P residing over concluding ceremony of 148- day Namami Devi Narmade-Narmada Seva Yatra at Amarkantak in Madhya Pradesh Prime Minister Shri Narendra Modi urged states to use Madhya Pradesh s action plan for saving the Narmada as a model for conserving other rivers. He also released a booklet Narmada Pravah - that contains the MP government s plan to rejuvenate Narmada which he described as a perfect document for future vision. He suggested that the booklet should be sent to other states so that they can use for conservation of rivers. Highlighting Narmada Seva Yatra as a historical step on the global map, he said the river had contributed for the agricultural growth of the state. He said MP can inspire other states for its success of the Swachchata Abhiyan too and referred to the selection of its cities under the smart city scheme. He underlined the need for people s participation in all such campaigns. CM Shri Shivraj Singh Chouhan, present on the occasion, in his address said that Amarkantak, from where Narmada and Sone originate, would be developed as mini smart city.

2 2 The Friends of MP Bulletin : May 2017 Launching Narmada Seva Mission M.P. ensures execution of river conservation future plan As Madhya Pradesh concludes its most ambitious Namami Devi Narmade Seva Yatra on 15th May, the world's largest river conservation campaign, which ran for 148 days, setting an example of peoples participation for bringing a change, the state proactively launched on the same day Narmada Seva Mission to ensure that the vision of the river conservation is dead executed. The Chief Minister Shri Shivraj Singh Chouhan handed over a copy to the Prime Minister Shri Narendra Modi of an action plan of the Narmada Seva Mission, aimed at enhancing waters of Narmada at Amarkantak on the occasion of launching of the Mission and completion of 'Namami Devi Narmade'- Seva Yatra. The Action Plan would be implemented j o i n t l y b y a l l t h e c o n c e r n i n g departments. Responsibilities and activities of each department have been fixed for maintaining continuous flow of the Narmada. These departments include Forests, Panchayat and Rural development, Agriculture, Fisheries, Narmada Valley Development, Urban Development, Animal Husbandr y, Gramodyog, Revenue, Mineral Development, Horticulture, Food Processing, Environment, New and Renewable Energy, Tourism, Science and Technology, Social Justice, Culture, Industries, Planning and Statistics. These departments will collectively build up action plans and implement them in close collaboration with each other. The Department of Forests will soon start GIS mapping of Narmada. The Planning Department will spread Narmada Literacy and set up Narmada Knowledge Centres along the banks. The Department of Panchayat and Rural Development will ascertain the role of Panchayats in conservation of Narmada's tributaries. It will also ensure that all the villages along the river become open defecation free. The Department of Agriculture will ensure that organic farming is taken up at 50 acre in every Gram Panchayat every year. The Department of Narmada Valley Development will ensure that the ecology of the river and its flow are not upset by the dams constructed and proposed over it. The Department of Urban Development will help check the inflow of sewage water into Narmada and the New and Renewable Energy Department will encourage use of solar pump sets along Narmada River. Narmada Seva Yatra is an impossible and extraordinary incident in the world when lakhs of people resolved to protect a river. My congratulations to the Chief Minister, people of Madhya Pradesh and devotees connected with Narmada Seva for this unusual work. This work is of global importance. - PM Shri Modi The department of culture will see seers and saints have coordination and dialogue with the society for making the river pollution-free. In order to check possible industrial pollution in tributaries of Narmada, suitable strategic plans will be designed by the department of Industries. Prime Minister praising the yatra said that amazing work has been done in Madhya Pradesh for river conservation. During this Yatra, 25 lakh people resolved to save the river. Madhya Pradesh has taken a big step. He congratulated the Madhya Pradesh government and citizens on behalf of the citizens and farmers of Gujarat, Rajasthan and Maharashtra. He said that people of Gujarat know how important is every drop of water of the Narmada.

3 The Friends of MP Bulletin : May 2017 The Friends of MP Bulletin : January MP makes crucial contribution in realising PM Shri Modi's dream of a New India Immediately after Prime Minister Shri Narendra Modi assumed office in May 2014, India had embarked on a journey for the inclusive economic and social development. Quickly, a blueprint was developed to guide the new government's economic policies over the following five years to bring smile on the face of common people. The fundamental focus was on creation of employment through effective policies, improved governance, responsible and efficient public service delivery, infrastructure, housing, digital, renewable energy, Swachh Bharat and skill-development. And in three years Madhya Pradesh has critically contributed in the fulfilment of what PM Shri Modi envisioned for India. hen it comes to performance of states wtowards realising the vision of a new India of PM Shri Narendra Modi, MP is seen at the forefront. The impact of PM's vision is distinctly visible in the State. In his last visit to the State, Prime Minister Shri Modi has lauded the achievements of the State in several sectors. While addressing Narmada Sevaks at a grand ceremony on the occasion of the inauguration of Narmada Seva Mission and completion of Namami Devi Narmade - Seva Yatra in Amarkantak on May 15, Prime Minister said, "that last time when a survey was conducted to assess the cleanliness in the country then Madhya Pradesh was on the verge of losing its reputation, however, the state made a determination to get rid of this stigma, generated awareness among its people, encouraged people s participation, people were associated with the mission and today I congratulate the state of Madhya Pradesh. Out of the 100 cities in the country that were assessed for cleanliness twenty two are from Madhya Pradesh. It s a big achievement. In the area of cleanliness, Madhya Pradesh has set an example for other states by involving its people in the clean India mission. Indore and Bhopal respectively secured the first and second spot in the country in terms of cleanliness. Out of total 100 cities in the country 22 cities from one particular state secure the leading spots it means that the state administration and people of the state considered it as their own work. And it also led to the success of Narmada Yatra project. And this was accomplished due to the people s power, it was not accomplished due to the government power. And people s participation results in big achievements, Shivraj Ji has set a target to plant 6 crore saplings on July 02, he added". Madhya Pradesh has made excellent performance in the agriculture sector. The Agriculture Development Rate of Madhya Pradesh is more than 20 per cent. No wonder, MP got the Krishi Karman Award for the fifth consecutive time. The Prime Minister has set a goal to double the income of farmers by year Notably, M a d h y a P r a d e s h h a s a l r e a d y p r e p a r e d a comprehensive scheme for this purpose. Madhya Pradesh has done remarkable work for employment generation, one of the top priorities of Modi Government. Seventy lakh skilled youth manpower will obtain employment opportunities in Madhya Pradesh in the next five years. As per estimates of experts, there are five areas in which there will be massive employment generation in the next five years. A large number of youths will get jobs in fast emerging fields which include Hospitality, Health, IT, ITS, Manufacturing, Electrical, Auto and Auto Components, Pharma and Medicine products, Food Processing, Chemicals and Pharmaceuticals. Taking into account essential skill training in the new fields Skill Development Mission has been formed on the directions of Chief Minister Shri Shivraj Singh Chouhan. Under this short term skill development programmes and courses have been made. Youth are being qualified for employment through these programmes.

4 4 The Friends of MP Bulletin : May 2017 Every year 2.5 lakh youths will be given training through Mukhya Mantri Kaushal Samvardhan Yojana. Their talents will be certified. Two lakh women will be given employment-oriented training every year through Mukhya Mantri Kaushalya Yojana. Effective strategy will be made on the initiative of the Chief Minister for skill development. An international-level Global Skill Park is being developed in Bhopal with the support of ITI Education Service Singapore. Ten division level ITI are being developed as model training centres as per the needs of industries. Training resources are being procured in 7 ITIs to provide opportunities to disabled to move ahead and nurture their talents. e-nagarpalika is a pioneering project to drive Statewide implementation of an e-governance platform that connects 378 urban local bodies including 16 municipal corporations, 98 municipal councils and 264 nagar panchayats. The Madhya Pradesh government has proposed to set up seven Smart Cities and 11 Amrut cities. e-nagarpalika will serve as the unified urban operating system for these cities. Citizen services available on e-nagarpalika include registration of birth, death and marriage; request for litter and debris collection; and evidence certificate for placing insurance claims. Other services being facilitated include fire and rescue, septic tank cleaning, sewerage New industries are coming up fast in Madhya Pradesh as there is a favourable environment for them in the state. In the last financial year, Rs 1200 crore were made available to the industries in the form of incentive. Trade was made as easy as possible so that the least obstructions come in the way of setting up of industries. A Global Skill and Employment Partnership Conference is being organized in Bhopal to establish mutual understanding between skilled youth, human resources and industries, to assess needs of industries for skill and training and to prepare a roadmap to move forward in this direction. Taking up Prime Minister Narendra Modi's flagship smart city mission, in March 2017, Chief Minister Shri Shivraj Singh Chouhan met the Singapore Consulate General Shri Ajit Singh and said that there are many possibilities of participation of Singapore s companies in various factors in the Global Skill Park and Smart City Project. The Chief Minister said that there are several factors in the smart city project that need investment and technical guidance. Singapore can help Madhya Pradesh in this regard, he added. Madhya Pradesh is very close to become fully Digital State. In April 2017, Madhya Pradesh Government signed a pact with Digital technology services player UST Global. On the background of the signing of the pact, Chief Minister Shri Shivraj Singh Chouhan launched the e-nagarpalika project for this purpose in Bhopal. cleaning, tree cutting, water tanker, ambulance, mobile toilet, funeral van on call and grievance registration and tracking. Citizens can access e-nagarpalika through a mobile app or on the Internet, call centre, SMS and a citizen facilitation centre. From a governance perspective, e-nagarpalika will help with financial accounting management, Budget, property tax processing, water billing, project systems, asset management, material and procurement management, HR and payroll, real estate management and employee self-service towards digital MP, the State has launched MPMobile Service for more than a hundred public services. Similarly, e-shakti, e-dasksh Project to orient women about internet, most of the permissions, processes and works of urban bodies are online after implementation of e-nagar Palika for convenience of residential, commercial and industrial activities, E-Sign facility are being provided to people to avail online services of various government departments, digital locker facilities are available. Notably, all applications, sanctions and monitoring for establishment of projects under New and Renewable Energy Department are made online from March 15, The past three years have brought pride to the country and Madhya Pradesh. Under the captainship of Shri Shivraj Singh Chouhan MP is leading in fast executing the programmes with engaging people of the State to realise the dream of a 'New India' by 2022, a dream of Prime Minister Shri Narendra Modi.

5 The Friends of MP Bulletin : May 2017 The Friends of MP Bulletin : January CM Shri Chouhan persuades the people for a better world A drive for planting 6 crore saplings on a single day- July 2, 2017 The Chief Minister of Madhya Pradesh of Shri Shivraj Singh Chouhan ensures peoples participation in every initiative he takes because he knows that it is a prerequisite for a success. This time it is another ambitious campaign of planting for transforming the river Narmada and environment conservation. The campaign aims to encourage people, communities, organizations, business and industry, civil society and government departments to collectively plant 6 crore saplings in one go on July 2. Under the campaign, saplings will be planted in 16 districts of Madhya Pradesh where Narmada flows. The campaign strongly encourages the planting of indigenous trees and trees that are appropriate to the local environment. Madhya Pradesh Chief Minister Shri Shivraj Singh Chouhan at a grand ceremony on the occasion of the inauguration of Narmada Seva Mission and completion of Namami Devi Narmade - Seva Yatra in Amarkantak on May 15, said that Narmada would not be allowed to get destroyed for sand. Mining work be done on the advice of scientists. He said, he himself would lead the Narmada Seva Mission. Narmada Seva Samitis have begun working in villages. The work-plan of Narmada Seva Mission will be implemented in collaboration with the society. Every resolution of the Prime Minister would be fulfilled by Madhya Pradesh. From next year the work of conservation of Kshipra, Tapti, Betwa, Chambal and other rivers will commence. The report of the progress of the Narmada Seva Mission workplan will be dedicated to the public after one year. He announced to open a department in the university for the study of c o n s e r v a t i o n o f r i v e r s a n d environmental purity. The Chief Minister said that looking at the environmental and spiritual importance of Amarkantak it would be made a mini smart city. This would be the state s first Mini Smart City. Shri Chouhan said that the Narmada Seva Yatra acquired support of every class and 25 l a k h p e o p l e connected with Narmada Seva. He said that this has become a social movement. Liquor shops with 5 km radius of the banks of Narmada have been closed. Now all villages have become aware towards river conservation. Nearly 80 thousand Narmada Sevaks have connected permanently with this work. Large scale tree plantation will be undertaken on the banks of Narmada on July 2. Vriksh Sevaks will be available to take up the responsibility for its protection. He said that this year 12 crore saplings would be planted. Out of this, 6 crore saplings would be planted on July 2. Next year 15 crore saplings would be planted. Saplings of local species would be planted. Efforts would be made for the incessant flow of Narmada. Every drop of waste-water will be stopped from entering Narmada for which Sevage Treatment Plants would be set up. Organic farming and solar energy is being encouraged. For the past five months, Shri Chouhan was leading the Namamni Devi Narmada Seva Yatra campaign for the protection and conservation of river Narmada-the life line of Madhya Pradesh. It s a well known fact that escalating population growth is putting pressure on Maa Narmade and other rivers. Mother River has needs, too. Simply visiting banks of river Narmada or talking about conservation is of little use, thinks Madhya Pradesh Chief Minister

6 6 The Friends of MP Bulletin : May 2017 Shri Shivraj Singh Chouhan, the strategists and the invisible man behind the 148-days & 2792 km long Narmada Seva Yatra. Shri Chouhan understands that conservation campaigns need not only be about stopping something that is damaging nature. It can also be about doing something proactively to safeguard our natural heritage or species before pressures threaten it. Shri Chouhan regularly attended the Jan Samvad (Public Dialogue Programmes) to interact with ordinary people and told them that river water conservation is a priority. And that his government s commitment towards Narmada, the lifeline of Madhya Pradesh. To keep Narmada water free from pollution, a sum of Rs 1500 crore has been sanctioned to establish sevage treatment plant, begin construction of mokshadham on the banks of the river, encourage sustainable agricultural practices & support organic farming and award compensation of Rs 20,000 per hectare to farmers planting fruit trees for three years. A holistic and determined approach towards the conservation of Narmada paid rich dividends to Shri Chouhan. The Narmada Seva Yatra became world s largest river conservation campaign. The Yatra won hearts and minds of people around the world & cross section of society, including praise from Prime Minister Shri Narendra Modi. Addressing the gathering on the occasion of the inauguration of Narmada Seva Mission and completion of Namami Devi Narmade - Seva Yatra in Amarkantak, Prime Minister Shri Narendra Modi said that when feeling of authority becomes strong and the duty becomes weak, it gives rise to several environmental problems. He said that rivers are becoming extinct because the feeling of duty towards river conservation has become less. At such a time, the work of Narmada Seva will prove to be a Mahayagya to awaken the dutifulness in people. He said that by saying Pranam to the Narmada Sevaks one gets the benefit of Narmada Seva. This blessing will come handy in the service to Maa Bharti and to usher in prosperity in the lives of the poor. He said that Narmada Parikrama can destroy ego. The Prime Minister lauded the efforts of Madhya Pradesh government, Chief Minister and citizens. Citing an example of a river in Kerala he said that today there are many rivers that have no water. He said that because Narmada river does not originate from a glacier, it appears from the prasad of plants. Hence there is no alternative to protect it other than planting saplings in a large scale. He said that we should do something that coming generations always remember us just as today we remember our ancestor. Just as rivers gave life to ancestors, we too should give life to the rivers. Several other eminent personalities have participated in the Yatra like; Nobel Laureate and spiritual leader Dalai Lama, Nobel Laureate and social activist Kailash Satyarthi, Magsaysay Award Winner and water conservationist Rajendra Singh, Padma Vibhushan awardees Pandit Jasraj & Ustad Amjad Ali Khan, Sri Sri Ravi Shankar (Art of Living), Swami Baba Ramdev, Rashtriya Swayamsevak Sangh chief Mohan Bhagwat and several others participated in the Yatra. Praising the effort of Madhya Pradesh Chief Minister, Magsaysay award winner and water conservationist Rajendra Singh said, Narmada Seva Yatra is not just a formality but it is an effort to link all the sections of the society to accomplish this important work of river conservation. Politicians of other states should take a lesson from Chief Minister Shri Shivraj Singh Chouhan. Nobel Laureate and spiritual leader Dalai Lama expressed his deep gratitude on Chief Minister for taking out Narmada Seva Yatra. Only talking is not going to help. We would have to maintain cleanliness and keep the environment and water clean and pure. Madhya Pradesh Chief Minister Shivraj Singh Chouhan has done a commendable job in the field of environment and water conservation through the Narmada Seva Yatra in the state, Dharmaguru Dalai Lama expressed these thoughts at a Narmada Seva Yatra programme in Turnal village near Nemavar in Dewas district.
