O Fallon Brewery/Applica on CUP14 0001 Salt Creek Holdings, owners of the O Fallon Brewery, request a Condi onal Use Permit at 45 Progress Parkway for a brewery, microbrewery, and related uses. The O Fallon Brewery was established in 2000 and is located in the City of O Fallon, Missouri. Currently the brewery produces beer at this facility for sale through licensed distributors throughout Missouri and 13 other states in the Mid West. Addi onally, O Fallon brews beer at a partner brewery in Stevens Point, Wisconsin. The company intends to combine the produc on from the O Fallon loca on and the Stevens Point loca on into one brewery capable of producing all of O Fallon s beer produc on needs. In addi on to produc on, the business intends to have a Brew Pub/Tas ng Room. This space would be open to legal aged consumers who want to sample and purchase beer products and open to all customers who want to purchase food or merchandise. A small component of the Brew Pub would be a retail store that will sell O Fallon branded merchandise, packaged beer to go, and other related items. The O Fallon Brewery currently employs 10 employees. Because they will be reloca ng the business opera ons in Wisconsin to Maryland Heights they es mate that total headcount will increase from 10 to 25 employees, many of these being full me. The public hearing scheduled for February 11th is the first step in the zoning process. The Planning Commission will hear tes mony from the applicant and the public before making their recommenda on to City Council, who will make the final decision. The Planning Commission will consider issues such as the appropriateness of the proposed uses at this loca on, parking, loading, and signage.

January 17, 2014 Michael Zeek City Planner City of Maryland Heights 11911 Dorsett Road Maryland Heights, Missouri 63043 RE: 45 Progress Parkway O Fallon Brewery Expansion Mr. Zeek, Sugar Creek Acquisition, LLC, owners of the O Fallon Brewery would like the Maryland Heights City Council to consider my request to repurpose the building at 45 Progress Parkway for the new home of the O Fallon Brewery. The O Fallon Brewery was established in 2000 and is located in O Fallon, MO. Currently the brewery produces beer at this facility for sale through licensed distributors throughout Missouri and 13 other states in the Mid West. Additionally, O Fallon brews beer at a partner brewery in Stevens Point Wisconsin. Our plan is to combine the production from the O Fallon location and the Stevens Point location into one brewery capable of producing all of O Fallon s beer production needs. In addition to brewing and packaging beer, we would also intend to sell beer, food, and other beverages in a retail facility located within the 45 progress parkway facility. The brew pub will sell food, beverages, and O Fallon Brewery novelty items to legal aged consumers. The current facility is approximately 39,000 sq feet. We would repurpose the existing facility in the following ways 30% dedicated to the production of beer 15% dedicated to the packaging of beer 15% dedicated to the storage of materials and finished goods 20% dedicated to office space 20% dedicated to brew pub and retail space In addition to use of the building, we would request the ability to store bulk grain in two outdoor silos located near the rear parking area of the building. These silos are necessary and common for breweries.

Lastly, it is important for O Fallon to showcase its new facility to customers visiting the Maryland Heights and Westport Area. We ask that the brewery be able to place a prominent lighted sign on the top or sidewall of the facility and that we have further discussions about access to the Westport facility. We strongly feel that the O Fallon Brewery will be a destination attraction for the city of Maryland Heights and the only production brewery located in West County. We feel this brewery will draw visitors similar to Anheuser Busch and Schlafly only in Maryland Heights. We will provide detailed renderings of the signage and silos for your review. Currently, O Fallon brews 5 everyday beers and 5 seasonal beer selections. The beer is brewed in packed in kegs, bottles and cans for distribution and sale throughout 14 states throughout the US heartland. The new O Fallon brewery would operate 2 3 shifts depending on product demand and seasonality. Typically, we would brew 2 4 batches of beer per day. The day begins in the morning with grain milling and mashing around 5:30 AM. We would continue with a new brew every 3 to 4 hours. After the brews are completed the wort (unfinished beer) is piped to fermentation tanks that are located within the facility. Here the beer conditions for 14 21 days depending on the style of beer. Later in the day the equipment is cleaned and prepared for the next day of brewing. Because we are still relatively small, we don t brew every day. On days when we are not brewing, we package the beer. The finished beer is packaged into kegs and bottles, then boxed for sale. On some occasions we will both brew and package beer in the same day. Most days we will run two production shifts from 5am until 9pm. Trucks will arrive and leave throughout normal business hours.these trucks deliver brewing materials such as barley malt, and packaging material. Trucks will also leave the facility with finished goods.these trucks will carry pallets of packaged beer and pallets of kegged beer. In addition to production, we I'll have a Brew Pub / Tasting Room. This will space will be open to legal aged consumers who want to sample and purchase our beer products and open to all customers who want to purchase food or merchandise. Initially, this space will be open from 11am until 8pm 7 days a week but we would like the option to keep this facility open as late as other restaurants in the vicinity. While our main goal is to connect to the community and to promote our products our focus in on brewing and selling beer. The Brew Pub and tasting room complements our production activities and we want the Brew Pub to complement the community and its other retail establishments. I would like to remind city officials that I have worked in the alcohol industry for over 25 years. I understand that producing and serving alcohol comes with increased responsibility. You have my commitment that we will not only do this responsibly, but we will carry the necessary licenses, insurance and our staff will be properly trained. A small component of the Brew Pub will be a retail store that will sell O Fallon branded merchandise, packaged beer to go, and other related items This store will mirror the hours of operation of the Brew Pub. The O Fallon Brewery currently employs 10 employees. Because we will be relocating the business operations in Wisconsin to Maryland Heights we will need to add both salaried and hourly labor. I estimate that total headcount will increase from 10 to 25 employees.many of these will be full time. Here are a list of the positions that will be available as early as May of 2014

In summary, I feel that the new location for the O Fallon Brewery will create a unique experience and destination for the thousands of people living in and visiting Maryland Heights. The facility and our multi million dollar investment will improve the value of the property and provide a memorable experience for those who visit. We will providing a safe, enjoyable and prosperous working environment for our existing and new employees. And, our facility will complement other attractions in the community.
