CCM.il/4-3/Add.1 Page 2 TOBACCO Tariff measures Italy imposes no import duty on unmanufactured tobacco. entry has been bound under GATT. Duty-free Non-tariff measures Tobacco is.mder State monopoly operated by the State Monopoly Administration. The State Monopoly Administration deals with imports and exports of unmanufactured and manufactured tobacco. Private trade is therefore not authorized to carry out import or export operations. The. volume of imports or exports is determined on the basis of demand in the market so as to secure adequate availabilities of different types of cigarettes and cigars to meet the demand. The Monopoly is of an essentially fiscal nature but involves a certain amount of protection to domestic production which to a large extent is located in under-developed areas and has not expanded considerably over the last seven years, In any case, as is shown in the statistical tables annexed hereto, Italy imports nearly 20 per cent of its total consumption requirements in unmanufactured tobacco. Exports of unmanufactured tobacco are very sporadic and represent an amount equal to the import figure in view of the fact that practically all domestic production is consumed internally. Export prices aro determined by prices in the world market. It would be difficult to give a full itemization of sales prices for imported products as compared with domestic products in view of the fact that imported products are usually intended for mixing with products of domestic origin for the production of manufactured tobacco. To date, no long-term contracts have been entered into by the State Monopoly Administration.

Imports from countries to which Import Schedule C is applicable are subject to ministerial licensing with the exception of prunes from Yugoslavia, The following annual quotas have been fixed: 4,000 tons of dried grapes from Greece; $100,000 of dried grapes from Spain; 400 million lire of dried fruit from Iran; and 5,000 tons of dates from Iraq, As far as dried fruit is concerned there is no State trading and no subsidies are granted for production or export.
