FOOD Grilled caramelised ripe bananas served with coconut milk at Kelantan Delights Plating is central to the fine dining experience Remembering The Ultimate Sacrifice Eid al-adha or festival of sacrifice, is an important religious holiday celebrated by Muslims worldwide to honour the willingness of the prophet Ibrahim (Abraham) to sacrifice his young first-born son Ismail (Ishmael)a as an act of submission to God s command and his son s acceptance to being sacrificed, before God intervened to provide Abraham with a Lamb to sacrifice instead. In the lunar Islamic calendar, Eid al- Adha falls on the 10th day of Dhu al-hijjah and lasts for four days. Through this ultimate act of sacrifice, Abraham had shown that his love for God superseded all others: that he would lay down his own life or the lives of those dearest to him in submission to God s command. Muslims commemorate this event every year during Eid al-adha where animals are sacrificed in a symbolic ritual. The Kaabah, also known as the Sacred House, was constructed by Prophet Abraham without an opportunity to partake in the sacrificial meal during these days. Distributing meat amongst the people, chanting the Takbir out loud before the Eid prayers on the first day and after prayers throughout the four days of Eid, are considered essential parts of this important Islamic festival. In some countries, families that do not own livestock can make a contribution to a charity that will provide meat to those who are in need. Malaysia is often promoted as a world class food destination and the Chefs of the Malaysia International Gourmet Festival epitomize this, as one can have the opportunity of tasting the best cuisines, whether they be fine dining or otherwise, that this country has to offer. TRAVEL\ THE MAGIC Fishing vessels make a picturesque sight A bold landmark in Marang s town centre OF MARANG The picturesque Marang village, nestling beneath the shade of palms, sits on a narrow sand strip island in the mouth of the Marang river, about 100 meters from the mainland. The houses here are mainly wooden constructions with corrugated metal roofs or thatch. Marang has existed for perhaps more than a hundred years, with families living here earning their living through catching cuttlefish and the seasonal prawn fishing. Fishermen traditionally put to sea in the high prow and stern Sekuci fishing boats although the more modern beamy boats can be found here too. The fishermen of Marang live a reverse life to the majority of people: working during the night hours, sleeping during the day. But the day is a time of intense activity for the other members of the family on the island when cuttlefish have to washed, cleaned and dried, using simple tools, and working efficiently on clear production line principles. Most of the cuttlefish are salted and dried and stay in good condition, even without refrigeration, for six months. Others are immediately packed fresh to markets or hotels, both domestic and abroad as part of the growing export industry. PLUS NEWS PIECE 2013 THE AFTERMATH The session on Highway Asset Management touched on several areas of interest including the need for skilled highway construction workers, with trends towards increasing mechanization of construction activities and an overview of 3-D GIS technology and the future possibility of using the smart phone as a primary data collection tool for determining asset condition and supporting engineering decisions. A discussion on the use of performance based KPIs for highway maintenance focused on allowing contractors the opportunity to reduce costs through innovation and improved efficiency. The Panel Session on communicating tolling issues to the public yielded some excellent suggestions on how the industry can achieve greater acceptance of toll highways. Following the example set by India, the simple re-naming of the word toll to become User Fee can create positive connotations while the Japanese experience of including the public in all major tolling decisions through a Vox Populi or Popular Voice, provides transparency and an understanding of the tangible benefits to be enjoyed in return for the fee paid. It was not all work and no play at PIECE 2013 as delegates were treated to a gala dinner and cultural show by the Johore State, while technical tours to three locations were sold out early. Pleased with the outcome of the conference, PSKLM President and Organising Chair Dato Noorizah Hj Abd Hamid said that plans are already underway for the next PIECE event, due to take place in Kuala Lumpur in the first quarter of 2015. Celebrated road safety advocate Kamal Affandi Hashim tries a unique approach to pull in delegates to his concurrent session featuring JPJ and JKJR True to its promise of providing insights on the industry s challenges and best practices from around the world, PIECE 2013 ended on a high note with delegates giving the thumbs up for the three-day destination event. Country experiences were shared throughout the conference. The panel of eminent speakers in the first plenary session unanimously agreed that the greatest challenge faced by all three countries lies in gaining public acceptance with regard to the need for toll highways. In Malaysia, this relates to the effective dispersal of traffic in order to manage congestion; while in India, it involves locating the toll collection points away from commuter routes. The Indonesian Toll Road Authority hopes to improve project delivery by seeking the government s consideration to bear land acquisition costs. Issues facing the financial sector include the need for longer tenures to attract investors, and government support especially in acquiring land. In terms of Foreign Direct Investment, some of the challenges faced include competing against opportunities for FDI in other sectors such as manufacturing, as well as risk distribution between investors and government. On the environment, much thought was given to the development of a Green Highway Index. Once again, the expectations of road users play a significant role in deciding on the criteria to be measured. These include traffic congestion levels and the recycling and use of waste material generated by highway maintenance and construction activities. Road Safety issues centred on the need for the engineering design of roads to create forgiving highways by taking into account various aspects of human behaviour. Following a lively debate, it was further agreed that Education and Enforcement should come together to change those human behaviours that typically result in high accident rates and fatalities. Sekolah Menengah Kebangsaan Dato Mahmud Mat, Pekan, Pahang and Sekolah Menengah Kebangsaan Benut, Pontian, Johor, came in second and third place respectively and received RM15,000 and RM10,000 each. Consolation prizes for the 4th to 12th placings received RM5,000, while for 13th to 20th placings received RM3,000 each. The prizes were presented by Education II Minister, YB Dato Seri Idris Jusoh at Persada PLUS recently. 50 secondary schools from across the country were eligible to compete in this year s mural competition based on their submission of an essay on road safety. Each shortlisted school received cans of paint and other muralpainting equipments worth RM2,000 to kick start their mural projects. The schools were given two months to complete the murals. The mural competition is part of the Malaysians Unite For Road Safety (MUFORS) Corporate Social Responsibility programme introduced by PLUS in 2009. PLUS has pro-actively organised various other CSR programmes such as the Respect Your Limits road safety seminar for heavy vehicle drivers and operators, as well as Gerakan Motosikal Pencetus Amalan Keselamatan (GEMPAK MUFORS) programme aimed at young motorcyclists. Through this competition, PLUS believes that the students are not only collaborating to develop the best and most attractive murals but also indirectly promote positive values in them and helping them to understand the importance of road safety. It can lower your fuel mileage by 33 percent at highway speeds and by 5 percent around town. SAFETY TIPS WOW BERJAYA KURANGKAN ADUAN KEGIATAN PENIPUAN TRAK TUNDA DAN BENGKEL SECARA MENDADAK Perkhidmatan Bengkel Bergerak Workshop on Wheels atau WOW yang diperkenalkan oleh PLUS hampir setahun lalu berjaya mengurangkan aduan tentang kegiatan penipuan oleh trak tunda dan bengkel yang tidak bertanggung jawab. Pengarah Urusan PLUS, Dato Noorizah Hj Abd Hamid berkata, Penubuhan perkhidmatan bengkel bergerak WOW adalah merupakan inisiatif PLUS untuk mengelakkan pengguna lebuh raya terus menjadi mangsa syarikat trak tunda atau bengkel yang tidak bertanggung jawab. Setelah hampir setahun perkhidmatan ini diperkenalkan, kita dapat melihat ia memberi kesan yang amat positif di mana jumlah aduan yang diterima berhubung kegiatan penipuan trak tunda dan bengkel turun secara mendadak. Sebelum WOW diperkenalkan, PLUS menerima kira-kira 42 aduan di antara tahun 2011 hingga September 2012 berhubung kegiatan penipuan trak tunda dan bengkel yang tidak bertanggung jawab. Setelah WOW diperkenalkan pada Oktober tahun lalu, hanya 5 aduan diterima setakat ini. Bagi menjayakan WOW, PLUS telah berkolaborasi dengan pihak AAM untuk sama-sama menangani masalah ini. Pihak AAM telah melantik bengkel-bengkel panel mereka untuk menyediakan perkhidmatan bengkel bergerak di lebuh raya, jelas Noorizah. Secara ringkasnya, perkhidmatan yang diberikan oleh WOW adalah percuma. Tetapi, pengguna perlu membayar caj alat ganti kenderaan yang dikenakan oleh WOW. Terdapat 17 pasukan WOW yang beroperasi 24-jam di sepanjang Lebuhraya Utara-Selatan, Jambatan Pulau Pinang dan Lebuhraya Linkedua ketika ini. BAGAIMANA BANTUAN WOW DIBERIKAN? 1) Pengguna yang mengalami kerosakan kenderaan menghubungi Pusat Kawalan Trafik PLUS menggunakan talian PLUSLine 1800 88 0000 atau menggunakan telefon kecemasan lebuh raya 2) Pasukan PLUSRonda tiba dan beri bantuan 3) Jika kerosakan tidak dapat dibaiki, PLUSRonda akan memaklumkan Pusat Kawalan Trafik 4) Pusat Kawalan Trafik menghubungi WOW 5) WOW tiba ke lokasi dan membaiki kerosakan Pasukan WOW menyediakan perkhidmatan membaiki dan menukar alat ganti kenderaan seperti bateri kereta, radiator, kipas dan lain-lain dengan caj yang berpatutan. Semua kerja-kerja ini akan dikendalikan di lokasi selamat di lebuh raya tanpa perlu keluar dari kawasan lebuh raya dan membayar kos tundaan. Namun begitu, jika kerosakan tersebut memerlukan perkhidmatan membaiki yang lebih rumit, kenderaan mungkin perlu ditunda ke bengkel WOW di luar kawasan lebuh raya. Walau bagaimanapun, sekiranya pengguna masih mahu menghantar kenderaan mereka ke bengkel pilihan masing-masing, mereka boleh berbuat demikian dan kos ditanggung oleh pengguna itu sendiri. Bagi mengelakkan kekeliruan dan menimbulkan keraguan kepada pengguna, caj menukar alat ganti kenderaan dipaparkan dengan jelas pada kenderaan WOW untuk pengguna membuat penilaian sendiri, kata Noorizah.
