Kielty Arborist Services LLC P.O. Box 6187 San Mateo, CA 94403 January 15, 2016 California Water Service Attn: Ms. Selma Vukolic 1278 Redcliff Drive San Jose, CA 95118 Site: California Water Corporation Yard, 341 North Delaware Street, San Mateo, CA Dear Ms. Vukolic, As requested on Monday, January 25, 2016, I visited the above site for the purpose of inspecting and commenting on the significant trees (trees over 6 inches in diameter at 48 inches above ground level). New construction is planned for this location and as required by the City of San Mateo a tree survey, a landscape unit work sheet and a tree protection plan will be included. Method: The significant trees on this site were located on a map provided by me. Each tree was given an identification number. This number was inscribed on a metal foil tag and nailed to the trees at eye level. The trees were then measured for diameter at 48 inches above ground level (DBH or diameter at breast height). Each tree was assigned a condition rating from 1 to 100 representing form and vitality using the following scale; 1-29 Very Poor 30-49 Poor 50-69 Fair 70-89 Good 90-100 Excellent The height of each tree was estimated and the spread was paced off. Lastly, a comments section is provided. Summary: In general, the trees at this location are in fair condition. Poor maintenance practices in the past, including toppings, has resulted in several of the trees having poor form. Topping trees will often cause them to grow with multiple leaders with poor crotches. The trees also tend to loose their apical dominance. The black pine has survived a bark beetle infestation and has improved its condition rating. Several of the camphor trees are in decline. The decline is caused by a fungal disease known as verticillium wilt. This pathogen often destroys the vascular system of the tree. The disease is usually not fatal but will leave the

California Water Corporation Yard January 15, 2016 tree in decline and disfigured. Despite year of drought the vigor of the trees has not had a significant decline. Landscape Unit Worksheet The City of San Mateo requires construction sites of this nature to submit a landscape units value for each tree over 6 inches in diameter to determine replacement value for trees that may need to be removed. The landscape unit is a calculation which assigns a numerical value to each tree. Factors used in calculating the landscape unit include: Diameter of each tree at 48 inches above ground level. Species value of each tree. Condition rating of each tree. Location rating of each tree. Identify if the tree is in the buildable area. Identify heritage trees. The builder or developer is required to install replacement trees according to the LU (Landscape Unit) Value of the trees they intend to remove. LU value for replacement trees are as follows: LU Value Replacement tree size 1 15 gallon 2 24 inch box 3 36 inch box 4 48 inch box Tree Protection Plan: Tree protection zones should be established and maintained throughout the entire length of the project. Fencing for protection zones should be 6 foot tall metal chain link supported by metal poles pounded into the ground. The location for protective fencing should be as close to the dripline as possible, still allowing room for construction to safely continue. Entire sections of the property can be fenced off providing maximum protection to groups of trees. No equipment or materials should be stored or cleaned inside protection zones. Any roots to be cut should be monitored and documented. Large roots or large masses of roots to be cut should be inspected by the site arborist. The site arborist may recommend irrigation or fertilizing at that time. Cut all roots clean with a saw or loppers. Roots to be left exposed for a period of time should be covered with layers of burlap and kept moist. Trenching for irrigation, electrical, drainage or any other reason, should be hand dug when beneath the dripline of desired trees. Hand digging and careful placement of pipes below or beside protected roots will dramatically reduce root loss, thus reducing trauma to desired trees. Trenches should be back filled as soon as possible using native materials and compacted to near original levels. Trenches to be left open with exposed roots shall KIELTY ARBORIST SERVICES P.O.Box 6187, San Mateo, CA 94403 TEL (650) 515-9783 FAX (650) 525-14639 Kkarbor0476@yahoo.com - 2 -

California Water Corporation Yard January 15, 2016 be covered with burlap and kept moist. Plywood laid over the trench will help to protect roots below. Normal irrigation should be maintained throughout the entire length of the project. All of the trees will need regular warm season irrigation. Irrigation should consist of surface flooding, with enough water to wet the entire root zone. This type of irrigation should be carried out two times per month during the warm dry season. Irrigation prior to the start of construction will improve the trees vigor and will reduce trauma from root loss. The spreading of 3 to 6 inches of wood chips will help the soil to retain moisture and will improve the soil structure. The installation of chips will also help to reduce compaction of the root zones and should be spread were compaction is expected to be heavy. This information should be kept on site at all times. The information included in this report is believed to be true and based on sound arboricultural principles and practices. Sincerely, Kevin R. Kielty Certified Arborist WE#0476A KIELTY ARBORIST SERVICES P.O.Box 6187, San Mateo, CA 94403 TEL (650) 515-9783 FAX (650) 525-14639 Kkarbor0476@yahoo.com - 3 -
