There have been three main approaches to this problem. The first is to see the word as a semantic unit, a unit of meaning; the second sees it as a phonetic or phonological unit, one that is marked, if not by space or pauses, at least by some features of the sounds of the languages; the third attempts to establish the word by a variety of linguistic procedures, the word is in some ways an isolable and indivisible unit. The methodology of these classical grammarians was adopted by the grammarians of eighteenth century England, most notably Joseph Priestly, Robert Lowth, George Campbell and Lindley Murray. The grammars of these men are all based on the assumption that the structure of various languages and specially of Latin, embodies universally valid canons of logic. We should introduce the language of the country (namely Sindhee) as the medium of official intercourse. I do not see in what way our revenue and judicial officers (however their offices and courts may be continued) can work effectually through a foreign medium of communication, such as Persian or English. A period of 18 months should, therefore, be allowed to the officers in civil employ to qualify themselves for an examination in the Sindhi language. I believe their doing so will be facilitated by the publication of the dictionary and grammar which I proposed Lieutenant Stack should be allowed to have printed.
