Water refilling stations can help address water contamination and the many diseases which result from this in the less privileged areas of the Philippines. The Rotary Club of Lipa South has an existing rotary center which acts as a feeding, day-care, therapy center and Rotary meeting venue. It is located in third class sitio of Lipa City where the majority of population cannot afford to purchase bottled water from commercial water refilling stations. The Rotary Club of Lipa south will set up a refilling station together with us. What will our money do? 1. Construct and install the water refilling station at the rotary centre using raw water from the city water district. 2. Create a management system to operate and maintain the project. 3. Establish a livelihood program, giving the opportunity for the sale of produce where 100% of the sales will go to the maintenance and operation of the project. COMMUNITY WATER REFILLING STATION PROJECT BRIEF As per World Health Organization (WHO) data about a million Filipinos get sick with waterborne disease yearly and these are diarrhea cases alone. They don t include other waterborne disease like amoebiasis, crypto-sporidiosis and cholera. Water refilling stations can help address the water contamination problem. Over the years as the demand for cleaner water becomes higher, the price of bottled water has become prohibitive for ordinary income earners, much more to those living below the poverty line. Non profit Water refilling stations managed by civic-minded entrepreneurs offers a cheaper and more convenient solution to the public/community drinking needs. The Rotary Club of Lipa South has an existing Rotary Center serving as a feeding, day-care, therapy center and Rotary Meeting Venue. It is located in Sitio Suna, Barangay Sabang, Lipa City, Province of Batangas, Philippines. In the said community and its neighbouring Barangays, water related diseases are rampant, and its majority population cannot afford to purchase bottled water from commercial water refilling station. To address this problem a community needs assessment was conducted by the Rotary Club of Lipa South.The study established that most of the roughly 50 informal households in Sitio Suna (just 500 meters to the rear of the Rotary center), 100 household of Barangay Sabang and another 150 households of the adjacent Barangay San Carlos were perennially suffering from gastro-intestinal problems. The ailment were primarily caused by their water source coming from contaminated wells fed by groundwater from surrounding fields which were heavily polluted and sprayed with fertilizers and insecticides. 2

To address this problem the Rotary Club of Lipa South (RI DISTRICT 3820) in partnership with the Rotary Club from Vasteras Sweden, Europe (RI DISTRICT 2340) is planning to put up a Community Water Refilling station to benefit Barangays Sabang and San Carlos and their community. A vacant 40 square meters space at the Rotary Center of the Rotary Club of Lipa South located in Sitio Suna, Barangay Sabang, Lipa City is being eyed as the site for the proposed Community Water Refilling Station. 4

There will be three phases to complete this project. Phase I, construction and installation of the water refilling station equipments, watertank and movable stainless counters and at the Rotary Center. Raw water from the Lipa City Water District will be used. Phase II will be the creation of a management system to operate and maintain the project. The caretaker and staff of the Rotary and therapy center will be entrusted to secure and maintain the system. They will also be trained to document the operation of the project. Phase III is a livelihood program involving the possible sale of the produce where 100% of the proceeds will go to the maintenance and operation of the project and as support to the clean water needs of the district during calamities and feeding programs. Implementation of the project will be done in two months from the purchase of the equipment to the installation at the site, including the training of the staff. 5

Funding will be provided by the club, a foreign partner and the district. The host partner will send regular reports to the foreign partner and the Rotary Foundation. Both Partners will conduct public relations campaigns about the project and Rotary in their respected community. A Committee will be formed by the host club to monitor the progress of the project implementation and determine what public relations activities and programs to undertake to promote the positive effects of the undertaking to the beneficiaries. 7
