LA FIESTA MEICAN RESTAURANT (559) 582-2999 PR0000139 June 07, 2018 Liliana Stransky - REHS None Noted General Comments: This inspection is a follow-up to the failed inspection on June 6, 2018 after receiving a valid compliant filed with the Department. The following violations have been corrected: 1) Adulterated products (carnitas, chicharrones, and oysters) were discarded. The chorizo preparation in the meat market will not continue until an approved HACCP plan is first in place. 2) Visalia Plumbing Services was onsite yesterday to repair the water leaks for all the restrooms. Repairs of the hand sink faucets in the kitchen and the bar were also completed. The piping under the 3 compartment sink for the meat market was also repaired. Every toilet flushes properly without spraying water out, and none were noted overflowing. 3) Shell fish tags provide important information about the handling and shelf life of the food product. Read them carefully and follow the instructions accordingly. Raw shell fish can only be served during a 14 day period as indicated on their receipt, and after the 14th day, they can only be served fully cooked. Labeling your food containers with "Use by Dates" will help you track which products need to be used first. Proper containers are used inside the walk-in, but labels are also needed to indicate what must be used first. 4) The chlorine sanitizer for the dishwasher is now dispensing at 100ppm. Regulate the concentration and maintain it between 50 and 100ppm, and no more than 100ppm. 5) Areas of cross contamination that have been corrected: * Sufficient removal of grease build-up surrounding cooking equipment, inside the ovens and around the floor and walls was completed. * The area where the chicharrones are prepared was cleaned and the cooking equipment now sits below the canopy of the hood. * The can opener and holder were observed clean and free of debris. Daily cleaning must continue in order to prevent excessive grease build-up. Deep cleaning of all hard to reach surfaces must also be done routinely to prevent accumulation and the potential for grease fires and pest infestation. Your must remain in compliance with sanitary standards and safe food practices in order to prevent further enforcement. At this time, we will increase the inspection frequency for the facility to monitor the ongoing progress. Please have all these at the facility before the next routine inspection. One of the cooks did not have food handler card. Please have this submitted within two weeks. IMPROPER MAINTENANCE OF FACILITY OR EQUIPMENT [HSC 114161-114182 & 114257] Observed there to be a leak in the plumbing to the fans inside the walk-in refrigerator. Please have this repaired before the next routine inspection. General Comments: A follow-up re-inspection was performed today of this facility to verify compliance with required corrective actions for violations noted on the last routine inspection or re-inspection. The following was noted during today's inspection: The kitchen area was observed to be notably cleaner than the initial inspection. There is still an accumulation of grease build-up underneath the fryers. Manger stated they have noted that the reason this happens is because the two fryers are not even with each other and grease spills when the baskets are transferred between each other. Manager stated they have someone designated to clean underneath this area more often and are in the process of ordering new fryers. Please be sure to submit specs sheets to our office before obtaining the units. A majority of all food items in the walk-in refrigerator were covered. There were three containers that were missing lids. These were covered during the inspection. Please be sure to keep all items covered at all times. Items in the reach in units behind the fryer were also covered except for cheese that had just been cut. These items were covered during the inspection. This was mentioned in the previous routine inspection. Please be sure this is obtained before the next re-inspection. FOODS & EQUIPMENT NOT PROTECTED FROM CONTAMINATION [HSC 113980, 114025-114027] Observed multiple foods still being uncovered in the walk-in refrigerator. This was brought up to the attention of the manager. Please be sure to keep lids on all food items to prevent possible cross contamination. IMPROPER MAINTENANCE OF FACILITY OR EQUIPMENT [HSC 114161-114182 & 114257] The kitchen was observed to continue to require cleaning behind the stove and in between the units. This was brought up to the manager. Manager stated that staff cleans the area but will speak with owner to enforce that a more through cleaning is conducted. Areas noted of concern for better cleaning were shown to manager. General Comments: A follow-up re-inspection was performed today of this facility to verify compliance with required corrective actions for violations noted on the last routine inspection or re-inspection. The following was noted during today's inspection: The automated dish washer was noted to have 50 PPM Chlorine for sanitizer. There were no reusable spoons observed to be re-used. A re-inspection will be performed to verify compliance with today's noted violations on or after April 6, 2018. This re-inspection will be billable.
