Liquor sales: New trading hours The Municipality has promulgated legislation that in future will regulate trading days and hours with regard to liquor sales in the Swartland. In die 2012/13 kapitaalbegroting en só ook in die begrotings van die daaropvolgende vier jaar, val die fokus op die daarstel en opgradering van dienste-infrastruktuur. Die spandering op basiese dienste-infrastruktuur sal oor die volgende vyf jaar soos volg daar uitsien:

Water: Meer as R21 miljoen sal spandeer word aan onder meer nuwe reservoirs vir Koringberg, Riebeek-Wes en Chatsworth, terwyl sowat R4 miljoen gebruik sal word om hoë-kwaliteit drinkwater vir Swartlanders te verseker. Riool: Sowat R77 miljoen, wat die voltooiing van Malmesbury se membraan-rioolwerke insluit, asook ʼn nuwe aanleg (van ongeveer R33 miljoen) vir die Riebeekvallei. Die rioolwerke in Koringberg, Chatsworth, Riverlands en Darling sal ook opgegradeer word. Elektrisiteit: R66,3 miljoen vir kapitale infrastruktuur, wat egter ook ongeveer R10 miljoen per jaar insluit vir die opgradering van bestaande oorhoofse netwerke, kabels en substasies. Council approves new budgets At a special council meeting held on 31 May 2012, the municipal council of Swartland Municipality approved its capital and operating budgets of R86 848 463 and R439 237 837 respectively for the financial year of 1 July 2012 to 30 June 2013. In the 2012/13 capital budget, as in the budgets for the following four years, the focus is on establishing and upgrading services infrastructure. The expenditure on basic services infrastructure over the next five years will be as follows: Water: More than R21 million will be spent on, among others, new reservoirs for Koringberg, Riebeek West and Chatsworth, while around R4 million will be used to ensure high-quality drinking water for Swartland residents. Sewerage: About R77 million, which includes the completion of Malmesbury s membrane sewerage disposal works, as well as a new plant (of approximately R33 million) for the Riebeek Valley. The sewerage disposal works in Koringberg, Chatsworth, Riverlands and Darling will also be upgraded. Electricity: R66,3 million for capital infrastructure, which also includes about R10 million per year for upgrading of existing overhead networks, cables and sub stations. Streets and storm water: R88,5 million, of which R32 million will be used for resurfacing and maintenance of roads, and a further R43 million to cover dirt roads in urban areas with a permanent bitumen layer. Tariff increases [FORMS PART OF MAIN ARTICLE; SUBHEADING ONLY] As from 1 July 2012 Swartland residents can expect an increase in their municipal accounts of between 7,5% and 12%, depending on whether the municipality or Eskom is the electricity distributor in the area concerned. Tariff increases will influence the municipal account as follows: Property rates on residential properties will decrease with 7,1% (from R0.005933 to R0.005912 in the Rand), whereas commercial/industrial rates and taxes are to increase by 6%. Over and above the R15 000 rebate on residential properties, a further discount of R200 000 will apply to the registered owners of residential properties as from the financial year in which they turn 65 years of age (subject to certain conditions); Electricity: an average tariff increase of 11,03% from R0.5686/kWh to R0.6314/kWh; Water: an increase of 12,5% (1 st 6 kl free). For usage between 7 kl and 30 kl residents will pay R8,19/kl. Refuse removal: to increase by 6,75% (from R77,51 per month to R82,74 per month) Sewerage: to increase by 15% (from R110,18 per month to R126,71 per month) In his budget speech, the Executive Mayor, Alderman Tijmen van Essen mentioned that the Swartland municipal account is still cheap when compared to those of other municipalities. In a survey of twenty Western Cape municipalities and based on a scenario of 30 kl water usage per month, electricity consumption of 1 000kWh per month and property rates on a property valued at R1 million, Swartland s monthly account is 3% cheaper at 97%, with 100% as the average, he said. Hy sal deur mede-raadslede onthou word vir die ferm, maar objektiewe manier waarop hy vergaderings behartig en bestuur het. Dat hy ʼn vergadering op ʼn Vrydagmiddag as n onding bestempel het, sal seker nog deur baie raadslede (en amptenare) aangehaal word! Raadsheer Johnson se heengaan is ʼn groot verlies vir die Darling-gemeenskap, wat hy met ʼn onblusbare passie verteenwoordig het. Ons bid sy vrou, Grace, hul kinders en kleinkinders vertroosting toe. From the editor Speaker bid farewell [INSERT PHOTO of alderman Abe Johnson somewhere in this item] Alderman Abe Johnson, speaker of the Municipal Council since 2006, passed away on 17 May 2012 at the age of 62 after losing the battle against cancer. He will be remembered by his fellow councillors for the firm yet objective way in which he ran and managed meetings. His view that a Friday afternoon meeting is a monstrosity will surely be reiterated by many a councillor (and official)! Alderman Johnson s passing is a tremendous loss for the Darling community, which he represented with a burning passion. Even though it is winter, Swartland residents are cautioned to continue using water frugally. At the time of compiling this newsletter (end of May 2012), the Voëlvlei Dam, from which the Swartland receives the bulk of its water, was 44% full compared to 55% and 70% at the corresponding time in 2011 and 2010 respectively. The Constitutional Court recently delivered judgment in favour of Swartland Municipality by ruling that provincial landuse legislation and the national law in terms of which mining rights are granted by the Minister for Mineral Resources serve different purposes in terms of the constitutional mandates allocated to the different spheres of government. The judgment is clear: No mining operations may be carried out on land that is not appropriately rezoned in terms of the Land-use Planning Ordinance (LUPO) and thus before the necessary approvals are obtained from the local authority. Met die oog op die nasionale verkiesings wat in 2014 sal plaasvind, kan inwoners van die Swartland wat nog nie op die kieserslys geregistreer is nie, asook kiesers wat sedert die 2011 verkiesings van adres verander het, by die munisipale kantore in Malmesbury aandoen om hulself te registreer. Navrae: Juliana Lategan With a view to the national elections to be held in 2014, Swartland residents who are not yet registered on the voters roll as well as voters who have changed address since the 2011 elections can report to the municipal offices in Malmesbury to be registered. Enquiries: Juliana Lategan Customers are to note that the Payment Association of South Africa (PASA) has reduced the maximum amount that can be paid by cheque from R5 million to R500 000 from 1 July 2012. This move is aimed at boosting payments via electronic funds transfer and to curb fraud.

In addition, if you aren t one of the lucky ones in the first quarter, your name stays in the draw for the second and subsequent quarters. It s easy: * Forms on which you, the client, should provide your particulars in order to receive your services account in electronic format in future and to enable you to make use of our electronic payment options, will be available at the municipal pay points. These forms can also be downloaded from the municipal website. * Only completed forms will qualify for the quarterly draw. The entrants of the first three forms drawn each quarter will qualify for a discount of R3 000, R2 000 en R1 000, respectively, of the relevant client s municipal services account. * At the back of the form, you will find a picture to colour for children up to Grade 7. The entrants of the first three coloured pictures drawn each quarter, which have been completed on the reverse by a parent, will receive a Blackberry Curve 8520. Clients who are on the municipality s electronic database or who are using the available electronic payment methods may also complete the form in order to qualify for the draw. Municipal officials and council members as well as their immediate family members may not take part in the competition. Completed forms can be handed in at any of the municipal pay points or can be placed in the special boxes available at libraries and pay points. Gaan só te werk: * Vorms waarop u as kliënt u besonderhede moet verskaf om voortaan u diensterekening in elektroniese formaat te bekom en aan ons elektroniese betaalopsies deel te neem, sal by die munisipale betaalpunte beskikbaar wees. Hierdie vorms kan ook van die munisipale webtuiste afgelaai word. * Slegs voltooide vorms sal vir die kwartaallikse trekking in aanmerking kom. Die eerste drie vorms wat kwartaalliks getrek word, sal kwalifiseer vir ʼn afslag van onderskeidelik R3000, R2000 en R1000 van die betrokke kliënt se diensterekening by die Munisipaliteit. * Agterop die vorm is ʼn inkleurprent vir kinders tot en met graad 7. Die eerste drie kinders wie se ingekleurde inskrywings kwartaalliks getrek word (wat behoorlik agterop deur hul ouers voltooi is) sal ʼn Blackberry Curve 8520 ontvang. Kliënte wat reeds op die elektroniese databasis van die Munisipaliteit is, of reeds van die beskikbare elektroniese betaalwyses gebruik maak, mag ook die vorm voltooi om vir die prystrekkings in aanmerking te kom. Munisipale amptenare en raadslede, asook hul onmiddellike familielede mag nie aan die wedstryd deelneem nie. Voltooide vorms kan by enige van die munisipale betaalpunte ingehandig word, of geplaas word in die bussies wat vir hierdie doel by biblioteke en betaalpunte beskikbaar is. Junior Stadsraad klaar groen Tydens die Junior Stadsraad se bosberaad wat vanaf 21 tot 23 Maart 2012 by Goedgedacht plaasgevind het, het junior stadsraadslede daad by die woord gesit om momentum te gee aan die Munisipaliteit se Gaan Groen -inisiatief. Junior Council is green At the Junior Council s lekgotla held at Goedgedacht from 21 to 23 March 2012, Junior Council members suited the action to the word in order to give momentum to the Municipality s Go Green initiative. (Photo: Die Courant) [INSERT PHOTO: BURGEMEESTERS] Swartland Municipality achieves Blue Drop status In the third year of the Department of Water Affair s Blue Drop Certification Assessment, i.e. 2012, Swartland Municipality (along with the West Coast Municipality) managed to obtain Blue Drop status, with a score of 95,24% in respect of both Malmesbury and Moorreesburg. The Blue Drop Certification Programme gives recognition to excellence in the management of water provision, through an assessment of the following performance areas: Water Safety Planning (35%) Process Management and Control (10%) Drinking Water Quality Compliance (30%) Management, Accountability and Local Regulation (10%) Asset Management (15%) In order to be awarded Blue Drop status a minimum average score of 95% must be achieved for the above performance areas. Swartland Municipality achieved 68.60% in 2010, 92.89% in 2011 and 95.24% in 2012 and currently ranks 10 th out of 25 municipalities in the Western Cape. Challenge The municipality realises that the required minimum score was only marginally achieved, and that a major effort is thus required to improve the score and maintain the Blue Drop status. To ensure that the Municipality increases its Blue Drop score and thus ensure that the community is provided with drinking water of the highest standard, an amount of R4 million has been approved for this purpose in the municipality s multi-year budget. Munisipaliteit Swartland behaal Blou Druppel-status In die derde jaar van die Departement van Waterwese se Blou Druppel-sertifiseringsbeoordeling, d.w.s. 2012, het die Munisipaliteit Swartland (tesame met die Weskus Munisipaliteit) dit reggekry om Blou Druppel-status te behaal, met ʼn punt van 95,24% vir sowel Malmesbury as Moorreesburg. Die Blou Druppel-sertifiseringsprogram gee erkenning aan uitnemendheid in die bestuur van watervoorsiening deur middel van ʼn assessering van die volgende prestasiegebiede: Waterveiligheidsbeplanning (35%) Prosesbestuur en -beheer (10%) Nakoming ten opsigte van drinkwatergehalte (30%) Bestuur, toerekenbaarheid en plaaslike regulering (10%) Batebestuur (15%) Ten einde Blou Druppel-status te behaal, moet ʼn minimum gemiddelde punt van 95% vir die bogenoemde prestasiegebiede behaal word. BLADSY 4 PAGE 4 Nuwe ure vir die verkoop van drank Die munisipale verordening op drankhandelsdae en -ure is op 20 April 2012 in die Provinsiale Koerant afgekondig en het ook op gemelde datum in werking getree. Alle nuwe dranklisensies wat vanaf 20 April deur die Wes-Kaapse Drankowerheid goedgekeur word ten opsigte van persele wat binne die jurisdiksiegebied van Munisipaliteit Swartland geleë is, sal aan die handelsure in die nuwe verordening gebonde wees. Hieruit volg dat bestaande gelisensieerde persele se drankure, soos wat dit tans in hul dranklisensies vervat word, sal bly geld totdat ʼn hernuwingsaansoek ten opsigte van sodanige perseel deur die Drankraad goedgekeur word. Teen Desember 2012 moet alle gelisensieerdes om die hernuwing van hul lisensies aansoek doen. Die verordening onderskei tussen drankverkope vir verbruik BUITE gelisensieerde persele (met ander woorde waar drank verkoop word om weg te neem ) en drankverkope vir verbruik OP gelisensieerde persele. Waar drank verkoop word vir verbruik weg vanaf die perseel, geld die volgende: Gelisensieerdes, met die uitsondering van wynmakerye en wynwinkels, mag drank verkoop (1) vanaf Maandag tot Vrydag vanaf 09:00 tot 20:00 en (b) op Saterdae vanaf 09:00 tot 17:00, maar nie op Sondae en geslote dae nie; Gelisensieerde wynmakerye en wynwinkels mag drank verkoop vanaf Maandag tot Saterdag vanaf 09:00 tot 20:00 en op Sondag vanaf 09:00 tot 17:00, maar nie op geslote dae nie. Vir die omskrywing van gelisensieerdes, wynmakerye en wynwinkels en geslote dae, raadpleeg asb. die verordening wat op die munisipale webtuiste beskikbaar is. Met betrekking tot kamerdiensfasiliteite by hotelle of gaste-akkommodasie, asook die bediening van vonkelwyn, geld spesiale bepalings waarvoor die verordeninge ook geraadpleeg kan word. New liquor trading hours The municipal by-law on liquor trading days and hours was promulgated in the Provincial Gazette on 20 April 2012 and came into effect on the same date. As from 20 April, all new liquor approved by the Western Cape Liquor Authority with regard to premises situated in jurisdiction of Swartland Municipality will be bound to the trading hours in the new by-law. It follows that the trading hours of existing licensed premises, as currently contained in their liquor, will remain in effect until a renewal application for such premises is approved by the Liquor Board. By December 2012 all licensees should apply for renewal of their. The by-law distinguishes between liquor sales for consumption OFF licensed premises (in other words where liquor is sold to be taken away ) and liquor sales for consumption ON licensed premises. Where liquor is sold for consumption off premises, the following apply: Licensees, with the exception of wineries and wine shops, may sell liquor (1) from Monday to Friday from 09:00 to 20:00 and (b) on Saturdays from 09:00 to 17:00, but not on Sundays and closed days; Licensed wineries and wine shops may sell liquor from Monday to Saturday from 09:00 to 20:00 and on Sunday from 09:00 to 17:00, but not on closed days.
