Notice of the meeting will be sent to every Home Owner timeously, containing the deadlines of nominations of prospective directors, items for inclusion on the agenda as well as other information. Please note the date to ensure that you are present to do your duty as a member of the Eldoglen HOA. Shed On It The spotlight this month shines directly on issues relating to any and all building work home owners want to do on their properties. The Eldoglen HOA has rules regulating the aesthetic and architectural aspects of all building construction in the Estate, but these rules take second place to the National Building Regulations, which is an Act of Parliament and therefore a law of the country. To contravene the provisions of this Act is thus a criminal offence and the transgressor can be prosecuted. The following will hopefully shed some light on a number of issues pertaining to building operations in the Estate which tend to be overlooked: Building Plans: If you contemplate any building work on your premises, whether a renovation to an existing building or a new construction, a building plan must be submitted for consideration. No building contractor, architect or any other person, with the exception of an authorised building control officer in the employ of the City of Tshwane (COT), may decide that a plan is not necessary. Please note therefore that you also need to submit a building plan for the following, notwithstanding what you are told by others: Swimming pools you may also not alter your pool or even demolish or fill it in without submitting a building plan and obtaining the necessary consent from first the Eldoglen Aesthetic Committee and then COT. Swimming pool contractors are the main culprits advising people that building plans are not necessary to build pools. This is not true and home owners experience endless problems later to rectify the situation. Garden, perimeter or other walls higher than 1.8 m. Internal renovations where weight bearing walls are affected. Building of new walls in any area/room in an existing dwelling. You may not wall off a part of your garage to make a playroom or servant s room or anything else, whether with bricks and mortar or dry walling, without submitting a plan and obtaining the necessary permission. You may not start building or demolish any part of a building for renovations, including the removal of cupboards, tiles, floors, ceilings or anything else in a building, prior to the building plan for the new building having been approved by COT. A building plan approved by COT is valid only for a period of one year. If the building process is not commenced with within that period, the approval lapses and the whole process must be repeated again. 7

Shed Light On It cont. Please remember that any building plan must in terms of the Eldoglen HOA rules, first be scrutinised and approved by the Aesthetic Committee. The building plans must conform to certain standards and details in this regard should first be obtained from Shan at the Eldoglen Office to ensure that these standards are adhered to. The message on the wall is well lit and very clear: SUBMIT BUILDING PLANS BEFORE YOU START ANY BUILDING PROJECT 8

Die Eldoglen HEV het reëls wat die estetiese en argitektoniese aspekte van alle bouwerk in die Landgoed reguleer, maar hierdie reëls neem tweede plek in teenoor die Nasionale Bouregulasies, wat ʼn Wet van die Parlement en daarom ʼn wet van die land is. Om die bepalings van hierdie Wet te oortree is dus ʼn kriminele oortreding en die oortreders kan vervolg word. Die volgende sal hopelik ʼn bietjie lig werp op ʼn aantal aspekte van bouwerk in die dorp wat gewoonlik misgekyk word. Bouplanne: Indien jy beplan om enige bouwerk op jou perseel te doen, of dit ʼn aanbouing aan ʼn bestaande gebou of ʼn nuwe konstruksie is, moet ʼn bouplan ingedien word vir oorweging. Geen boukontrakteur, argitek of enige ander persoon, met die uitsondering van ʼn gemagtigde boubeheerbeampte in diens van die Stad van Tshwane (SvT), mag besluit dat ʼn plan nie nodig is nie. Let asseblief daarop dat jy ook ʼn bouplan moet indien vir die volgende, nieteenstaande wat enigiemand anders jou meedeel: Swembaddens jy mag nie jou swembad verander of selfs afbreek of toegooi sonder om ʼn plan in te dien of die nodige toestemming te kry van eerstens die Eldoglen Estetiese Komitee en daarna die SvT nie. Swembadkontrakteurs is veral groot sondaars deur mense te vertel dat hulle nie bouplanne benodig om ʼn swembad te bou nie. Dit is onwaar en huiseienaars ondervind later groot probleme om dit reg te stel. Tuin-, grens- en ander mure hoër as 1.8m. Interne verbouings waar gewigdraende mure geraak word. Bou van nuwe mure in enige area/kamer van ʼn bestaande gebou. Jy mag nie ʼn gedeelte van jou motorhuis met ʼn muur, hetsy stene of ʼn droë muur, afskort om n speelkamer of bediendekamer of enigiets anders te maak, sonder om ʼn plan in te dien en die nodige toestemming te kry nie. Jy mag nie met bouwerk begin of enige gedeelte van ʼn bestaande gebou begin afbreek, insluitend die verwydering van kaste, teëls, vloere, plafonne of enigiets anders, alvorens die bouplanne vir die nuwe gebou deur SvT goedgekeur is nie. ʼn Bouplan wat deur SvT goedgekeur is, is slegs vir een jaar geldig. Indien die bouproses nie binne daardie tydperk ʼn aanvang neem nie verval die goedkeuring en die hele proses moet van vooraf herhaal word. 9

Shed Light On It cont. Onthou asseblief dat enige bouplan ingevolge die Eldoglen reëls eers deur die Estetiese Komitee oorweeg en goedgekeur moet word. Die bouplanne moet aan sekere standaarde voldoen. Besonderhede hiervan kan by Shan by die Eldoglen Kantoor gekry word om te verseker dat daar aan hierdie standaarde voldoen word. Die boodskap teen die muur is goed belig en baie duidelik: DIEN BOUPLANNE IN VOORDAT JY ENIGE BOUPROJEK AANPAK 10

Recipe Quick red thai curry noodle soup INGREDIENTS 1 tbsp oil 300g mixed stir-fry vegetables 2-3 tbsp red Thai curry paste 400ml tin coconut milk 300g fresh noodles Salt Black pepper 300ml water 2 tbsp fresh coriander, chopped METHOD 1. Heat the oil in a large wok or deep frying pan. 2. Stir-fry the vegetables for around 5 minutes.. 3. Add the curry paste and mix well. 4. Add the coconut milk and the fresh noodles, and season to taste. 5. Cook over a medium heat for a few more minutes, simmering gently, until the curry is hot. 6. Stir in the chopped coriander, and serve. www.food24.com This spicy soup has two time-saving cheats shop-bought curry paste and stir-fry vegetable mix to enable you to put it on the table in as little as 15 minutes. 11

WISHING WELL There is this coffee advert on TV where two guys stand at a coffee machine. The one says what else and the other says what more. Now, one can argue that good, pure coffee is coffee; what else. (Obviously instant coffee or coffee blended with things like chicory cannot be classified as coffee, but that is another story.) Some people prefer coffee as is black, very strong and without any sweetener or sugar added. Espresso they call it. Add hot water and espresso becomes Americano, or just plain black coffee, which does not dissolve all the enamel on one s teeth. But it can also be said that coffee is not just coffee, so what more. Add milk or cream and coffee looks and tastes totally different. If the milk is warmed-up, it adds a new dimension to coffee with milk. Froth the milk and coffee becomes cappuccino. Some believe that coffee should be long brewed and some say that the instant variety is just fine. Add sugar, sweetener, whiskey or liqueur to any coffee brew and it becomes something totally different. Yet all these varieties still fall under the domain of coffee, what else? Or is it what more with all the additives to the name coffee? I mean, it is still espresso coffee or Americano coffee or Irish coffee or instant coffee. So it is more, or what? So what else or what more can I say about coffee. Well, coffee in its purest form is not a drink at all! 12

Jimmie s Wishing Well cont. It is a bean harvested from a tree, roasted to various shades of (no, not grey) brown and according to how long they were roasted, classified as full roast or medium or light roast. One can chew the whole bean (which I find a bit silly) or you can grind it to a powder which you then percolate or brew with water to become the strong black liquid, which I prefer. By this time most everyone who reads this will think that I am a coffee connoisseur, what else? But I am not a coffee connoisseur, I am merely an average person who likes good, pure coffee. Nothing else and nothing more. I don t care whether other people like their coffee with milk, hot or cold or frothed, artificially sweetened or sugary. I like my coffee percolated with enough boiling water so that it is not an espresso anymore, but what we know as strong, tasty filter coffee, black with no sweetener and with the aroma that makes one crave for that first mug full of goodness. I invite others who like coffee to drink their coffee brewed and served like this. It might take some time to fully acquire and appreciate the taste, but you will find that it tastes like it smells and what smells better than good coffee. You will not just like coffee, you will love it. Nothing else and nothing more. I wish I had a percolator filled with good, strong, black coffee brewing right now. Please excuse me, I need to do something else - grind some coffee beans what more. Bye!!! 13
