4 SHELL EGG DEFECTS AND TOLERANCES

5 CHECK Defined: An egg having a fractured shell, but with its membranes intact and not leaking. Check Tolerances: Grade AA, A, at Origin, 5%, Jumbo 7% Grade AA, A, at Destination, 7%, Jumbo 9% Grade B, at Origin or Destination 10%

6 LOSS Defined: Any egg classified as inedible, also eggs with contents leaking, frozen, cooked, contaminated or which contain bloody whites, large blood/meat spots, or other foreign material. Frozen

8 BLOOD SPOT Defined: These are spots on the surface of the yolk or suspended in the white that if are larger than 1/8 inch in diameter. May show only slight diffusion into the white. Blood/meat spots are classified as a loss. If less than 1/8 inch in diameter, classed as C quality Loss Tolerances: Grade AA, A, B at Origin, 0.5% Grade AA, A, B at Destination, 1% (of this 1%, not over 0.5% loss due to blood or meat spots).

9 DIRTY Defined: An egg that is unbroken, with dirt or foreign material adhering to its surface, or has prominent stains, or moderate stains greater than permitted in B quality. Dirties are classified as a loss. (Manure & EGG YOLK) Loss Tolerances: Grade AA, A, B at Origin, 0.5% Grade AA, A, B at Destination, 1%

12 BLOODY WHITE Defined: An egg with blood diffused through the white. Eggs with blood spots which show only slight diffusion into the white are not classified as bloody whites. Tolerance for Bloody Whites: Grade AA, A, B at Origin, None Grade AA, A, B at Destination, None

14 INEDIBLES Defined: Any eggs of any of the following descriptions: black rots, yellow rots, white rots, mixed rots, sour eggs, green whites, stuck yolks, moldy eggs, and eggs showing embryo development at blood ring stage or beyond. Tolerance for Inedibles: Grade AA, A, B at Origin, None Grade AA, A, B at Destination, None Additional Tolerance: No lot shall be rejected due to a single loss or dirty egg. (One egg rule)

19 INEDIBLE AND LOSS SUMMARY All inedible egg defects are classified as loss egg defects but not all loss egg defects are classified as inedible egg defects Tolerances: All inedibles: 0% Some loss egg tolerances, (leaker, dirty, blood or meat spots) 0.5% Origin 1.0% Destination (of this 1% not over.5% due to blood or meat spots) Other Loss egg tolerance: 0% (i.e., bloody white, frozen, cooked,) Additional Tolerance: No lot shall be rejected due to a single loss or dirty egg.

21 CLEAN EGG DEFINITION A Clean egg, as defined in the regulations is: A shell that is free from adhering foreign material, visible stains or discoloration. A shell may be considered clean if it has only very small specks, stains, or cage marks, provided they are not of sufficient number or intensity to detract from the generally clean appearance of the egg. Eggs showing traces of processing oil on the shell are considered clean, unless otherwise soiled [~1351.2(a)]. All Grade AA and A eggs must be Clean. Grade B eggs are allowed some stains, but no Dirt.

22 STAINED SHELL EGGS There are three stain densities to consider in grading eggs: Slight Moderate Prominent. Slight stains and cage marks are considered Grade B, except when they apply to the definition of clean.

27 STAINED SHELL EGGS Moderate stains are acceptable as Grade B if they are limited to a specific dimension on the shell area no longer than 1/16th of the shell surface. A localized moderate stain, confined to 1/32nd of the area of the egg surface is also a Grade B.

28 Egg Candling Definition of Egg Candling The examination of the interior of eggs by use of a transmitted light.

42 Marking Exemptions Exempt from size, grade, name and address 1. If sold at retail from a properly marked bulk display and packaged in the presence of the purchaser. 2. If packed for shipment or in transit to points outside the state. 3. If sold to household consumers without advertising by the producer on the premise where produced from a flock of 500 hens or less 4. If being delivered from outside the state to dealers for candling and grading. 5. If being delivered to, or are in possession of, a dealer for candling and grading, or being delivered, stored or removed from cold storage. 6. If packed for sale to military forces of the United States, labeled with one of the United States Department of Agriculture Grades. No markings required except keep Refrigerated on eggs packaged for interstate commerce or eggs that are packaged for military sales.

43 Marking Exemptions CCR Sec Exempt Eggs-Includes Markings Eggs are exempt from standards established by these regulations when being transported: (1)From a location which does not have proper or adequate facilities for grading or reconditioning to a shell egg grading plant that does. (2)To first point of grading.

44 Marking Requirements At retail, you come across eggs shown in this picture. What action if any, are you going to take and why? Ask for purchase receipt or invoice of eggs Obtaining a receipt and/or original container information will help ensure you do not have someone purchasing un-graded or restricted eggs and offering them for sale. Explain to the retailer that he/she is not an egg handler and can not purchase and re-package eggs and offer them for sale. Place hold off sale on eggs and visually verify that eggs are destroyed and dumped. With receipt eggs maybe allowed to be sent back to where eggs were purchased only to be destroyed there or sent to an official egg products plant. Write an Noncompliance? Yes, always- record for person in possession. Record for the department to show the violation occurred and the need for continued enforcement.

45 Marking Requirements All required markings must be on placard displayed near eggs. Is this OK?

46 REGRADING & REPACKAGING Processed, Re-packed and Re-graded Definitions. SECTION Processed - Shell eggs that have been cleaned, candled, graded, sized and placed in containers. (a) Processing plants may re-grade previously processed eggs and use new containers and apply new Julian pack and sell-by dates. The identification number of the processing plant engaged in the re-grading of eggs shall be identified on the containers. (b) Producers and wholesalers may repack eggs into overwraps, flats or hand sort into new containers. New containers shall be labeled with original Julian pack and sell-by dates, and the original plant identification number.

47 REGRADING & REPACKAGING (Continued) Section (c) Registered egg handlers who also who also act as a retailer shall only replace damaged or dirty eggs with clean, undamaged eggs from the same lot and original container. NOTE: Authority cited: 407 and 27531, Food and Agriculture Code. Reference: Section 27541, 27631, and 27644, Food and Agriculture Code. Section Records/Invoices (a) Each egg handler shall maintain business records of egg transactions for three years, subject to audit by the department. The records shall indicate the date, egg quality and quantity, and identity of purchaser and seller. For small quantities of restricted eggs sold by handlers directly to consumers under provisions of Section or incidental sales of consumer graded eggs, the name of purchaser is not required.

48 New Regulations REGRADING & REPACKAGING (Continued) Section (b) An invoice on egg sales shall be furnished to the purchaser, stating the seller name and address, quantity, size and grade or quality of the eggs. Exempt from this requirement are eggs which are: (1) Sold or delivered by a producer for candling and grading. (2) Sold at retail. (3) Sold by an egg handler from the handlers own production directly to a consumer on the premises where produced. (c) When re-grading eggs, egg handlers shall maintain records of the original plant where the eggs were first processed for not less the one year from the date of original processing. NOTE: Authority cited Section 407 and 27531, Food and Agriculture Code. Reference: Sections 27631, Food and Agriculture Code.

49 REGRADING & REPACKAGING (Continued) Many egg distributors (wholesalers) and production facilities receive eggs already packaged and then change the packaging of the eggs prior to delivering them to their customers. If this occurs and they are not reprocessed, then original information shall apply to the eggs. Production facilities that had a lot of eggs rejected and decided to re-process the lot, may assign new Julian pack date and sell by date. If out of state eggs were purchased and the eggs were re- processed prior to being repackaged, those eggs may be assigned a new Julian pack date, sell by date and shall be assigned a new plant of origin number. Still considered re-packed, even if hand sorting or pulling out visually damaged or dirty eggs. The original plant number is to be used in conjunction with new plant number? YES

50 Sampling Eggs What is a case of eggs Full Cases = 30 Dozen Most containers are ½ cases What is a lot of eggs? The regulations define a lot of eggs as Any number of containers labeled with one size, grade, brand, and code and in one location. Initial Sampling? Half of the official sample Official Sample Chart 1 case 100 eggs more than 1 to 10 cases 100 eggs from each of 2 cases more than 10 to 25 cases 100 eggs from each of 3 cases more than 25 to 50 cases 100 eggs from each of 4 cases more than 50 to 100 cases 100 eggs from each of 5 cases more than 100 to 200 cases 100 eggs from each of 8 cases more than 200 to 300 cases 100 eggs from each of 11 cases more than 300 to 400 cases 100 eggs from each of 13 cases more than 400 to 500 cases 100 eggs from each of 14 cases more than 500 to 600 cases 100 eggs from each of 16 cases For each additional 50 cases or fraction thereof in excess of 600 cases, one additional case shall be included in the sample. When a lot consists of less than 50 eggs, all the eggs shall be examined. For a lot less than 1 case, but more than 50 eggs a minimum of 50 eggs shall be examined. One over egg rule can be used on the initial or the official sample

51 Bio Security Observe and comply with Bio Security Guidelines at all production facilities Make sure you know each facilities policy regarding Bio Security. 24 hours, 48 hours, etc. Wear appropriate Bio Security attire. Shoe covers, smock, hair net. Refer ESQM Manual for additional Bio Security guidelines

52 Refrigeration Requirements Check the Ambient Air Temperature Production and Wholesale Facilities Each room averaged individually Acclimate the thermometer at least 10 minutes prior to use Take 5 readings per room Take readings away from doorways, pallets and the airflow Temperatures should be taken 4-5 feet off the ground Add the readings and divide by 5, the total temperature Must be 45 or less Accurate recording thermometer devices may be used to determine compliance The thermometer must have a gradation of 1 F or ½ C A tolerance of 1 C or 2 F shall be allowed No Infrared Thermometers No Temperatures at retail

53 Refrigeration Transport Vehicles Recording Device Accurate recording thermometer devices may be used to determine compliance Must read 45º or less No Recording Device Acclimate thermometer Two readings must be taken If the refrigeration unit is accessible, take one on the left and one on the right in the airflow discharge Average must be 45º or less

54 Refrigeration Compliance Wholesale/Production Shall be brought into compliance within 24 hrs. from the time of rejection. If compliance is not possible within 24 hrs., eggs shall be placed in another facility or vehicle which complies with temperature requirements. Transport Vehicles Shall be brought into compliance within 4 hrs. from the time of rejection If compliance is not possible within 4 hrs., eggs shall be placed in another facility or vehicle which complies with temperature requirements

55 Shell Egg Handler Registration Requirements Who should register with CDFA, Egg Safety & Quality Management? Any person engaged in California as an egg producer or egg handler. Any out of state egg handler or egg producer selling eggs into California. How about an egg broker selling eggs on behalf of someone else in California? YES The Food and Agricultural Code only allows a registration exemption for a retailer who does not handle eggs in any other capacity, except as a retailer.

56 Shell Egg Handler Registration Information The egg handler registration form may be obtained by visiting the ESQM website: The certificate of registration is non-transferable. Once the application is process, the applicant will be issued an egg handler registration number. Anyone doing business in California as an egg handler must have a CALIFORNIA REGISTRATION NUMBER Unregistered egg handlers are usually found at: Certified Farmers Markets, swap meets and small producers selling from premises.
