Mayor de Blasio pursued this ban after a study by Sanitation Commissioner Kathryn Garcia concluded that there is no way to prop-erly recycle these materials at their designated facility. Ban Basics As of July 1st, 2015: no food service establishment, mobile food commissary, or store throughout New York City will be able to use, sell, or offer e xpanded p olystyrene ( EPS) single service food items or loose fill packaging (commonly known as packaging peanuts).
