For & on behalf of Chairman Board of Governors NIT Srinagar, offers affixed with a revenue stamp of Rs. 10/- are invited from registered & experienced caterers / restaurants for running the Institute Cafeteria at NIT, Srinagar. Earnest Money in shape of CDR = Rs. 20,000/- Cost of bid document = Rs. 500/- Time of contract period = The contract shall be for a period of 2 years. TERMS & CONDITIONS:- 1. The offers should be addressed to Ex. Engineer, NIT Srinagar which must reach his office on or before 24-09-2018 by Speed Post only up to 3.00 P.M. 2. Offers shall be opened on the same day at 3:30 P.M. by the Constituted committee in presence of Bidders who wish to be present. 3. The offer documents shall be issued to Bidders personally from 11-09-2018 to 20-09-2018 Up to 4.00 P.M on the production of application appended with relevant registration certificate as well as experience certificate for running a Cafeteria/Restaurant. 3. The Bidders should be accompanied by CDR from any nationalized bank for the amount shown against the Bid Pledged to Ex. Engineer, NIT Srinagar. 4. In case the last date of receipt of bidders happens to be a non-working day, bidders will be received on next working day up to 12 Noon. 6. Bid for NIT Cafeteria Particulars of the item Earnest money in shape of CDR Offer of rent per annum to be quoted by the tenderer in CDR Amt No. words as well as in figures Offer for running the NIT Cafeteria as per the rate list provided by the Institute 1. The caterer should have proper registration for the job having valid GST No. & Pan No and have also three years experience of running the cafeteria/restaurants. 2. The intending tenderer should quote the annual rent which should not be less than 1.00 lac per year and the contract shall be for a period of 2 years. 3. The successful tenderer shall have to deposit the full amount of rent in advance and in one installment for the first year before taking the possession of the cafeteria and full rent of the 2 nd year, one month before the start of the 2 nd year failing which the contract shall be annulled and security deposit forfeited. 4. The tenderer is required to deposit a CDR worth Rs. 20,000/-pledged to Executive Engineer, NIT, Srinagar along with the tenderer document. 5. The caterer shall have to provide a list of his workers to the Institute well in advance & in case of any changes, he shall intimate the same to the Institute management. All the workers of the cafeteria have to be in proper uniform including shoes, caps/aprons to be prescribed by the Institute and in case of any change he shall intimate the same to the management. 6. The successful tenderer shall have to deposit Rs. 50,000/- (Fifty thousand only) as security deposit before taking over the possession of the cafeteria. Further the deposit shall be released after the contract is over. 7. The envelope containing the tender should be addressed to the Executive Engineer, NIT, Srinagar and should be super-scribed as, Tender for NIT Cafeteria. 8. The annual rent quoted by the tenderer shall be covered with transparent tape. 9. Tenders with correction or mutilation shall not be entertained at all. 10. The successful tenderer shall have to enter into an agreement with the NIT as per the terms & conditions of the NIT on judicial stamp paper duly signed by the first class Magistrate. 11. The caterer shall have to provide the food items as per the menu at the rate & quantity which stands approved by the Director recently on the recommendations of the Cafeteria committee dated 27-04-2014 thereof as appended with the tender document. The caterer shall have to display the rate of the menu prominently on a proper illuminated display board at the main entry of the Cafeteria and shall keep the laminated table menu copies at every table. It is obligatory on the caterer not to sell junk food, cigarettes & other similar prohibited items banned by Central Government/State government from time to time. 13. In case of any proven complaint against the caterer regarding of the quality of the food, service and behavior of the workers/caterer, the NIT shall be at liberty to cancel the contract without serving any notice to the caterer and on any proven complaint of overcharging a penalty equivalent to five times the cost of the item overcharged shall be imposed on the caterer subject to a minimum penalty of Rs. 50/-. If caterer fails to deposit the same in time, the same shall be deducted from the security deposit. 14. The caterer shall not sell any item that is not mentioned in the listed items. However in case of any new item, the permission be sought from the committee framed for finalizing the contract. 15. The NIT reserves the right to reject any/all tenders without assigning any reason thereof at any stage. 16. No furniture/furnishing will be provided to the caterer by the NIT. The caterer shall arrange good quality furniture, which should be made of either steel or wooden or combination of same. However, no plastic furniture items shall be allowed. 17. In case of any dispute, the decision of the Director will be final and binding on the parties. 18. The tender document along with the menu can be had from the office of the undersigned up to 20-09-2018 (4.00 P.M) against the cash receipt of payment of Rs. 500/-. 19. All the menu items shall be obligatory to be provided by the caterer on demand.
20. The caterer shall be responsible for any loss / damage caused to the property of Institute in his use. 21. The caterer shall be responsible for the removal of the food waste / garbage outside the campus. Non compliance will lead to cancellation of the contract of the caterer. 22. The caterer shall be responsible for the cleanliness of the cafeteria and premises around it. Non compliance will lead to cancellation of the contract of the caterer. 23. The caterer shall have to pay electrical charges as per meter reading at the rates notified by J&K Government for such installations or Rs. 3000/- per month whichever is higher. 24. The tenders should reach the office of the Executive Engineer, NIT, Srinagar by speed post only by or before 24-09-2018 up to 3.00 P.M. No tender shall be entertained after the last date and time of receipt. In case the last date for receipt of tenders happens to be non-working day, the same shall be received on next working day up to 3.00 P.M. 25. Test certificate where ever necessary shall have to be produced on demand. 26. Weekly menu shall be advised which will be changed to provide variety. 27. All the ingredients used in preparation of food product should be certified ISI mark where ever applicable & as per brand names. 28.
