I. Cold Treatment A. Treatment Schedule 1. Carambola Minimum cold treatment as described in USDA Treatment Manual, Treatment Schedules T 107. B. Certification Each shipment shall include a phytosanitary certificate indicating the following: Meets the import requirements of Texas Administrative Code 19.43(c)(3) II. Irradiation A. Certification Each shipment shall include a phytosanitary certificate indicating the following: Meets the import requirements of Texas Administrative Code 19.43(c)(3) III. Areas Under Quarantine Safeguards A. Treatment Schedule The fruit shall be produced in areas where the Florida Department of Agriculture and Consumer Services (FDACS) has determined as a result of negative trapping, pesticide sprays, and harvesting procedures that the Caribbean fruit fly does not pose a risk of infestation to the product being certified. Areas certified under this section III shall hereinafter be referred to as "designated areas". 2

B. Treatment Procedure for Certification 1. Certification of Fruit: a. Groves shall be trapped in predetermined, 40 acre minimum designated areas. A grove contained within a designated area may be of varying acreage. b. Designated areas shall be trapped weekly, starting 30 days before harvest and continuing until the completion of harvest. c. McPhail traps shall be set at the density of 15 per square mile with a minimum of 2 traps set per designated area. d. Baitspray, prepared in accordance with the provisions of Section C below, shall be applied at 7-14 day intervals beginning 28 days prior to harvest. e. Discarded fruit shall not be allowed to remain on the ground. 2. Response to Caribbean fruit fly Detection: a. Should two (2) flies be trapped within a designated area during a weekly survey the following actions shall be taken: i. an increase in the density of traps to a minimum of 4 traps per designated area and continued certification of fruit; trap density can be reduced following 30 days of fly free trapping. ii. initiation of fruit cutting from trees adjacent to the trap find and continued certification of fruit. b. If three (3) or more flies are trapped within a designated area during a weekly survey: i. The designated area shall be suspended for 30 days and fruit may not be certified under the quarantine safeguards. Certification of fruit may be reinstated following 30 days of fly free trapping. C. Pesticide Spray Formulations: 1. Aerial bait spray shall consist of: 10-20 ounces of(undiluted) GF-120 Naturalyte (Spinosad) Fruit Fly Bait per acre(final diluted spray: 60-120 ounces per acre) 3

OR any product labeled for the control of tephridid fruit flies. 2. Ground bait spray shall consist of: 1-3 ounces of (undiluted) GF-120 Naturalyte (Spinosad) Fruit Fly Bait per tree (6-18 ounces final diluted spray) as a foliar spot spray OR 10-20 ounces of(undiluted) GF-120 Naturalyte (Spinosad) Fruit Fly Bait per acre(final diluted spray: 60-120 ounces per acre) OR any product labeled for the control of tephridid fruit flies. D. Packing Facility and Labeling: 1. Packinghouses shall be under the supervision of FDACS. Fruit destined for Texas shall be packed only on clearly marked line(s), to ensure that no mixing occurs with fruit from areas not certified under the quarantine safeguards. 2. The following label shall be clearly visible on each carton: DESIGNATED AREA: (area number) HARVEST DATE: (date fruit harvested) E. Shipping When transporting shipments for Texas, containers into which the shipments are loaded shall be safe guarded to prevent possible contamination. F. Certification Each shipment shall include a certificate indicating the following: Meets the import requirements of Texas Administrative Code 19.43(c)(3) G. Miscellaneous 1. FDACS shall provide, when requested by the Texas Department of Agriculture, a map(s) of the designated area(s) and a list of grove(s) with corresponding designated area numbers and the information on the results of trapping survey, to facilitate their identification. 2. Amendment of the provisions of this protocol shall be subject to consultations between Texas Department of Agriculture and FDACS.
