The background on the discussion of the revision of the Classification of Foods and Animal Feeds (CAC/MISC 4-1993) can be found in the reports of the 36 th 45 th sessions of the Committee on Pesticide Residues (CCPR) including relevant sessions of the Codex Alimentarius Commission (CAC) held between 2004 2013. Reports of Codex committees meetings are available for downloading at: http://www.codexalimentarius.org. 2. At the 46 th Session of the Committee on Pesticide Residues (May 2013) agreed to re-establish the Electronic Working Group on the revision of the Classification of Foods and Animal Feeds (EWG) led by the Netherlands and the United States of America, working in English only, to prepare new draft proposals for selected vegetable commodity groups. 1 The List of Participants is contained in Appendix IV. 3. The EGW identified three commodity groups Fruiting vegetables, Cucurbits, Legume vegetables and Pulses for consideration by the 46 th Session of the Committee as described below. Proposals for Group 011 Fruiting vegetables, Cucurbits 3. The proposed revised group Fruiting vegetables, Cucurbits is included in Appendix 1. 1 REP13/PR, para. 124.

The group 011 Fruiting vegetables, Cucurbits is divided in 3 subgroups: 11A Fruiting vegetables, Cucurbits - edible peel 11B Fruiting vegetables, Cucurbits - inedible peel - melons 11C Fruiting vegetables, Cucurbits - inedible peel - winter squashes Due to different views on the subgrouping the group is divided in three subgroups. The US proposed system has 2 subgroups: Melon subgroup and Squash/cucumber subgroup. Cucurbit vegetables are either vegetables with edible parts of interior flesh of large fruits or vegetables with edible parts consisting of rapidly growing fruits, the peel of which is generally consumed (except for pumpkin and winter squash). Japan would like to have Pumpkins and Winter squash transferred to the group of edible peel, because skins of popular varieties of squashes are consumed after cooking. The EU has divided this group of Fruiting vegetables, Cucurbits into 2 subgroups: Cucurbits edible peel and Cucurbits inedible peel, because of the exposure to pesticides. New Zealand prefers to have the two subgroups, like in the EU with edible and with inedible peel. 5. In the draft US crop grouping system some commodities of Cucurbits are listed, of which only the seeds are used for consumption (Fluted gourd, White-seed melon and Oysternut). In the draft proposal for the revision of the group of Oilseeds (in Step 7) Melon seed and Pumpkin seed are listed. It is proposed to include these commodities in the group of Oilseeds. It could be considered to rename the group of Oilseeds to include also this kind of seeds. Monk fruit, used as a sweetener not included in this proposal, because this commodity is already included in the draft proposal in Step 7 of Spices. 8. China proposes to move the Melon, Oriental Pickling to the group edible peel, as in China this vegetable is consumed with the peel. Republic of Korea proposes to include the Korean melon in the group of edible peel, because the peel is thin and edible. To avoid confusion these melons will be classified in the subgroup of Melons. 9. China also propose to include Chieh qua, a variety of the Wax gourd in the group of edible peel, because the peel is edible. 10. Also some new references are included and some are deleted. The name of Vegetable spaghetti squash, see Pumpkins is changed in Spaghetti squash, see Winter squash. The name of Melon, Pomegranate is changed in Melon, Dudaim and the name of Melon, Mango in Vine peaches. PROPOSALS FOR GROUP 014 LEGUME VEGETABLES 11. The proposed revised group Fruiting vegetables, Cucurbits is included in Appendix 2. 12. The group 014 Legume vegetables is divided in 4 subgroups:

The EU has two additional subgroups lentils and other Legume vegetables. The name of the subgroups deviates from the name of the subgroups used in the USA (edible podded beans and peas and succulent shelled bean and peas), because the meaning of the words podded and shelled could cause confusion by readers whether it means with or without pods or shells. Japan do not favour the subgrouping in 4 subgroups. They propose to make 2 subgroups: Legume vegetables with pods and Legume vegetables without pods, because the slight differences in shapes and surfaces of peas and beans will probably not result in a significant difference in pesticides residue levels. 13. The existing code could only be kept for one of the commodities. The other commodity did get a new code. 14. The name of the commodity Soya beans (young pods) is changed in Soya beans (succulent seeds in pods). Green soya beans is added as a refernce to Soya beans (succulent seeds in pods). The commodities VP 0534 Lima bean (young pods), VP 0524 Chick-pea (green pods) are deleted. China indicated that these commodities are not consumed in China. 15. New commodities proposed to include in the Legume vegetable group are listed below. In subgroup 14A Beans with pods: Catjang (immature pods and green seeds)(was a reference to Cowpea (immature pods) Stink bean (pods and immature seeds)

The existing commodity VP 0520 Bambara groundnut is included in subgroup 14C Succulent beans without pods. This crop is different from the other pulses included in this group. The pods with the seeds grow underground like a peanut. The beans are about 1 cm long and they are also called beans. Therefore they are included in the subgroup 14C Succulent beans without pods. It could also be considered include these commodities in a separate subgroup of groundnuts in the group of Legume vegetables. 17. VP 0063 Peas (pods and immature seeds) and VP 0064 Peas shelled (succulent seeds): In these commodities also Vigna spp. were included. As all listed and Vigna spp. are included in the subgroups 14A and 14C of Beans. These Pea commodities are reduced to only Pisum spp. In the subgroup 14A Beans with pods the commodity Beans with pods (Vigna spp.) is included. In Subgroup 14C Succulent beans without pods the commodity Beans, without pods is reduced to only Phaseolus spp. and a new commodity Beans without pods (Vigna spp.) is added. PROPOSALS FOR GROUP 015 PULSES 18. The proposed revised group Pulses is included in Appendix 3. 19. The group 015 Pulses is divided in 2 subgroups: Commodities in this group are grouped in 2 subgroups: 15A Dried beans (without pods) 15B Dried peas (without pods) Lentils and Lupins are included in one of the subgroups. Soya beans is included in the Dried shelled beans subgroup. The subgrouping for dry beans and dry peas of the USA and the EU is nearly the same. The EU has three additional subgroups Lentils, Lupins and Other pulses. The EU included Soya beans in the group of Oilseeds. Soya bean, black is added as a reference to Soya bean (dry). 23. The existing commodities VD 0520 Bambara groundnut and VD 0563 Kersting s groundnut are included in subgroup 15A Dried shelled beans. These crops are different from the other pulses included in this group. The pods with the seeds grow underground like a peanut. The beans are about 1 cm long and they are also called beans. Therefore they are included in the subgroup Dried beans (without pods). It could also be considered include these commodities in a separate subgroup of groundnuts in the group of Pulses. 24. VD 0072 Peas (dry): In this commodity also Vigna spp. are included. As all listed and new Vigna spp. are included in the subgroup 15A Dried beans (without pods). This commodity is reduced to Pisum spp. only. In the subgroup 15A Dried beans the commodity Beans (Vigna spp.) is included. RECOMMENDATIONS 25. The Committee is invited to consider the proposals for Fruiting vegetables, Cucurbits, Legume vegetables and Pulses in Appendices I, II and III, in light of the above considerations and comments submitted at Step 3 and to advance these proposals for adoption at Step 5 by the 37 th Session of the Codex Alimentarius Commission (July 2014). 26. The Committee is also invited to re-establish the Electronic Working Group on the revision of the Classification of Foods and Animal Feeds, led by the Netherlands and the United States of America, to prepare proposals for other commodity groups according to the progress made by the International Crop Grouping Consulting Committee (ICGCC) in accordance with the approach agreed by the CCPR for the revision of the Classification. The EWG will work in English only.
CX/PR 14/46/8 9 Fruiting vegetables, Cucurbits Class A Type 2 Vegetables Group 011 Group Letter Code VC APPENDIX I Group 011 Fruiting vegetables, Cucurbits are derived from the immature or mature fruits of various plants, belonging to the botanical family Cucurbitaceae: usually these are annual vines or bushes. These vegetables are fully exposed to pesticides during the period of fruit development. The edible portion of those fruits of which the inedible peel is discarded before consumption is protected from most pesticides, by the skin or peel, except from pesticides with a systemic action. The entire fruiting vegetable or the edible portion after discarding the inedible peel may be consumed in the fresh form or after processing. The entire immature fruit of some of the fruiting vegetables species may be consumed, whereas only the edible portion of the mature fruit of the same species, after discarding the then inedible peel, is consumed.
