Introduction Kuntz Forestry Consulting was retained by Caledon Villas Corporation to complete a Tree Inventory and Preservation Plan in support of a development application for the property located on the northeast corner of Innis Lake Road and Old Church Road, in Caledon, Ontario. The work plan for this tree preservation study included the following: Prepare inventory of the tree resources on the subject property including trees within 6m of development. Complete forest assessment of northwestern and north-central woodlots. Evaluate potential tree saving opportunities based on proposed development plans; and Document the findings in a Tree Inventory and Preservation Plan Report. Tree resources were assessed utilizing the following parameters: Tree # - number assigned to tree that corresponds to Figures 1-3. Species - common and botanical names provided in the inventory table. DBH - diameter (centimetres) at breast height, measured at 1.4 m above the ground. Condition - condition of tree considering trunk integrity, crown structure and crown vigour. Condition ratings include poor (P), fair (F) and good (G). Comments - additional relevant detail. The results of the evaluation are provided below. Methodology The topographic survey provided and aerial imagery of the subject property were used to locate tree resources. Trees inventoried were numbered 1-468. Certain trees had been previously tagged by other parties these tags have been noted for trees in Table 1 if applicable. Groupings of trees (tree polygons) were identified with the prefix P. The grouping of Black Walnut trees in the northeast corner identified for retention, P370, was inventoried by 100% tally. Standard woodlot assessment protocol was used for P370, tallying trees by species, size category, and condition [Acceptable growing stock (AGS) and unacceptable growing stock (UGS)]. A stand analysis was completed for the northcentral woodlot using prism sweeps to determine basal area. Tree locations are shown on Figures 1, 2, and 3. See Tables 1 and 2 for the results of the inventory. A hazard tree assessment was completed for trees located within the northcentral woodlot within striking distance of the proposed development. Existing Site Conditions The subject property is currently occupied by agricultural land and a farmstead with a dwelling and associated outbuildings in the southern portion of the property. Woodlots exist in the north-central and northwestern portions of the property. Tree resources exist in the form of landscape, naturally occurring, woodlot, and hedgerow feature trees. Tree Resources The tree inventory was conducted on 8, 17, 18 July 2013, 9 April 2014, and 11 November 2014. The April and November 2014 site visits assessed additional trees considering changes to the site plan and assessed damage from the ice storm of December 2013. The original inventory documented 371 trees and tree polygons on and within 6 metres of the development. Trees 239, 240, and 339 were noted to have failed during the April 2014 site visit. An additional 97 trees were identified in subsequent site visits for a total of 468 trees and tree polygons. Refer to Tables 1 and 2 for the full tree inventory and Figures 1, 2, and 3 for the location of trees reported in the tree inventory. No threatened, rare, or endangered species were identified in the inventory. Tree resources were comprised of Sugar Maple ( ), Basswood ( ), Black Cherry ( ), Bitternut Hickory (Carya cordiformis), Eastern Hemlock (Tsuga canadensis), Ironwood (Ostrya virginiana), White Ash ( ), Green Ash ( ), ( ), Black Walnut (Juglans nigra), Apple species (Malus sp.), Scots Pine (Pinus sylvestris), White Spruce (Picea glauca), White Pine (Pinus strobus), Norway Maple ( platanoides), Silver Maple ( saccharinum), Cherry species ( sp.), Manitoba Maple ( negundo), Blue Spruce (Picea pungens), Trembling Aspen (Populus tremuloides), Horsechestnut (Aesculus hippocastanum), White Elm (Ulmus ), and Hawthorne species (Crateagus sp.). Forest Resources The northwestern woodlot is a Dry-Fresh Sugar Maple Deciduous Forest Type (FODM5-1). The canopy is mature and almost entirely dominated by Sugar Maple. Associate tree species include Basswood, Bitternut Hickory, Green Ash, Ironwood, Black Cherry, and Eastern Hemlock. The sub-canopy is very sparse (10% cover) with a few Sugar Maple trees in this layer. The shrublayer is also fairly sparse (20% cover) but contains Sugar Maple with occasional occurrences of Red-berried Elderberry (Sambucus pubens) and Common Buckthorn (Rhamnus carthatica). The groundlayer has moderate cover (70%) and is dominated by False Virginia Creeper (Parthenocissus vitacea) and Enchanter s Nightshade (Circaea lutetiana) with occasional occurrences of Bloodroot (Sanguinaria canadensis), Motherwort (Leonurus cardiaca), Goldenrod (Solidago sp.), Herb Robert (Geranium robertianum), and Burdock (Arctium sp.). SAAR Environmental Ltd. also identified native Ginger (Asarum canadense), and Rose twisted-stalk (Streptopus lanceolatus) in their Natural Heritage Evaluation (NHE). The NHE recommends that the Ginger be transplanted. SAAR Environmental Ltd. identified this unit as having "no viable remaining forest interior habitat, reflected by the low diversity of forest breeding birds, and as well by the incursion of weedy roadside plant species." They indicated that the unit does not meeting the criteria for significant woodlands. A number of canopy gaps exist within the northwestern woodlot. Refer to Figure 1 for the location of trees within the woodlot and Appendix B for photographs of the woodlot. The April 2014 field investigations revealed that certain trees within the northwestern woodlot have sustained damage from the December 2013 ice storm. Table 1 has been updated to reflect the condition changes to trees inventoried individually. Kuntz Forestry Consulting Inc. P704 2

The northcentral woodlot is a Sugar Maple community with open pockets throughout. The results of the stand analysis indicate an average basal area of 16 m 2 /ha. Refer to Appendix A for the results of this analysis. Proposed Development A multi-block residential development is proposed for the subject property with a stormwater management block in the southwest corner of the property and a park near the centre of the property. The retention of the northcentral woodlot is proposed. The development will also be offset from the northern property boundary to protect the hedgerow. Road access is proposed from both Old Church Road and Innis Lake Road. Refer to Figures 1, 2, and 3 for the existing conditions and proposed site plan. Discussion The following sections provide a discussion and analysis of development impacts, tree removal requirements, and tree preservation relative to the proposed development and existing conditions. Development Impacts The proposed development will have impacts on a number of trees included in the inventory. Trees at the rear of proposed lots have been retained where possible. Tree Removal The removal of 237 trees and tree polygons will be required to accommodate the proposed development and associated earth works. Removals are identified as trees 21, 25, 28, 30, 31, 36, 37, 39, 41, 42, 48-59, 81-85, 90, 96, 98, 111, 112, 117-119, 144, 145, 152, 153, 162-165, 168-170, 177-180, 182-184, 190-200, 205-210, 220-224, 235-238, 241-328, 330, 331, 333-335, 337, 338, 340, 343, 345, 348, 356, 357, 368, 369, 373, 375, 392-416, 418, 423-436, 441, 450-457, 462-468. Refer to Figures 1, 2, and 3 for the locations of required tree removals. Trees 36, 42, 59, 144, 168, 236, 237, 245, 249, 251, 253, 255, 256, 307, 308, 333, 345, 348, and 373 are hazard trees and their removal would be required regardless of the site plan. Trees 245, 249, 251, 253, and 397-401 are located in the road right-of-way. Trees 81-85, 90, 96, 98, 117, 182, 191, 200, 235, 243, 246-248, 250, 257, 262, 263, 265, 266, 309, 320, 330, 340, 343, 356, and 357 are in poor condition - their removal would also be recommended regardless of the site plan. Seven dead trees were also identified. Two of these trees are located on neighbouring properties and one within the road right-of-way but they should also be removed due to their hazard potential. In addition, Trees 25, 160, 172, and 342, also located on neighbouring properties, are currently identified for retention but are considered hazard trees. The neighbours should be made aware of these dead and hazardous trees and as it is recommended they be removed. Refer to Figures 1 and 2 for the locations of these dead trees. It is our understanding that the dripline of the northcentral woodlot was staked by the TRCA. A 10m buffer is proposed to protect this dripline. Tree protection fencing should be installed on the outside limit of the buffer. Kuntz Forestry Consulting Inc. P704 3

A portion of the trees within the northwestern woodlot are identified for removal, including Trees 28, 30, 31, 36, 37, 39, 41, 42, 48-58, 373, 375 392, 393, 402-416, 423-436, 450-457. Given the extremely common and secure forest type (Dry-Fresh Sugar Maple Deciduous Forest) and the anthropogenic nature of the woodlot (it appears intervention has controlled the understory of the woodlot), this feature poses a limited constraint to development. Trees 48-58 range in size from 17.5cm to 67.5cm DBH. The majority of these trees are Sugar Maple with associates of Basswood, both of which are a secure species. As such, they do not pose a large constraint to development. Trees 301-303 are mature Sugar Maple trees. Tree 301 is 71cm DBH and is in fair condition. Tree 302 is 53.5cm, also in fair condition, and Tree 303 is 62cm, also in fair condition. All three trees contain a number of defects affecting their crown structure and trunk integrity. Given the common nature of this species, their size (mature), and their condition, these trees pose a limited constraint to development. Trees 238, 240, 241, 243-247, 249-253, and 328 are located in the road right-of-way. Their removal is required to accommodate the widening of Old Church Road. Permission from the Region of Peel is required prior to their removal. Trees 220-224, located on the school property adjacent to the southwest corner of the subject property, will require removal to accommodate the proposed grading and retaining wall to be constructed through this area. Permission from the school will be require prior to the removal of these trees. However, these trees are all Green Ash and their decline and eventual death is anticipated given the presence of the Emerald Ash Borer. It is our understanding that these trees will be replaced with more desirable species. In addition to these trees, all Ash trees located on the subject property have been identified for removal, including Trees 39, 111, 112, 118, 119, 264, 267, 270, 323, 326, 330, 334, 369, and one tree within P271. Tree Preservation Preservation of all remaining tree resources is possible with the use of appropriate tree protection measures as indicated on Figures 1-3. Trees identified for retention include Trees 1-20, 22-27, 29, 32-36, 38, 40, 43-47, 60-80, 86-89, 91-95, 97, 99-110, 113-116, 120-143, 146-151, 154-161, 166, 167, 171-176, 181, 185-189, 201-204, 211-219, 225-234, 329, 332, 336, 339, 341, P344, 346, 347, 349-355, 358-367, P370-372, 374, 376-391, 417-422, 437-440, 441-448, and 458-461. Refer to Figures 1, 2, and 3 for the locations of required tree protection fencing and the protection fence detail. Tree 18 contains a hazardous limb overhanging the subject property. This limb should be removed. The 64cm Black Cherry within P344 contains a dead stem in the crown. This stem should also be removed. The minimum tree protection zones (mtpz s) of all trees identified for retention have been respected, particularly Tree 106, a large specimen Sugar Maple along the northern property boundary and the other trees along this hedgerow. Tree protection fencing should be installed at the limits of these mtpz s to protect the root zones during construction as shown on Figures 1, 2, and 3. Protecting the minimum tree protection zones is expected to be sufficient for the preservation of these trees, particularly due to the long-term presence of agricultural activity through the area. All grading and servicing requirements are proposed outside of these mtpz s. The mtpz s used are based on Kuntz Forestry Consulting Inc. P704 4

the accepted standards within municipalities across the GTA and have been shown to sufficiently protect trees during construction if they are respected. As such, a dripline plus 10m buffer should not be required for trees identified for retention outside of the central woodlot. A walkway is proposed within the mtpz s of certain trees identified for retention in the northwest woodlot. Through these areas, the walkway should be installed by hand, at the existing grade, using crushed gravel of permeable pavers. No equipment is permitted within the mtpz s of these trees. The removal of any hazardous limbs or stems on trees identified for retention shall be carried out in accordance with good arboricultural practices and overseen by a certified Arborist. The remedial work shall be completed prior to the Registration of the Plan to ensure that any hazardous limbs have been addressed prior to residents taking occupancy in the subdivision. Hazard Trees Five hazard trees were identified within the northcentral woodlot. Refer to Figure 2 for the locations of these trees. Hazard trees have been marked with orange flagging tape. Summary and Recommendations Kuntz Forestry Consulting Inc. was retained by Caledon Villas Corporation to complete a Tree Inventory and Preservation Plan in support of a development application for the property located at the northwest corner of Innis Lake Road and Old Church Road. A tree inventory was conducted and reviewed in the context of the proposed development plan. The findings of the study indicate a total of 468 trees and tree polygons on and within 6 metres of the subject property. The removal of 237 trees and tree polygons is required to accommodate the proposed development. All other trees can be saved provided appropriate tree protection measures are implemented prior to earthworks and construction. The following recommendations are suggested to minimize impacts to trees identified for preservation. Refer to Figures 1-3 for additional tree preservation notes and the preservation fence detail. Tree protection barriers and fencing should be erected at locations prescribed on Figures 1-3. Tree protection measures will have to be implemented prior to construction to ensure the trees identified for preservation are not impacted by the development. Kuntz Forestry Consulting Inc. P704 5

Branches and roots that extend past prescribed tree protection zones that require pruning must be pruned by a qualified Arborist or other tree professional. All pruning of tree roots and branches must be in accordance with good arboricultural standards. Site visits, pre, during and post construction are recommended to ensure proper utilization of tree protection barriers. Trees should also be inspected for damage incurred during construction to ensure appropriate pruning or other mitigation measures are implemented.
