17 SPECIAL PLANTS Last updated September 8, 2010 Special s is a broad term used to refer to all the plant taxa ventoried by the Department of Fish and Game s California (), regardless of their legal or protection status. Special s clude vascular plants and high priority bryophytes (mosses, liverworts, and hornworts). A few lichens are also tracked. Special taxa are species, subspecies, or varieties that fall to one or more of the followg categories: - Officially listed by California or the Federal Government as Endangered, Threatened, or ; - A candidate for state or federal listg as Endangered, Threatened, or ; - Taxa which meet the criteria for listg, even if not currently cluded on any list, as described Section of the California Environmental Quality Act (CEQA) Guideles; these taxa may dicate None under listg status, but note that all CNPS List 1 and 2 and some List 3 and 4 (now known as California s1 1A, 1B, 2, 3 and 4) plants may fall under Section of CEQA. - A Bureau of Land Management, U.S. Fish and Wildlife Service, or U.S. Forest Service Sensitive Species; - Taxa listed the California Native Society s Inventory of and Endangered s of California; - Taxa that are biologically rare, very restricted distribution, or declg throughout their range but not currently threatened with extirpation; - Population(s) California that may be peripheral to the major portion of a taxon s range but are threatened with extirpation California; and - Taxa closely associated with a habitat that is declg California at a significant rate (e.g. wetlands, riparian, vernal pools, old growth forests, desert aquatic systems, native grasslands, valley shrubland habitats, etc.). This was done to reduce confusion over the fact that CNPS and DFG jotly manage the Status Review groups (300+ botanical experts from government, academia, NGOs and the private sector) and that the rank assignments are the product of a collaborative effort and not solely a CNPS assignment. The old name gave the false impression that CNPS solely assigned the ranks and had excessive fluence on the regulatory process. We did this consultation and agreement with the CNPS Executive Director and the CNPS Board of Directors. Nothg about the actual process of rare plant review or rank assignment has changed and the same committee of experts from many organizations addition to DFG and CNPS still review each change and ultimately assign the ranks. ii

18 California Heritage () Element g For s Last updated September, 2010 All Heritage Programs, such as the California () use the same rankg methodology, origally developed by The Nature Conservancy and now mataed and recently revised by Natureserve. It cludes a Global rank (G rank), describg the rank for a given taxon over its entire distribution and a State rank (S rank), describg the rank for the taxon over its state distribution. For subspecies and varieties, there is also a T rank describg the global rank for the subspecies. The second page of this document details the criteria used to assign element ranks, from G1 to G5 for the Global rank and from S1 to S5 for the State rank. Procedurally, state programs such as the develop the State ranks and the Global ranks are developed collaboratively among state s/provces contag the species and checked for consistency and logical errors by Natureserve at the national level. All plant ranks are reviewed and approved by the Status Review Committee. The first step to rankg is based on rarity, and volves countg total occurrences, countg the number of good (highly ranked) occurrences and countg dividuals for a given plant. An occurrence for a plant is defed as any population or group of nearby populations located more than 0.25 miles from any other population. If sufficient formation is available, element occurrences can be ranked A-D, dependg on apparent degree of viability and habitat condition. Usually the two biggest factors are population size and habitat quality. However, there is more to rankg than just countg element occurrences and dividuals. Some of the other considerations clude: Rarity factors can clude range extent, area of occupancy, population size, number of occurrences and number of good occurrences (ranked A or B). Environmental specificity can modify the rarity factors. Trends: Both long-term and short-term trends are factored, if known. Trends receive higher weight than the past Threats are factored and receive higher weight than the past. Intrsic vulnerability is factored if threats are Unknown or Null. An element s rankg status may be adjusted up or down dependg upon the considerations above. iii

19 ELEMENT RANKING GLOBAL RANKING The global rank (G-rank) is a reflection of the overall status of an element throughout its global range. Both Global and State ranks represent a letter+number score that reflects a combation of Rarity, Threat and Trend factors, with weightg beg heavier on Rarity than the other two. SPECIES OR NATURAL COMMUNITY LEVEL G1 = Critically Imperiled At very high risk of extction due to extreme rarity (often 5 or fewer populations), very steep decles, or other factors. G2 = Imperiled At high risk of extction due to very restricted range, very few populations (often 20 or fewer), steep decles, or other factors. G3 = Vulnerable At moderate risk of extction due to a restricted range, relatively few populations (often 80 or fewer), recent and widespread decles, or other factors. G4 = Apparently Secure Uncommon but not rare; some cause for long-term concern due to decles or other factors. G5 = Secure Common; widespread and abundant. SUBSPECIES LEVEL Subspecies receive a T-rank attached to the G-rank. With the subspecies, the G-rank reflects the condition of the entire species, whereas the T-rank reflects the global situation of just the subspecies or variety. For example: Chorizanthe robusta var. hartwegii. This plant is ranked G2T1. The G-rank refers to the whole species range i.e., Chorizanthe robusta. The T-rank refers only to the global condition of var. hartwegii. STATE RANKING The state rank (S-rank) is assigned much the same way as the global rank, but state ranks refer to the imperilment status only with California s state boundaries. S1 = Critically Imperiled Critically imperiled the state because of extreme rarity (often 5 or fewer occurrences) or because of some factor(s) such as very steep decles makg it especially vulnerable to extirpation from the state/provce. S2 = Imperiled Imperiled the state because of rarity due to very restricted range, very few populations (often 20 or fewer), steep decles, or other factors makg it very vulnerable to extirpation from the nation or state/provce. S3 = Vulnerable Vulnerable the state due to a restricted range, relatively few populations (often 80 or fewer), recent and widespread decles, or other factors makg it vulnerable to extirpation. S4 = Apparently Secure Uncommon but not rare; some cause for long-term concern due to decles or other factors. S5 = Secure Common, widespread, and abundant the state. Notes: 1. Other considerations used when rankg a species or natural community clude the pattern of distribution of the element on the landscape, fragmentation of the population/stands, and historical extent as compared to its modern range. It is important to take a bird's eye or aerial view when rankg sensitive elements rather than simply countg element occurrences. 2. Uncertaty about the rank of an element is expressed two major ways: By expressg the ranks as a range of values: e.g., S2S3 means the rank is somewhere between S2 and S3. By addg a to the rank: e.g., S2 This represents more certaty than S2S3, but less certaty than S2. 3. iv Other symbols: GH All sites are historical; the element has not been seen for at least 20 years, but suitable habitat still exists (SH = All California sites are historical). GX All sites are extirpated; this element is extct the wild (SX = All California sites are extirpated). GXC Extct the wild; exists cultivation. G1Q The element is very rare, but there are taxonomic questions associated with it. T applies to a subspecies or variety.

20 SPECIAL LICHENS Last updated March 23, 2007 There are a few lichens California for which we have adequate formation to place them on the list of Special taxa. They appear after the bryophytes at the begng of the list. We are not cludg lichens for which little is known, even if they are only known from a few sites California because the level of formation is not developed enough. As formation on dividual taxa becomes better developed, more lichens may be added. Lichen statuses are developed coordation with the California Lichen Society (CALS) and relevant experts. Note that lichens are not plants, but a symbiotic relationship between a fungus and either green algae or cyanobacteria (aka bluegreen algae). v

Presumed extct California 1B. or Endangered California and elsewhere 2. or Endangered California, more common elsewhere 3. s for which we need more formation - Review list 4. s of limited distribution - Watch list 1A: s Presumed Extct California Includes 1A The plants of List 1A are presumed extct because they have not been seen or collected the wild California for many years. Although most of them are restricted to California, a few are found other states as well. In many cases, repeated attempts have been made to rediscover these plants by visitg known historical locations. Even after such diligent searchg, we are constraed agast sayg that they are extct, sce for most of them rediscovery remas a distct possibility. Note that care should be taken to distguish between extct and extirpated. A plant is extirpated if it has been locally elimated, but it may be dog well elsewhere its range. 1B: s, Threatened, or Endangered California and Elsewhere Includes s 1B.1, 1B.2, 1B.3 The plants of List 1B are rare throughout their range. All but a few are endemic to California. All of them are judged to be vulnerable under present circumstances or to have a high potential for becomg so because of their limited or vulnerable habitat, their low numbers of dividuals per population (even though they may be wide rangg), or their limited number of populations. Most of the plants of List 1B have decled significantly over the last century. 2: s, Threatened, or Endangered California, but More Common Elsewhere Includes s 2.1, 2.2, 2.3 Except for beg common beyond the boundaries of California, the plants of List 2 would have appeared on List 1B. From the federal perspective, plants common other states or countries are not eligible for consideration under the provisions of the Endangered Species Act. Until 1979, a similar policy was followed California. However, after the passage of the Native Protection Act, plants were considered for protection without regard to their distribution outside the state. 3: s About Which We Need More Information - A Review list Includes 3, 3.1, 3.2, 3.3 The plants that comprise List 3 are united by one common theme--we lack the necessary formation to assign them to one of the other lists or to reject them. Nearly all of the plants remag on List 3 are taxonomically problematic. 4: s of Limited Distribution - A Watch list Includes 4.1, 4.2, 4.3 The plants this category are of limited distribution or frequent throughout a broader area California, and their vulnerability or susceptibility to threat appears low at this time. While we cannot call these plants rare from a statewide perspective, they are uncommon enough that their status should be monitored regularly. Should the degree of endangerment or rarity of a List 4 plant change, we will transfer it to a more appropriate list or deleted from consideration. Threat ranks: The CRPR s use a decimal-style threat rank. This extension replaces the E (Endangerment) value from the R-E-D Code. s therefore read like this: 1B.1, 1B.2, etc. New Threat Code extensions and their meangs:.1 - Seriously endangered California.2 Fairly endangered California.3 Not very endangered California Note that all List 1A (presumed extct California) and some List 3 (need more formation- a review list) plants lackg any threat formation receive no threat code extension. 2 In March, 2010, DFG changed the name of CNPS List or CNPS s to California (or CRPR). This was done to reduce confusion over the fact that CNPS and DFG jotly manage the Status Review groups (300+ botanical experts from government, academia, NGOs and the private sector) and that the rank assignments are the product of a collaborative effort and not solely a CNPS assignment. The old name gave the false impression that CNPS solely assigned the ranks and had excessive fluence on the regulatory process. We did this consultation and agreement with the CNPS Executive Director and the CNPS Board of Directors. Nothg about the actual process of rare plant review or rank assignment has changed and the same committee of experts from many organizations addition to DFG and CNPS still review each change and ultimately assign the ranks. vi
