Doña Ana County Purchasing Department Addendum # 1 March 6, 2018 Re: Dona Ana County Request For Proposals 18-0038 Commissary Services Please note the following, modifications, clarifications, additions and or responses to questions to this RFP/ bid: If you or someone from your firm will be attending the pre-proposal meeting on Thursday, 10am, please email Don Bullard at donb@donaanacounty.org. Questions: 1. Please provide the Average Daily Population per month over the last year, for both adult and juvenile populations. Answer: In 2017, average daily population for adults; 717. For Juveniles, was 16, however, we are looking at increasing the Juvenile population to fill up the 50 beds we have. Vendors should be prepared for an average daily population of juvenile to range from 35-50. 2. Are all inmates (including juveniles) housed in a single facility? Answer: No. Adult and Juvenile inmates are housed in two separate buildings in close proximity. 3. Are the trust fund accounts for all inmates (including juveniles) maintained in a single database? Answer: Yes 4. What were the total commissary sales in 2017? Please do not include sales of phone card/time, indigent sales or sales tax. 18-0038 Addendum #1 1

Answer: Approximately $1,000,000 5. How many commissary orders per month, over the last three months, have been placed through the commissary? Answer: Approximately 13,000 6. What were the total cart sales in 2017? Please do not include sales of phone card/time or sales tax. Answer: See #4, The system does not split 7. How many cart orders per month, over the last three months, have been placed through the commissary? Answer: See #5, The system does not split. 8. What is the current commission rate on commissary sales? Answer: 34% 9. What is the current commission rate on cart sales? Answer: 34% 10. Please provide the current commissary list with pricing from the existing vendor? If a list will not be provided, please confirm if items from the following categories are allowed to be sold: Answer: Ramen Noodles - Yes Chips - Yes Snack Cakes - Yes Soda - No 11. Can the current cart menu with pricing be shared? Answer: See attached report labeled Menu Cart Prices 12. Can a report be provided showing the sales quantity per item for all commissary sales? Answer: See attached report labeled Sales Quantity. The report reflects a one week time frame. 13. What is the current spending limit for commissary orders? Do you anticipate any changes to this? 18-0038 Addendum #1 2

Answer: The spending limit for commissary is determined by security level. i.minimum security classified inmates have $120.00 cap per commissary order. Cart and fresh favorites are additional purchases that are a part of the $120 Cap. However, ICARE packages ordered through the internet are not part of the $120 cap. Phone time is not included in this amount. ii.medium security classified inmates have a $90.00 cap per commissary orders. Cart and fresh favorites are additional purchases that are a part of the $90 Cap. However, ICARE packages ordered through the internet are not part of the $90 cap. Phone time is not included in this amount. iii.maximum security classified inmates have a $60.00 cap per commissary orders. Cart and fresh favorites are additional purchases that are a part of the $60 Cap. However, ICARE packages ordered through the internet are not part of the $60 cap. Phone time is not included in this amount. I am wanting to increase this amount to $90.00 per order. 14. What is the current spending limit for cart sales? Do you anticipate any changes to this? Answer: See #14. 15. The RFP states, that that the vendor is to assign a minimum of one Commissary Manager, 2 commissary clerks per shift - How many shifts are there? Answer: We would require the commissary vendor to supply day shift and night shift commissary clerk up until 9:00 pm. Monday through Friday, 8-hour shifts would suffice. 16. What is the current schedule for ordering/delivering bagged orders? Answer: Mondays and Tuesdays. Wednesdays if there were any additional ecommerce packages or someone (Inmate) missed the delivery time. 17. What is the current schedule for running commissary cart(s)? Answer: Wednesday and Thursdays 18. How many times per week are inmates allowed to make purchases from the carts? Answer: Once 19. How many carts does the current vendor use to conduct POS sales? Answer: Two 20. Are only shelf-stable items sold on the cart? Can a list of the cart items, with prices, be provided? Answer: Yes. See items on attached menu. 18-0038 Addendum #1 3

21. How many full-time employees does the current vendor provide for the commissary operation? Answer: There are 3 Full-time employees currently working for the commissary operation. 22. How many full-time employees does the current vendor provide for managing deposits into the banking system? Answer: One 23. What hours is the vendor required to have the inmate welfare/trust fund administrator available? Answer: Monday thru Friday. Normal Business hours. 24. What is the approximate measurements of the space used for the commissary bagging operation? Answer: 575 Sq. feet 25. Is inmate labor currently used for the commissary operation? If so, how many inmates are utilized? Answer: No inmate labor is provided by the facility but may be funded separately by the vendor for commissary operations. Inmate workers rate of pay is currently $3.00 per day. Currently there are 3 inmate workers being used for commissary. 26. How many housing units are there in the facility? Can a list showing the inmate count for each housing unit be provided? Answer: 30 housing units. See attached report labeled Unit Counts. The number of detainees in each unit reflects an average of the first day of each month for the last 12 months. 27. Do all housing units get a kiosk? If not, how many housing units get a kiosk? Answer: The DACDC has 7 Units. Each unit consists of a variety of sections or dayrooms. Each dayroom receives a Kiosk. Additionally, some sections are individual, single man cells and would require a Kiosk in those areas as well. A break down would consist of the following: i. Echo Unit - 6 dayrooms, 6 Kiosks ii. Fox/Gulf Unit - 6 dayrooms, 6 Kiosks plus 4 individual cell Kiosks, 10 Kiosks iii. Bravo/X Unit - 10 dayrooms, 10 Kiosks 18-0038 Addendum #1 4

iv. Health Care Unit -15 sections 15 Kiosks v. Juvenile Unit - 5 Dayrooms, 5 Kiosks vi. Booking Unit- 11 cells, 9 Kiosks 55 Kiosks Total 28. Is a wireless network currently available? If not, how does the current cart/pos system connect to the banking system in real-time? Answer: Yes. 29. Is all of the hardware\equipment being requested in this RFP currently in use? Answer: No. 30. If the county intends to use the banking system of the awarded commissary provider (please confirm), then please explain what type of interface is required with the JMS via the commissary provider s kiosks? Answer: Yes. 31. Do the current kiosks utilize network cabling for connection to their server or are they connecting via a wireless network? If network drops are available where each kiosk is to be installed, would a new vendor be able to use these existing network drops (and all network infrastructure equipment)? If so, would the new vendor incur any cost for utilizing the existing network? Answer: Currently using network cabling. 32. Is your JMS referred to by something other than the Abbey Management System Group (like maybe J-CORR)? Can contact information be provided for this company so we can discuss the interface needs/costs? Answer: Our facility does utilize J-CORR although our current vendor utilizes their own proprietary software for all commissary transactions. Must have the ability to display Mug Shots Must have the ability to interface with Fingerprint database and display on screen Are these capabilities available with your current provider? Answer: Currently not in use 34. What is current family/friends ecommerce annual dollar sales? Answer: Approximately $120,000 18-0038 Addendum #1 5

Answer: Once a week b) Can an inmate receive multiple packages during the order cycle? Answer: Yes they can receive multiple packages during the order cycle c) What is dollar limit of ecommerce package from family/friends? Answer: Varies on detainee housing location. d) What is current processing fee charged to family / friends for ecommerce orders? Answer: $6.95 per bag and $1.99 for fresh favorites. 35. Are vendors required to charge sales tax on all offender purchases? Answer: Yes 36. Does the County sell phone cards or provide debit calling through the commissary? Answer: Yes 37. What is the current spending limit? Do you anticipate any changes to this? Answer: It varies amongst dayrooms in the facility. Currently it ranges from $10.00 to $120.00 38. Can you please confirm the current in pod kiosk cabling CAT5e or higher? Answer: Yes, the cabling is CAT5e or higher 39. Will vendors be allowed to use the County s network? Answer: No, the current vendor utilizes its own wireless network 40. Are all menus, nutritional analysis, resumes, diet hand book samples, financials, benefit packages table of contents and staffing charts excluded from the total page count? Answer: Yes 41. Are we allowed to submit an appendix for the County s review? 18-0038 Addendum #1 6
