Situation Overview A. Chronology of Typhoon Dante (KUJIRA) April 29, AM- two low pressure areas (LPAs) were monitored at 80 km northeast of Catanduanes and 480 km west of Mindoro. 5 PM - two LPAs were located at 140 km east of Albay and 280 km northwest of Mindoro. April 30, AM -TD CRISING developed from LPA west of Mindoro while the other LPA was located in the vicinity of Albay. May 1, PM - the LPA near Albay developed to TD DANTE and PSWS 1 was raised over Southern Quezon, Camarines Provinces, Albay, Sorsogon, Catanduanes, Masbate including Burias Island and Northern Samar. May 2, AM - CRISING downgraded to LPA with final bulletin issued and TD DANTE was located at 20 km east of Catanduanes which remained almost stationary in Bicol. May 3, AM - DANTE intensified into a Tropical Storm (TS) and intensified further to Severe Tropical Storm (STS) 11 AM It was located over Catanduanes. 5 PM - it started to move away from Bicol. May 4, AM - DANTE continued to move away from the country with maximum sustained winds of 105 kph. 10 PM It accelerated as it continued to intensify further while moving away from the country with maximum sustained winds of 130 kph. May 5, AM - DANTE continued to move away from the country and was located at 1,050 kms east of Tuguegarao, Cagayan (17.9ºN,132.9ºE) with maximum sustained winds of 130 kph near the center and gustiness of up to 160 kph. 2 10:00 PM- DANTE intensified into a typhoon as it continued to move farther away from the country with maximum sustained winds of 140 kph near the center and gustiness of up to 170 kph. B. Effects 1. Areas and Population Affected a) A total of 73,462 families /383,457 persons were affected in 609 barangays of 60 municipalities and 4 cities in 5 provinces of Region V. DSWD a) DSWD-CO provided relief commodities; processed the immediate release of additional standby funds; pre-positioned stockpile of relief commodities at DSWD FO5; and established a community kitchen for the strandees in Sorsogon City. b) DSWD V provided family food packs and 580 sacks of NFA rice to the affected LGUs in Albay and Catanduanes; released 325 sacks of rice to the municipalities of Bato, Bagamanoc, San Miguel, Gigmoto and Baras, Catanduanes; SWAD Team established a community kitchen in Barangay Guinlajon, Sorsogon City; and mobilized volunteers for the community kitchen in affected areas; c) PSWDO Catanduanes assisted the 60 families inside the evacuation center in Solong, San Miguel, Catanduanes and 19 families evacuees in Brgy F Tacorda Village, Virac. 2. DOH a) CHD V provided 100 boxes of compact food for the province of Sorsogon 3. LGUs/PDCCs a) LGUs of Pilar and Matnog in coordination with the Philippine Ports Authority and Shipping lines concerned provided food to the stranded passengers. b) PDCC Catanduanes delivered relief goods to the municipalities of Pandan, Caramoran, Gigmoto and Bato through boat, PDCC Camarines Sur distributed food packs to the affected families in respective municipalities and MDCC Irosin distributed relief goods to evacuees in said municipality. 4. NAVFORSOL g) Deployed BRP Hilario Ruiz PG 378 to transport relief goods consisting of 103 sacks of rice, 7 sacks assorted used clothing and 150 boxes noodles from PDCC Catanduanes to the affected barangays in Baras. B. Health 1. DOH a) DOH-HEMS Central Office augmented support in terms of drugs and medicines to CHD V. b) The City Health Office of Sorsogon established medical station in Cawayan Bridge to cater to the stranded motorists. 2. OCD V a) Coordinated with DOH V for the possible deployment of medical teams in various ports to provide necessary medical assistance to stranded passengers. 4
5 C. Search and Rescue, Retrieval Operations/Evacuation 1. MDCC Magallanes, Sorsogon, Kabalikat Civicom, MHO Magallanes, volunteers and barangay officials from nearby barangays conducted search and retrieval operations at the landslide area. 2. Albay Provincial Police Office (APPO) provided security and assisted in the evacuation in the municipalities of Sto. Domingo, Libon, Bacacay and Legaspi City. 3. PN-NAVFORSOL provided one M35 truck to the Municipality of Camalig and transported 95 evacuees from Camalig Municipal Hall to Baligang Evacuation Center, Baligang Elementary School, and from Barangays Sua and Quirangay to North Central School. 4. The 901 st BDE PA conducted rescue and retrieval operation along Irosin-Juban-Casiguran- Magallanes-Sorsogon City route; SAR operation in Juban, Sorsogon; one platoon assisted in relief operation of PDCC Catanduanes. 5. OCD V coordinated with PCG and PNP Jose Panganiban, Camarines Norte for the recovery of four (4) missing fishermen. 6. NAVFORSOL dispatched one team composed of seven personnel with rubber boat and outboard motor (OBM) for the retrieval of a missing person in Libon, Albay. The missing fisherman was recovered alive and returned home safely. D Accomplishment on Clearing Operations 1. DPWH 5 a) Dispatched manpower and equipment to conduct restoration works and clearing operations at the landslide areas; as well as backfilling of approaches. b) Rangas Bridge Km bridge approach totally collapsed -Coco bridge was installed at the collapsed approach which was already opened for motorists. E. Damage Assessment and Needs Analysis (DANA) 1. NDCC-OPCEN facilitated the request for the availability/use of one PAF aircraft (UH1H) for the conduct of damage assessment and needs analysis (DANA) in the affected areas in Region V. 2. Social Welfare Action Development (SWAD) Teams in Camarines Norte and Catanduanes were deployed to assess the situation. 3. OCD 5 together with RD Banguit of PRO5, R3, NAVFORSOL and 901Bde conducted DANA at the landslide areas in Sorsogon and Catanduanes. 4. PHIVOLCS and MGB-DENR conducted field investigation and assessment at the landslide areas in Magallanes, Sorsogon. 5
