Belgorod region is a leader of Russia in output of agriculture products.. From perspective of per capita agricultural production (ths. of rub.) Belgorod region surpasses the average Russian level in 2,9 times, the average level of Central Federal District in 3,4 times, the average level of Central Chernozem District in 1,6 times. Water resources and fish farms of Belgorod region Razvitie Corporation Belgorod region is one of Russia s regions with less provided water resources: only 1% of territory is occupied by water streams and basins. The average density of region s river system is 0,14 km per sq.km, small rivers and streams makes 80 % of total river system length. There are several artificial ponds and reservoirs in Belgorod region, with total area of water plane 21,8 ths. of hectares. From 781 basins, 266 are ponds, which are used for fish breeding, and others are basins of general usage. The quantity of fish farms, which produce aquaculture products, is: - in natural conditions 203 units - in artificial conditions 1 unit

Ground waters of Belgorod region At the same time with a small amount of surface waters, Belgorod region has vast amount of ground waters. Total prognostic available (in usage) resources of ground waters in region were estimated in 2 200 ths. of cubic meters per day. There are 14 explored reservoirs and complexes in Belgorod region. 86 deposits of sweet ground waters with total available resources of 1 505,28 ths. of cubic meters per day, which purposed for domestic and drinkable, production and technical, agricultural water supply, were explored in Belgorod region.

Consumption of water by fish farm of Belgorod region (example) There is an operating fish farm in Belgorod region which breeds fish (trout) in artificial conditions with usage of closed water consumption loop. Fish farm s project capacity is 3,6 ths. of tons of trout and 150 tons of caviar per year. In 2011 the total amount of fish breeding achieved 389 tons. At current time, the water turnover is 18 ths. of cubic meters per hour, and clean water consumption from 58 artesian wells is about 2% from total amount.

Production of fish products in the region Razvitie Corporation It was produced 5,5 ths. of tons of pond fish by the end of 2011. Average consumption per person 12,3 kg/year, including 3,1 kg of local production. It needs 28 ths. of tons of fish to satisfy the demand of Belgorodians, but still the consumption level holds on 18,5 ths. of tons. According to «the strategy of Russian Federation aquaculture development till 2020», approved by Ministry of Agriculture on the 10 th of September 2007, it is planned to rise the level of per capita fish consumption to 17-17,5 kg. through development of Russia s aquaculture by 2020. The region holds the leadership in production of alive, fresh or freeze fish among the Central Federal District regions. In scale of Russia the region holds 22 nd place in production of fish.

Evolving of Belgorod region s aquaculture The purpose is providing the population of Belgorod region with provision of quality fish products with wide assortment. There are several priorities of aquaculture development, which provide the achievement of purpose mentioned above: - Reconstruction and modernization of active fish farms; - Construction of new fish farms with usage of state-of-the-art technologies; - Production of aquaculture products with utilization of energy efficient technologies and equipment, which provide the loss reduction of catch, transportation, processing and selling of products; - Distribution of quality fish products in Belgorod region; - Production of quality mixed fodder for fish; - Improvement of aquaculture s production management by increasing of production personnel qualification skills.

The regional ways of aquaculture support According to the law 170 About the support of agriculture production and enterprises of agriculture industry in Belgorod region approved on the 4 th of March 2000 and Belgorod region s government resolution 231-pp About the program of Belgorod region s agriculture development in period of 2008-2012 approved on the 8 th of October 2007 it is stipulated : 1. Providing the subsidies from regional budget for compensation of expenditure share for payment the interests of credit contract, leasing contract, which were signed with Russian credit organizations, leasing companies in size of 4,2% from Central bank of Russia s current refinancing rate, for term: - up to 5 years for purchasing of pedigree fish, technics and equipment for fish breeding industry in accordance with the list approved by Russia s Ministry of Agriculture; - up to 8 years for building, reconstruction and modernization of fish breeding industrial farms. 2. Providing the financial support for elimination of consequences and (or) compensation of financial losses appeared in agro-industrial production in result of force-majeure circumstances. 3. Conducting the events for prevention and liquidation of quarantine and highly dangerous fish diseases. 4. Financing the melioration activity fish breeding basins on share basis from funds of federal, regional budgets and non-budget sources in percentage proportion of 13:20:67. 5. Providing the favorable taxation treatment of agricultural production in accordance with Russia s Tax Code.
