With few natural resources (lack of oil, water scarcity), Jordan is one of the most committed countries to financial reforms within its region (privatization, tax reforms, opening of the banking sector, etc.). In 2018, the government aims to widen its tax base, especially by raising VAT, customs duties and corporation tax on companies in the banking, mining and telecommunications sectors, because tax revenues account for only 15.4% of GDP. The three main natural resources of the country are phosphates, potash and lime. Growth will remain moderate in 2018 because of instability in the region and the fallout from the Syrian crisis, and it is expected to reach an average of 2.6% according to the World Bank. The Kingdom of Saudi Arabia is one of the largest exporters to the Kingdom of Jordan with a share of 13.5% of the total Jordanian imports. The total Saudi non-oil exports to Jordan in 2017 amounted to SAR 4.1 billion without a rise from last year. While the total Jordanian exports to Saudi Arabia decreased in 2017 compared to 2016 by about SAR 700 million. Polymer account for the largest share of Saudi exports to Jordan with a total exports of SAR 1 billion for 2017. Fruit juice and beverages, bakery and confectionary and basic chemicals are among the most important Saudi exports to Jordan. On a global level, petroleum products, fabrics, cereals, electronics and finished automobiles are among the most important commodities imported by Jordan, with net imports of SAR 77 billion. Petroleum imports accounted for 17% of total imports, followed by finished automobiles 1, electronics 5%, cereals 4%, fabrics 9%, engines 3% and other miscellaneous goods which accounted for 58% of imports.
