CHANGE 1. EXTENSION OF SUMISSION DATE & TIME: The bid due date have been extended for one week to THURSDAY, SEPTEMER 7, 2017 AT 3 P.M. ids that are already submitted as of today will not be open until then. Please notify our office if Addendum 2 will requires any changes or modifications to your bid response. CLARIFICATIONS 1. Is the shelving and other equipment (delivery carts, etc.) that is in the commissary room, the property of the county or the current vendor? A. The equipment belongs to the current vendor 2. Do inmates currently have an ID badge or wristband that includes a barcode (equal to their account number in the New World system) A. No. 3. Does the current vendor have a live (real-time) interface with New World, or is a file-based interface used, with the file transfer taking place at the time commissary orders are processed? A. The money is deducted at the time the order is processed. a) Are inmate s able to access their current, actual balance via the kiosk 24/7? A. No.
4. Regarding the package program: a) Is the current package program offered continually throughout the year? If not, please specify current program schedule A. Yes the program is offered throughout the year. b) Does the county get commission on these sales? If so, what is the commission rate? A. Yes, the county gets commission on the sale. The commission rate is 23.5 % c) Is there a spending limit on this program? A. No. d) If there is a spending limit, is this limit included in the spending limit imposed on commissary sales or a totally separate limit? A. No. 5. Are the inmate workers paid in any way for any of these service areas? If so please describe how much or what is done to compensate them. A. They are given $7.50 in commissary at cost per week. The money for the commissary paid for out of Inmate Canteen Account. 6. Will the County please provide a copy of the current contract and all related addenda? A. See attached current contract. Addendum #1 issued on August 18, 2017. 7. How many pounds of laundry are washed per day? A. Unsure of the amount of pounds washed per day because we are not charged for this service. 8. What is the cost of the fountain beverages for the vendor? A. Fountain Drinks is not part of the id but the current vendor supplied the fountain machine and the cost of beverage is split 50/50 with the Sheriff s Office. 9. Will the County please provide a breakdown of the special diets served? How many per meal period? Per day? A. See attached list for the breakdown. 10. Is a Fresh Favorites program currently being utilized? If so, will the County please provide a current menu, current commission rate and total annual sales for the Fresh Favorites program? A. Yes. Menu changes depending on season but sales from 12/1/2015 through 11/20/2016 is Net Sales 25,348.26 Sales tax 2027.86 Gross Sales 27,376.12 Commission Rate 23.5%. 11. Please provide the complete current meal pricing scale and manner in which laundry is billed. Or, are laundry chemicals and labor to be incorporated into the meal pricing? Please also provide the evolution of the price per meal over the past 5 years of the contract. A. See attached for current pricing scale. Currently we are not charged for laundry. We do not recive a bill for chemicals factored into food bill.
12. Are beverages for lunch and dinner sent to pods in bulk or are the inmates served individual pouch mix packets? A. ulk. 13. Who is responsible for replacing reusable cups, sporks, and trays? A. The vendor 14. What is the current commission rate paid to the facility on fresh favorite sales? Please confirm the inmate order and delivery days, current menu and pricing, and who delivers the orders to the inmates. A. Current commission rate is at 23.5%. Delivery is 5 days a week (No delivery on Wednesday and Sunday) and is delivered to the pod by vendor. See attached menu. 15. How many inmates are eligible to purchase fresh favorites? A. All inmates except for F-Pod. Approximatley 500 inmates as of 8/26. 16. Are frozen or shelf stable prepackaged meals used for supplementing the Kosher./Halal diets? A. Currently using frozen but researching alternatives to frozen. 17. How many medical and religious diets are served at each meal service? A. 85. 18. Is coffee served currently in the kitchen or expected to be served elsewhere in the jail? A. No coffee is not served in the kitchen. It is served in the officer dinning room and also upstairs in the 2 different areas. 19. Please identify where disposable service wares may be expected to be used for the meal service and quantities needed and do you require any back up paper products be stocked any where in the jail? A. Disposable service wears are expected in the officer dinning room. Yes a back up of paper products is expected to be staocked. 20. What is the current staff levels for the kitchen and laundry? A. Currently 5 employees for kitchen and laundry. 21. Are employees currently working across all three service areas if needed? In the new agreement is cross-utilization of labor permitted? A. Yes, as long as the needs of the facilty are being meet. 22. What are the times the ODR is open? A. Listed in the RFP document. 23. What time is the kitchen currently opened and closed? A. Kitchen is open from approximatley 0800hrs -1900hrs.
24. Please provide the current weekly laundry exchange schedule by housing area. A. See attached schedules. 25. We request that the due date be extended to accommodate timely processing of all Q&A responses and proposal preparation. Please confirm if this can be granted. A. A one week extension is granted.
