Melt remaining 2 Tbs of butter in a large saucepan over medium heat. Whisk in flour until a roux is formed (about 3 minutes). Whisk in milk, cream and nutmeg until smooth. Add cheeses and stir until completely melted. Salt and pepper to taste. Remove from heat. Toss in the pasta, add diced Hatch chiles, and pour evenly into prepared pans. Bake until bubbly and lightly browned, about 25 minutes. Let rest 5 minutes before serving.
