pay all utilities for the restaurant, bar, and store. If proven cost effective, possibly include in bathroom cleaning contract to clean bathrooms on pier and the public bathrooms located mid-parking lot due east of restaurant. Management will maintain insurance for the following: $1,000,000 commercial general liability and $1,000,000 in a separate liquor liability. Both established to protect the county and management from liability. All hours of operation for both pier and bar/restaurant will be coordinated and approved with the county. Barring any structural changes, amplified sound and noise will be within limits and approved with the county. All records, documents, books, financials, remittances, percentages will be available upon request by the county to ensure the county s interests are maintained. Donate 5% of revenue to Santa Rosa County School District. MANAGEMENT CONCEPTS: 1. Establish key restaurant and bar manager for accountability of all food and beverages. These two positions will have accountability of all products brought in and sold; this includes any loss due to returns of food or beverages. These two positions will handle all food and beverage orders. 2. Establish shift managers to be main person within store and handle any issues within restaurant and bar. 3. Establish accountability per day/shift of all products within restaurant and bar to ensure profits and loss equals sales and numbers of items. 4. Establish contracts with all entertainment and local artist sales in/on the pier, restaurant and bar. This will ensures compensation is fair and paid as services or products are rendered. This includes any exercise (Zumba, yoga, etc.) done at the facilities. 5. Establish media/product sponsorship days with local radio and other businesses, to include broadcasting from site to promote the business. 6. Analyze and install register/order system which tracks all sales and transfers into data sheet for accountability. 7. Create standing operating procedure for all positions hired for pier, restaurant and bar operations.
