DELEGATIONS / PRESENTATIONS & REGIONAL SIGNPOSTING ISSUES 1.1 Yung signpsting issues David Newberry and Iain Rice raised the fllwing signpsting matters in Yung Cuncil s area: i. Directinal signage between Yung and Canberra: Yung Cuncil cnsiders that directinal signage between Yung and Canberra in bth directins is nt adequate and that mre signage is needed. A similar prblem exists in relatin t signage frm Yass t Yung. Michael explained that RMS guidelines nly allw the next twn t be shwn n directinal signage but he acknwledged that there shuld be better signage t majr destinatins such as Canberra, Melburne and Sydney at sme lcatins. He asked Cuncil t write t RMS abut its cncerns regarding signage n State rads t and frm Yung. He als pinted ut that, as Cuncil is respnsible fr signage n reginal rads, it is able t install directinal signs n these rads, such as Murring Rad (Reginal Rad 241) near its intersectin with the Olympic Highway, if it wishes withut reference t RMS. ii. mtrists t the area are cnfusing. Yung is nw in the Canberra turism district and Cuncil fficers suggested that the signs be changed t reflect this. During the discussin it was nted that the welcme signs als list the lcatins and distances t the next three visitr infrmatin centres and that this advice cntinues t be relevant t visitrs. David cmmented that there have been a number f changes t reginal turism rganisatins in NSW and similar cncerns have been raised abut welcme signs in ther parts f the State. He suggested that Cuncil liaise with turism managers in the district and the CEO f Inland NSW t frmulate a preferred slutin fr referral t Destinatin NSW. iii. Blue Still Distillery: In February 2014 TASAC refused a signpsting applicatin frm the peratr f this Yung business. TASAC refused the applicatin because Part C f the frm was nt cmpleted and, while the applicatin prvided evidence f the presence f a retail business selling alchl, fd, husehld and ther items at the premises, n infrmatin was prvided t demnstrate that it ffers a turism experience supprted by written and / r audi visual interpretive infrmatin that is related t distillatin and which enables visitrs t view and learn abut the prcess. David and Michael visited the premises the day prir t the meeting and cnfirmed that visitrs were nt able t view the distillatin prcess. Als, distillatin is nt cnducted at all times during the pening hurs. Shuld the peratr wish t pursue turist signpsting, he shuld wrk with David Newberry t address the reasns fr refusal utlined in TASAC s letter and develp a turism experience at the premises that is available t unbked visitrs thrughut its pening hurs and which is supprted by high quality written and / r audi visual material. iv. Grve Estate: This cellar dr is nw pen 7 days and may be interested in applying t TASAC fr signpsting. v. Chinese Gardens: Cuncil fficers inquired as t whether Chinese language characters culd be added t the existing turist signpsting fr this attractin. The Cmmittee advised that the use Chinese language characters n turist signs is cntrary t State (and natinal) signpsting design guidelines. 1.2 Glass Gallery, Wyalng Amanda Marshall utlined the fllwing imprvements that have been intrduced at the glass gallery since Nvember 2013 when TASAC fund that an applicatin fr turist signpsting did nt meet the relevant eligibility requirements: A new 9 minute DVD has been prepared with an audi cmpnent fr mst f its length. The DVD is mre engaging than the riginal versin and better illustrates the glass fusing and slumping prcesses, hw t cnstruct a segment slab and hw glass pieces are grund t remve rugh edges. It als includes ftage f different parts f the wrkshp. A new display area has been set up inside the gallery t better describe and present the glass making prcess. It cmprises a purpse built cabinet with tw Final 31 July 2014 2 f 11

shelves and is twice the size f the ld display area. It features a mini-kiln, glass samples, fact sheets and glass pieces at different stages f the prductin prcess. New interpretive labels have been added t certain glass pieces displayed in the gallery. It is estimated that there are abut 100 glass items n display (and fr sale) in the gallery at any ne time. Currently, 23 f these have interpretive labels attached that describe the methd f cnstructin, use f material etc. The labels will change as the range evlves and pieces are sld and new items added. The applicant cnsiders that labelling all pieces fr sale wuld be repetitive as many are f similar cnstructin and differ nly in minr respects, such as different clur ways. Tw A4 facts sheets have been intrduced. One is abut the glass fusing and slumping prcess and the ther utlines the histry f glass. Each sheet cmprises text and phts and they are available fr visitrs t read and / r take with them. A 40 page album with phts and descriptive labels is displayed as anther means f illustrating the glass making prcess. Raw materials have been placed in the gallery besides finished pieces s visitrs can see the cmpnents. During the discussin it was nted that a cnsiderable amunt f new interpretive material has been intrduced t address cncerns previusly raised by TASAC abut an imbalance between the turism (interpretive / educatinal) and retail cmpnents f the gallery. The new interpretive material prvides visitrs with a variety f techniques thrugh which they can better understand the glass making prcess and serves t vercme the difficulties assciated with visitrs nt being able t enter the glass making wrkshp r view glass being made. They als serve t crrect the previus ver-reliance n the availability f the glass-maker t explain the prcess t visitrs. The cntinued eligibility f the business fr turist signpsting will depend n the abve measures being maintained n an nging basis. It was nted that the quality f the DVD wuld benefit frm prfessinal input and ways t imprve it were discussed, e.g. by using a vice ver / subtitles thrughut its length (including the sectin frm 0.39 secnds frm the start t 1.30 secnds where there is currently n sund). Hwever, this was nt regarded t be a pre-requisite fr turist signpsting eligibility but rather as a means t further enhance the way the business engages visitrs and assists them t understand its prductin prcess. Jeff Stien agreed t visit the gallery t prepare a site inspectin reprt. The name n any turist signpsting wuld be Glass Gallery. Nte: A site inspectin reprt in supprt f the applicatin was received frm Jeff n 22 July. Decisin: Actin: The Glass Gallery is eligible fr turist signpsting in the Primary and Secndary Industry categry. Secretariat t advise the applicant as abve and infrm RMS Suth West regin. 1.3 Rbyn Rwe Chclates, Murrumbateman An applicatin frm Rbyn and Denis Rwe seeking turist signpsting in the Primary and Secndary Industry categry fr their chclate making business at Murrumbateman was discussed. The fllwing pints were nted: Rbyn hand-makes filled chclates in a purpse built crrugated irn structure verlking a dam n a rural prperty in Murrumbateman near the NSW / ACT brder. The business is pen frm 10 am t 5 pm Thursday t Mnday (clsed n Tuesday and Wednesday). Guided turs f chclate making at set times are nt ffered. Instead, visitrs are greeted n arrival, ffered a shrt histry f the chclate industry and invited t view chclate making area thrugh a windw. There is sme interpretive infrmatin abut chclate at the premises. This includes a pster n Why Fairtrade is Imprtant displayed utside the frnt dr and a DVD surced frm Callebaut abut grwing, harvesting and prcessing cca in Ghana and making chclate at the Callebaut factry in Belgium. A mdel f a cca pd and a dried cca pd shwing the beans inside are displayed alng with three bks abut chclate ( Chclate t Savur, Stephane Lerux Matier Chclate and Chclate ). A hand-made chclate f the week is ffered fr tasting alng with an pprtunity t sample chclate nibs, cca butter, cca pwder and varius grades f chclate callets. The Cmmittee prvided the fllwing cmments: i. Primary and secndary industries that ffer a significant experience t visitrs abut their prductin prcess are eligible fr turist signpsting. TASAC s assessment f applicatins in this categry fcuses n the experiences ffered t visitrs t view and learn abut the prductin prcess rather than the related retail pprtunities. The applicatin is nt currently eligible fr turist signpsting in that visitrs are nt able t watch and learn hw Rbyn Rwe Chclates are made thrughut the pening hurs / days. This is because there are times when ther related activities such as unpacking supplies and stcktaking are carried ut. ii. iii. In additin, there is currently insufficient written r audi-visual interpretive material at the premises abut hw its prducts are made. While the Callebaut DVD explains the rigins f the cuverture chclate used t make Rbyn Rwe Chclates, it des nt explain the chclate making prcesses cnducted by Rbyn at the premises. The business needs t be further develped t achieve a better balance between its turism (interpretive / educatinal) and retail cmpnents. While valid, the current apprach f ffering verbal infrmatin t visitrs n an individual basis abut hw prducts are made wuld be difficult t sustain when there are larger number f visitrs in attendance. The viewing windw int the area where the chclates are made is nt supprted by written r audi-visual interpretive infrmatin that relates t the prcesses used t make the business s prducts. The peratrs were therefre encuraged t develp and ffer additinal written and audi visual interpretive material t imprve the base level turism experience available t visitrs thrughut the pening hurs / days. The fllwing suggestins were made abut the types f additinal interpretive material that culd be develped t achieve eligibility fr turist signpsting: A DVD with an audi track and sub-titles that shws the key steps in making filled chclates. Phts with captins t illustrate hw filled chclates are made. These culd be displayed arund the viewing windw int the chclate making area r in an album fr visitrs t peruse. While the use f anntated phts wuld be likely t duplicate sme material presented in a DVD, it wuld be anther way t engage visitrs wh may be mre inclined t lk at anntated phts than view a film. Anntated displays r fact sheets abut the variety f materials used t fill the chclates, especially where lcal ingredients are used. Tasting ntes t describe the variety f filled chclates (similar t tasting ntes available at cellar drs). Anntated displays f chclate making equipment, such as mulds r ther tls. Facts sheets r psters abut the craft f chclate making including its histry and techniques. What TASAC will be lking fr is that sufficient additinal interpretive material has been intrduced t satisfy its eligibility requirements, prvide a gd quality turism experience and a better balance between turism and retail elements. The selectin f which and hw many additinal interpretive elements t develp is a matter f judgement fr the peratrs. If the quality f individual elements is high then fewer elements wuld be needed. iv. The name requested fr signpsting n the applicatin frm Rbyn Rwe Chclates Chclat D Or, is t lng and the term Chclat D Or (Chclate f Gld) is unlikely t be well understd by passing mtrists wh are nt familiar with the business. Any turist signpsting shuld refer t Rbyn Rwe Chclates, which is nt verly lng and better reflects the artisanal nature f the enterprise. v. Currently the business s brchure ( Cme and treat yur taste buds, Chclate drinks, cffee and tea available ), its website and references t it in general prmtinal material ( Visit us at Chclat D Or fr award winning chclates, delicius ht chclate, cffee r tea ) emphasise the retails element f the business and d nt represent it as a turism destinatin where unbked visitrs can bserve and learn abut the preparatin f hand-made filled chclates. The peratrs were asked t rectify this imbalance in future iteratins f the brchure, n the website and in all future advertising material, including reginal prmtinal guides. It was als nted that the next iteratins f the Yass Valley Guide and the Canberra District Wineries Guide need t be updated t refer t the business s current pening hurs (the hurs shwn in the guides are less than required fr turist signpsting). Decisin: Actin: Rbyn Rwe Chclates is nt currently eligible fr turist signpsting in the Primary and Secndary Industry categry fr the reasns utlined abve. TASAC will accept additinal infrmatin t amend the current applicatin and demnstrate hw it cmplies with the eligibility requirements if it is received by 30 January 2015. After this time, a new signpsting applicatin wuld be required. Secretariat t advise the applicants as abve. 1.4 Members reprt n site inspectins Michael and David made the fllwing bservatins arising frm their site inspectins in the Yung area and envirns the day befre the meeting. i. Junee Licrice Factry It was nted that signs have been installed fr this attractin n all majr rads int Junee and als frm mre remte lcatins. ii. Varius signs in Junee and Ctamundra LGAs Turist signs were bserved fr: Mnte Christ in Junee. Rundhuse Museum in Junee. Miggura Reserve Walking Track. The signs are n the Olympic Way between Bethungra and Ctamundra. Actin: Secretariat t check the attractins current eligibility and reprt back. 2. NEW TOURIST SIGNPOSTING APPLICATIONS 2.1 Yanga Natinal Park TASAC first determined that Yanga Natinal Park was eligible fr turist signpsting in July 2010 and Regatta Beach, a new precinct in the park, was fund t be eligible in January 2014. The park is suth f Balranald, east f Mildura, nrth f Swan Hill and west f Hay. NPWS wishes t alter sme aspects f the park s signage scheme and Patricia Wilkinsn, NPWS Reginal Turism Crdinatr, has prvided dcumentatin t demnstrate that the park cntinues t meet the requirements fr turist signpsting and requested that TASAC extend the park s eligibility fr anther five years. Specifically, NPWS has asked that new signage be designed t refer t different precincts within the park (Yanga Hmestead, Yanga Wlshed and Regatta Beach) as they ffer different turism experiences and are accessible frm different pints alng the State rad system. The park is pen frm 8.30 am t 4.30 pm daily and pening hurs signs are installed at apprpriate lcatins. The current park brchure describes the main visitr facilities as fllws: Yanga Hmestead and park ffice: Features include an histric 1870s drp lg hmestead situated n a headland verlking Yanga Lake. audi turs are available; Ck s Cttage (next t the hmestead) has an exhibitin giving insights int the wrkings f a pastral prperty; there is a lake viewing deck, a 1 km lakeside walking trail and a bird hide. Willws campgrund is east f this precinct. Yanga Wlshed and Riverside picnic area: Features a frmer 3,000 sheep wlshed with an interpretive display abut the histry f the prperty; a river viewing deck where wl bales were laded nt paddle steamers and their barges; and a picnic area with cvered BBQ. Mamanga campgrund is accessed frm this precinct. Regatta Beach Yanga Lake Recreatin area: This large shady area ffers a sandy apprach t Yanga Lake (1,200 ha) where swimming, fishing and bating can be carried ut; there is a bat ramp and BBQ area. The park ffers a variety f interpretive infrmatin at the varius precincts and campgrunds ranging frm interpretive panels under free-standing shelters t static and digital displays using ipads and self-guided audi turs. Imprvements t the park since 2010 include the intrductin f new interpretive material, resurfacing f the parking area at Yanga Hmestead, and resurfacing and reshaping f the access rads t the hmestead and wlshed with gravel. Pre-bking is nt required fr the main precincts such as Yanga Hmestead, Yanga Wlshed and picnic area, Mamanga campgrund and Willws campgrund. It was nted that turist signpsting has nt been requested new campsites at Keen s, Sandy Bend and Cba s as these are all in remte lcatins and require pre-bking in accrdance with safety prtcls. The hmestead and Regatta Beach are accessed frm the same turn ff n the Sturt Highway s NPWS has suggested that these precinct names culd initially appear n the ne sign n the highway and separate signs prvided when the rad diverges leading t the separate lcatins within the park. Decisin: Actin: Yanga Natinal Park is eligible fr turist signpsting in the Natinal Parks, State Cnservatin Areas, Frests and Water Strages categry. The signage scheme may refer t Yanga Wlshed, Yanga Hmestead and Regatta Beach at apprpriate lcatins but TASAC and RMS d nt supprt the duplicatin f the wrd Yanga n the signage. Therefre the legend n signage fr Yanga Wlshed wuld be Yanga Natinal Park Wlshed and include apprpriate symbls in accrdance with TASAC guidelines. Secretariat t infrm the applicant as abve. 2.2 Rbyn Rwe Chclates, Murrumbateman Please refer t item 1.3 abve. 2.3 Stckman s Ridge Wines, Lidster Stckman s Ridge Wines is west f Orange n Bree Lane ff Grenfell Orange Rad, which is an extensin f Carg Rad and is within the prpsed Orange Wine Turism Regin. The business has an existing white n brwn blade sign belw the sign plate fr Bree Lane n Carg Rad. The cellar dr is pen frm 11 am t 5 pm Thursday t Mnday including public hlidays during all mnths. Interpretive infrmatin cmprises tasting ntes; a number f bks fr visitrs t peruse such as Art and Science f Wines, James Halliday s Australian Wine Cmpanin 2014, The Wines, Vineyards and Vignerns f Australia and the Wines and Final 31 July 2014 7 f 11

Vineyards f France; and a mnitr that shws a large number f images n a cntinuus lp, including many f the vines during different seasns. Stckman s Ridge is a family business and the wner is the wine maker and viticulturist. Other family members staff the cellar dr and are als invlved in the wine making prcess. A manual and cheat sheets are prvided t ad hck staff wh are als instructed abut the wines and the business s histry. 4. MATTERS ARISING FROM PREVIOUS MEETINGS 4.1 Griffith winery signage There are a number f existing turist signs in the Griffith area n State rads fr wineries that d nt meet TASAC s guidelines. Michael infrmed the meeting that he has had discussins with representatives f Griffith Cuncil abut this matter and that Cuncil staff will cmmunicate with the relevant peratrs with a view t remving nn-cnfrming turist signs n State rads. Actin: Michael t update the Cmmittee abut prgress at regular intervals and infrm it when the nn-cnfrming signs have been remved. 4.2 Mudgee Wine Turism Regin update The day prir t the meeting Andrew Stein asked fr feedback n a draft layut f the visitr infrmatin panels being prepared fr inclusin in the ff-rad infrmatin bays t be established near the entries t the Mudgee Wine Turism Regin. The infrmatin bays will cmplement and be lcated near turist signs t be installed in the rad reserve t welcme visitrs t the wine turism regin. The draft layut has been cmpared with Figure 3.4 (page 53) f Turist Signpsting Manual, which describes the material t be included in such panels. T cmply with the Manual s requirements the draft layut needs t be amended t include the pening days, hurs and cntact phne numbers f the wineries that are signpsted under the scheme. The draft layut advises visitrs t cntact the Mudgee Visitr Centre fr mre infrmatin and it shuld therefre be amended t include the phne number and website f the centre. Als, the layut s references t the centre shuld be amended t include an italicised i symbl instead f the current Rman i symbl. Actin: David will review the layut and prvide any additinal cmments t Maria fr her t pass n t Andrew. 4.3 Luka Chclate Factry, Wyng The peratr f Luka Chclate Factry (which is lcated within a building knwn as the Wyng Milk Factry) respnded by letter dated 3 July 2014 t TASAC s request fr additinal infrmatin regarding her applicatin fr turist signpsting, which was cnsidered in April. Maria spke with the peratr n 11 July and learned that the business had increased its hurs since the date f the letter and it is nw pen daily frm 10 am t 4 pm. Tw chclatiers are emplyed and chclate making can be bserved thrugh a viewing windw thrughut the pening hurs n weekdays but nt n Saturday r Sunday when chclates are nt currently made. A DVD surced frm Callebaut (identical t the ne discussed at 1.3 abve) is screened at the premises but it relates t the rigins f the cuverture chclate used t make Luka Chclates and des nt explain the chclate making prcesses cnducted at the premises. In the circumstances, the additinal material prvided des nt demnstrate that Luka Chclate Factry meets the eligibility requirements fr turist signpsting. factry and t make this available fr visitrs t watch thrughut the factry s pening hurs. She has als undertaken t expand and imprve the static displays at the premises. TASAC will accept additinal infrmatin t amend the current applicatin and demnstrate hw it cmplies with the eligibility requirements if it is received by 30 January 2015. POLICY ISSUES 6.1 Turist Drive 7 (Yass-Wee Jasper-Tumut) In December 2013 TASAC requested Shelley Jnes and Sean Haylan (f Tumut and Yass Valley Cuncils respectively) t review and update the existing prmtinal infrmatin fr Turist Drive 7. The drive is shared by bth cuncils but the current prmtinal material is smewhat dated and fcusses n the attributes f the drive in Yass Valley with few references t the experiences available alng the drive in Tumut Cuncil s area. (Tw small parts f the drive crss int Gundagai Cuncil s area but Anthny Webb, Rad Safety and Traffic Officer fr Gundagai and Tumut, advised that there is n need fr signage alng either prtin and that there are n particular pints f interest in Gundagai s area s there was little pint in invlving Gundagai in the exercise.) Prir t the meeting Sean indicated that he and Shelley have spken abut this matter but wrk n a revised brchure has nt cmmenced in earnest.
