General Information of the West Nusa Tenggara Province 1.1 Introduction Chapter 1 West Nusa Tenggara (WNT) Province consists of nine regencies. Four regencies are located on Island, consisting of Mataram City, West Regency, Central Regency, and East Regency, while five other regencies are located in Island, which consist of West Regency, Regency, City, Regency, and Dompu Regency. For the puprose of energy planning, the division of the WNT Province follows the WNT Power System Regions, which consist of Region, Region, and -Dompu Region. The Region consists of all of the regencies within The Island, The Region consists of West Regency and Regency, while The - Dompu Region consists of Dompu Regency, Regency, and City. 1.2 Macro and socio economic 1.2.1 Geographical Information The WNT Province is located at 115 45' - 119 10' longitude and 8 5' - 9 5' latitude. It borders are Java Sea on the north, Indian Ocean on the south, Sape Strait on the east that divides West Nusa Tenggara Province with East Nusa Tenggara Province, and Strait on the west that divides West Nusa Tenggara Province with Bali Province. The total area wide is 49,312.11 km 2 and consists 20,153.07 km 2 of land and 29,159.04 km 2 of sea. The WNT Province has two major island that are Island with total land area of 4,738.70 km 2 (23.51%) and Island with total land area of 15,414.37 km 2 (76.49%). Other than the two islands, the province also surrounded by hundreds of small islands, which are Gili Air, Gili Meno, Gili Trawangan, Gili Gede, Gili Nanggu, Gili Tangkong, Moyo, Bungin, Satonda, Kaung, and Panjang. The most populated regency is the East Regency, in which the population in 2005 was 1,033,669 persons (24.78%), while the biggest population density is found in Mataram City with a density of 5,820 persons/km 2. The population growth of this province during 2000 2005 was 1.77% per year. The population in WNT Province according to these categories of income is shown in Table 1.3. 1.2.3 GDP and GDP indicators In 2005, the province had a GRDP of Rp. 15,328 billion,- with the biggest contribution coming from the mining sector with 27.46%, closely followed by the agriculture sector with 25.76%, and then commercial service 13.76%, other services 9.84%, transportation 7.13%, construction 6.78%, manufacture industry 4.49%, financial service 4.31%, utility 0.3%. Data for all sectors and areas are detailed in Table 1.4. The average per capita income for the province was Rp. 3,7 million, and for the three areas: area Rp. 2,5 million, area Rp. 11,7 million, and -Dompu Rp. 3,1 million. The GRDP growth in 2005 for the province was 4.7%, while the GRDP growth for each area was : area 4.57%, area 5.28%, and -Dompu 4.04%. The household sector consists of four groups based on income. Industry and manufacture sector consists of food, textile, wood paper, non-metal and machines. Commercial sector consists of hotel, trade, restaurant, financial services, amusement services, and social service. Transportation sector consists of motorcycle, car, bus, truck, ship, draft..do not cite or quote 6

ferry ship, trolling and hand line ship, gill net ship, long line ship, fish trap vessel, mini purseine ship, and aeroplane. Other sector consists of construction, agriculture, and mining. Chapter 2 draft..do not cite or quote 7

Primary energy supply 2.1 Domestic resources Energy supply in WNT Province mostly comes from outside the region in the form of fossil fuel energy (gasoline, LPG, avtur, and coal), only some fuels come from local energy sources. Total energy demand in WNT Province in 2005 was 5,961,885.36 BOE which mostly comes from outside the province, while the amount coming from local energy sources is 343,290.46 BOE (5.75%), and consists of hydro energy with 1,203.16 BOE, charcoal with 168,050.90 BOE and wood with 175,239.55 BOE. 2.2 Import/export - trade Oil supply in WNT Province comes from other areas through three depots, which are : Ampenan Depot, Badas Depot, and Depot. The three depots task is to distribute the petroleum (gasoline, diesel fuel, kerosene, and avtur) to the three areas :,, and. The distribution capacity of those depots are different, the biggest is Ampenan Depot with 21,000 kilolitres (kl), next is Badas Depot with 5,433 kl, and Depot with 3,127 kl. The fuel is distributed to consumers through gas stations, diesel fuel distributors, kerosene distributors and airports which are spread around the province. LPG needs for WNT Province comes from outside of the province and is managed by The Pertamina Company. Total LPG use in WNT Province in 2005 wass 2,767.32 ton, which consists of 2,209.57 ton for area, 231.07 ton for and 362.68 ton for. Coal supply in WNT Province also comes from outside of the province. Coal for energy consumption is mostly used as fuel for the Steam Power Plant of the mining company PT. Newmont Nusa Tenggara at 501,335 BOE. Other coal consumption of 28.71 BOE is used for food sector in Island. draft..do not cite or quote 8

2.3 Resource potentials 2.3.1 Energy fossil a. Oil Based on data and geological concept, there is a fore-arc basin with the potential of oil and natural gas resources predicted to be located in the sea at the north side and south side of Island, even though until recently a big reserve has not been found. There was an exploration by British Petroleum (BP) Exploration, Amoco Petro North Sea and Gulf Oil Company, but until recently they did not yet discover the reserve potential. The building plans for oil containers that already attained permission from the government of The WNT Province are by Binaputra Ekakerta Company for building crude oil depot or transit terminal at Tanjung Sambelia Area of West Regency; by Asia International Mandiri Company at Barong Dirah Village; by Petroref Utama Nusantara Company at Merta Awang Ekas Village; by Nusamba Company at Keruak-Pemokong Village, and by Mayhill International Trading & Services Ltd at Taliwang Area. b. Natural Gas A study about natural gas in WNT Province showed that until recently there has been few explorations by few companies, but they also did not yet discover the reserve potential. 2.3.2 Renewable Energy a. Hydropower Until 2005, the hydro energy potential in the province was mostly not yet explored nor exploited. From the hydro energy potential that is already operated, the biggest comes from Pengga Micro Hydro Power Plant with a capacity of 400 kw which is interconnected to the Power System. The other hydro energy production is spread over few micro hydro power plants which are : Santong, and Sedau using the flow of small river and which are operated isolatedly. Based on the hydro energy potential survey done by the Energy and Mining Office of WNT Province, the province has a hydro energy potential of 159.564 MW. The biggest potential is located in area at Brang Beh with the potential of 103.5 MW and at Beburung of 20.4 MW. Geothermal Until recently, the geothermal energy in WNT Province is still in the form of proven reserve and speculated resource. Regulated by Undang-undang Nr 27 of 2003 about geothermal, it provides a wide opportunity to explore geothermal optimally, either directly or indirectly such as use for power generation, either by national or foreign investors. In order to explore the geothermal energy, the government at the provincial and national level should do preliminary survey in order to estimate the geothermal potential in the region. The result then could be used in a proposal to investors that might be interested in exploring and exploiting the geothermal energy in the region. The geothermal potential in WNT Province is shown in Table 2.2. Solar Energy Indonesia s geographical condition results in many-isolated area from the power system network, but it also results in high potential of solar energy because Indonesia is located in a tropical area. The average daily solar radiation for Indonesia is 4.5 5 kwh/m 2 /day, while specifically for WNT Province is 4.51 kwh/m 2 /day. This result in big potential of exploiting the solar energy for solar power plant in the area. Solar energy potential in WNT Province is shown in Table 2.3. draft..do not cite or quote 10

Wind Energy Wind energy potential in WNT Province is sufficient enough to be exploited through wind power plants, because it has an average wind speed of 3 7.5 m/s. The only realized wind power plant in WNT Province is a 7 kw power plant built as a prototype by LAPAN. From few studies, Island has approximately 60 kw (with an assumption that each location build 10 units) while in Island has approximately 40 kw (with an assumption that each location build 10 units), so that WNT Province is said to have a wind potential of 100 kw that could be explored. Bio Energi / Bio Massa / Bio Fuel WNT Province s agriculture and forest area result in high potential of biomass in the form of wood, farm and forest waste, jatropha seed, animal dump, etc. Biomass energy potential that could be directly used comes from rice with 1,021,954 ton, corn with 92,714 ton, coconut 1.065.739 ton and sugar of 185 ton. While the biomass energy potential that could be processed into bio-fuel comes from cassava with 1,084,998 ton and other plants with 55,750 ton. For the jatropha seed, there is 320,650 acres of land area that potentially could be used to process 1,318,600 ton of bio-fuel. From the husbandry sector, there is cattle manure potential that could be processed into biogas. The biogas potential from cow is 424,698 ton, goat 318,728 ton and chicken 4,824,929 ton, this needs to be explored and could add to the energy supply for the village area, and besides a big potential of energy, it is also a solution for waste management. Transformation Chapter 3 3.1 Electricity generation 3.1.1 power system Installed capacity of power system in 2005 was 120.12 MW, which mostly comes from diesel power plant at 119.372 MW using HSD fuel, the rest is 700 kw from micro hydro power plants and 4.8 kw from solar power plants, with a total electricty production of 365.83 GWh. 3.1.2 power system Installed capacity of power system in 2005 was 261.81 MW with contribution by PLN power plants of 31.83 MW and of the captive power from PT. Newmont Nusa Tenggara (PT. NNT) of 184.35 MW. PT. PLN s power plants mostly are in the form of diesel power plant using HSD fuel and a small amount in the form of micro hydro, while the captive power comes from PT. NNT and consists of diesel power of 46 MW and coal fired steam power of 137.32 MW. Total electricty production of PT. PLN s power plants is 78,200 MWh and by PT. On the other hand, public demands better service quality from PT. PLN. Power system distribution in WNT Province uses a 20 kv medium voltage distribution system. The length of lines and the few distribution system feeders in WNT cause low voltage at the end of those lines because the lines have to supply very long distances (up to hundreds km). The length of the low voltage distribution system is 2,859 km, while the medium voltage distribution is 3,013 km, equipped with distribution transformer of 1,677 units, with installed capacity of 163.612 MVA, shown in Table 3.3. Final Energy Consumption Chapter 4 Final energy consumption can be observed using two approaches, the first is final energy consumption based on the kind of fuel, the second is energy consumption by sector. Final energy consumption based on the fuel kinds is collected from data of sales from PT. Pertamina, PT. PLN and Distamben WNT Province. Final energy consumption based on energy consumer sector is collected from BPS data, then processed based on the energy consumption activity and intensity per sector. 4.1 Final energy consumption based on fuel kinds Final energy consumption based on fuel kinds consists of oil fuel such as avtur, gasoline, kerosene, and diesel fuel; LPG; coal; electric; charcoal; and wood. 4.1.1 Oil fuel The availability of oil fuel for domestic needs reserved by PT. Pertamina. Oil fuel consumption in WNT province based on PT. Pertamina sales data tend to increase from 2001 to 2003, from 512 to 531 thousands kilolitres, reduced in 2004 to 525 thousands kilolitres, then increased in 2005 to 562 thousands kilolitres.
