INTRODUCTION The development of a Control State Coding System was a project under consideration for many years. The coding system was inaugurated by NABCA Chairman, Kenneth F. Wynn (1985-1986) because he felt it time to make a concerted effort to implement a program that would benefit both Control States and Vendors alike. Such benefits would include: centralized and reduced inventories shorter order lead times more efficient, cost effective warehousing more accurate sales and depletion data After much compromise and with the cooperation of the nineteen control jurisdictions, a coding system was designed. The Control State Code (CSC) is a unique six-digit number identifying alcoholic beverage BRANDS and SIZES sold in the Control States. Distilled spirits and fortified wines are assigned a six digit code that will always begin with a zero, while six digit codes for all other wines begin with varying numbers that are determined by type. In addition to the unique six-digit code, each product has a three-digit prefix to identify its class and a two-digit suffix to identify its size. The established structures will be used to code the beverage alcohol products. It is extremely important that you read and fully understand this specification manual. Yes **Please Note: The states that are not using the Control States Code are currently using their own coding structure and should not require a CSC number. 1

SYSTEM SPECIFICATIONS 1. ANY PRODUCT LISTED IN A CONTROL STATE UTILIZING THE CONTROL STATE CODING SYSTEM MUST BE A CONTROL STATE CODE NUMBER (CSC). This number is to be assigned by the NABCA. A block of numbers has been set aside for the Control States use to handle exceptions such as special orders, specialty items and boutique wines. However, we strongly encourage Control States and Suppliers to use the regular coding structure in all circumstances. 2. AGE AND/OR PROOF DIFFERENCES/CHANGES. Products bearing the same name but varying ages and/or proofs will require different codes if the products are distinctly different. The products are considered to be essentially the same with ages of 41 and 42 months. If a product s age and/or proof changes and it is national in scope, a new code number will not be necessary. 3. PACKAGING DIFFERENCES/CHANGES. Products bearing the same name and size yet packaged differently will require different codes, unless the packaging does not add to the price of the product (i.e. Christmas wraps). 4. VENDOR DIFFERENCES/CHANGES. Products bearing the same name but having different vendors will require different codes unless there is a share of product within different markets. They will, under these circumstances, share CSC numbers. If the vendors are parent and subsidiary, new numbers will not be assigned. If a product s vendor changes and it is national in scope, new code numbers will not be required, and will transfer to the new vendor upon notification and authorization from the vendor. 5. NAME DIFFERENCES/CHANGES. Products that are the same but with different names will require different codes. If the product s name changes and is national in scope, a new code number will NOT be required. 6. VINTAGE WINES. A CSC number will be assigned for the product without referencing the vintage. If a Control State or Supplier wishes to obtain separate numbers for different vintage years, NABCA will assign those codes. 7. GTIN CHANGES. A new CSC number will NOT be assigned for products with changing GTIN numbers. However, it is extremely important to notify the NABCA of any changing GTIN numbers so we may update and keep current the CSC database. Note: NABCA should be notified of all changes to existing products carrying a CSC number, although most changes will not dictate a new CSC number. A copy of the product label, OR a copy of Federal label approval is required for all NEW products you apply for. Size extensions of products already listed will not need either. 2

ASSIGNMENT PROCEDURES OBTAINING A CONTROL STATE CODE (CSC) A Control State Code (CSC) application form must be filled out and mailed or faxed to NABCA before any code requests will be processed (NABCA will supply the application forms). It is extremely important that the application forms are completely filled out and that the class and type table supplied herein (pages 17-22) is used correctly. Once received, NABCA will assign the code number(s) and send a copy of the form back to the respective vendors. HANDLING CHANGES AND/OR DELETIONS It is crucial that all vendors inform the NABCA of ALL changes (corrections/deletions) to products currently assigned a code number to avoid any confusion. This includes any changes to UPC numbers, pack sizes, etc. NABCA has a 5-year time frame for discontinued codes to be deleted from our system and available for use again. For example, codes that have been discontinued (per supplier s authorization) on a specific date will remain in NABCA S database no less than 5 years** from the date items were discontinued. This will allow ample time for all existing inventory carrying those codes to be depleted from the warehouses. Those numbers, once deleted, may be reassigned to other products. NON-MEMBERS If Control State Code applications are faxed to NABCA, the company credit card number or copy of your company check must be faxed along with the application. See page 23 for costs of codes. **Note: Certain circumstances will allow NABCA to delete and reassign a number prior to the five-year date providing the number has already been discontinued by supplier. 16

COSTS THE COST OF A CONTROL STATE CODE In order to defray expenses incurred by the NABCA in implementing, assigning and maintaining the Control State Coding system, it is necessary to charge for each assigned code. For non members, the charge for each new code is $72.00. Non members must include a check with application(s) prior to codes being processed and released. For members of NABCA, the charge is covered by annual dues. PLEASE NOTE: It is strongly recommended that suppliers periodically review their list of codes registered with NABCA for the purpose of corrections to existing codes, or to discontinue codes not being produced, or listed, any longer. CASE CODE LABEL INSTRUCTIONS 1. PRODUCT DESCRIPTION: The size must be included. 2. CONTROL STATE CODE NUMBER: 320 represents the three-digit prefix to further identify class and type. 43136 is the unique six-digit CSC number (Note: All leading zeros should be omitted). 75 represents the two-digit suffix identifying the size. The Control State Code number should be 7/8 to 1 high. The prefix and suffix number should be ¼ to ½ high. 3. OTHER STATE CODE NUMBERS: Pennsylvania and North Carolina Code numbers should be 7/8 to 1 high. All other State Code numbers should be 1/2 high. 4. GTIN SYMBOLOGY: 5.
