National Illicit Drug Prices U.S. DEPARTMENT OF JUSTICE Product No. 2011-L0424-001 January 2011 Year-End 2009 and Midyear 2010 Preface The Intelligence Bulletin National Illicit Drug Prices Year-End 2009 and Midyear 2010 is a compilation of prices, presented in U.S. dollars, obtained by the National Drug Intelligence Center (NDIC) for the six (FIOs) and Intelligence Analysts collected the drug prices listed in this report from the sources listed in Table 19 on page 98. Throughout the tables in this bulletin, red and green cells denote price changes from the previous reporting period; red represents increases, and green represents decreases. A dash ( ) indicates that NDIC received no pricing data for any of a variety of reasons. For instance, some agencies report that they the price for that drug accurately; some agencies report that local abusers purchase certain drugs elsewhere and transport them to the reporting location. In both cases, the drugs may be available in the city listed, even that particular drug in a particular city/state. The pricing data collected were the most currently available from each source through June 2010. The tables in this report contain prices for powder cocaine, crack cocaine, heroin, marijuana, methamphetamine, and MDMA (3,4-methylenedioxymethamphetamine, also known as ecstasy) in 137 U.S. cities and the Com- as a major drug market; designated as a major metropolitan area; located along major a transportation corridor; - concerned about the drug threat to examine drug prices relative to other market dynamics that govern the cause the data collected were not from a randomly selected representative sample of cities, and this sample was not designed to provide statistical comparisons between cities or to previous iterations of National Illicit Drug Prices. Further, trend analysis regarding illicit drug availability cannot be based solely upon drug pricing data. While drug prices and availability tend to correlate with one another, drug prices depend on many variables, only one of which is availability. As such, multivariate analysis, inclusive of drug pricing data, is essential in determining drug-related trends and developments. -level quantities are usually high purity or high potency and are obtained from source areas or major drug market areas. quantities are obtained from wholesale-level dealers or other midlevel

National Illicit Drug Prices Year-End 2009 and Midyear 2010 dealers, depending on the individual market area. quantities typically are less pure or potent be- tions in price at the wholesale level and midlevel are often related to the relationships between buyers and sellers, the negotiating skills of both parties, the quantities of drugs involved in transactions, and the number level prices in an area can signify decreased availability resulting from law enforcement operations, large - availability, most retail distributors dilute or adulterate illicit drugs to increase the quantity available and thus are able to meet demand. However, a few retail distributors in areas where demand has increased may temporarily increase a drug price until availability can satisfy demand. Likewise, retail distributors typically for wholesale-level prices for the six major drugs are presented in Tables 1 through 12. For the purposes of between the current report and previous report. 2

National Drug Intelligence Center Appendix Limitations of Drug Price Data The following limitations apply to the drug prices reported in Tables 1 through 6. Most illicit drug prices are derived from undercover purchases; some of the reported prices are obtained from information provided by informants, a number of whom have criminal histories and may not provide completely accurate information. Drug distributors often consider purity or potency when determining the price at which they sell a drug; however, the prices collected for this bulletin very likely have little correlation with purity or potency. In most cases, the prices were derived from undercover purchases, and the drugs purchased may not have been tested for purity or potency. The units of weight listed in this report may not be exact. For example, an ounce may not actually contain 28 grams, but may contain 20 grams, 31 grams, or another quantity. The undercover purchases from which the data are derived most likely constitute a small percentage of the total transactions that take place in a city. 3
