The Balanced Scorecard Translating Strategy into Action Harvard Business School Press Kaplan, RS and Norton DP Feb 1996

Definition The Balanced Scorecard is a framework that translates vision, mission, strategic intent, legislation, external impacts and long-term business direction into performance drivers. 1

Application of the Balanced Scorecard to WDM Problem The Balanced Scorecard is an ideal tool for developing a WDM Strategy incorporating a wide range of activities bridging many aspects of a water supply business. 14

1. Development of Standard Water Balance Score WSA has developed reliable water balance and results indicate no problems with UAW at less than 20% WSA has developed reliable water balance and results indicate no problems with UAW at less than 0% WSA has developed reliable water balance and results indicate no problems with UAW at less than 0% 4 2 WSA has no water balance and no obvious leakage problem 1 WSA has no water balance and has an obvious leakage problem 0

2. Pressurised Supply to all consumers 100% of time Score WSA maintains a pressurised supply to all areas within the water distribution network all of the time at a minimum of 20m WSA maintains a pressurised supply to all areas within the water distribution network however pressure drops below 20m in some areas 4 Small isolated sections of the network experience intermittent supply 2 Many sections of the network experience intermittent supply 1 The entire network experiences intermittent supply 0

. Residential Metering System Score More than 98% of all consumers are metered 4 75% to 98% of all consumers are metered 50-75% of consumers are metered 2 Less than 50% of consumers are metered 1 No metering takes place 0

4. Commercial and Industrial Metering System Score All connections to Industrial and Commercial consumers including fire supply connections are metered and accurate. All connections to Industrial and Commercial consumers including fire supply connections are metered, however some meters are not functioning or inaccurate. All connections to Industrial and Commercial consumers excluding fire supply connections are metered, however many meters are not functioning or inaccurate. Some industrial and commercial metering takes place, however many connections are not metered and many meters are not functioning or inaccurate 4 2 1 No Industrial / Commercial metering takes place 0

5. Effective Billing System including Informative Billing Score WSA produces informative and itemised billing to all customers on a monthly basis based on meter readings. WSA produces informative and itemised billing to most customers on a monthly basis based on meter readings. WSA provides accounts to only some consumers with or without itemised and/or informative billing. WSA is developing a proper billing system with informative and itemised billing. 4 2 1 WSA has no informative or itemised billing 0
