Berkeley County Schools and Jefferson County Schools Office of Nutrition cordially invites your company to submit a proposal for the "Child Nutrition Produce Bid". t is the purpose and intent of this invitation to secure bids on items specified. Please review the attachments and provide prices, in writing, no later than 2:30 pm on July 23, Faxed or ed bids are not acceptable and will not be received. All bids must be submitted on our original bid pricing sheet and be filled in completely to be considered. 3 BERKELEY COUNTY SCHOOLS BOARD OF EDUCATON JEFFERSON COUNTY SCHOOLS BOARD OF EDUCATON Child Nutrition Produce Bid Start Date: August 13, 2018 General Conditions 1. QUANTTES: t shall be understood by all parties concerned that any bid award established as a result of this bid invitation will not obligate the school district to receive any quantities in excess of actual requirements. Distributors are required to bed and deliver all items listed, as well as items which may be added later. 2. COST: Pricing of products will consist of market plus a fixed fee per delivered unit. The bid response should consist of a fixed fee per case, per half case, and per pound/piece (any pack less than half case) for delivery. ncluded in the bid must be sums sufficient to cover all costs of handling and delivery. Under no circumstances may any additional costs of doing business be included. Prices quoted will be tax free. Fuel charges are not allowed. 3. METHOD OF AWARD: The award will be made to the lowest responsible bidder submitting the best quality specified products. Awards will be based on an "All or None" basis. A bidder not quoting on all items may be considered nonresponsive. 4. EXCLUSVTY: The school district agrees to use the designated vendor as an exclusive source for produce except for the time period when purchases are being made under the Department of Defense (DOD) purchasing program and/or Farm to School. Another exception might be in time of emergency when purchase from another source might be necessary to complete meal service based on USDA and WVOCN regulations. The designated vendor reciprocally agrees to provide the requirement listed herein, thereby minimizing occurrences when the school district may have to seek other interim product sources. 5. REPORTS: Vendors shall be required to submit product utilization reports to the school district at the end of the month and end of the school year. These reports shall be submitted for total quantity delivered per item in terms of bid units by school. 6. DELVERY TME AND PLACES: The prices quoted shall be for deliveries to all schools in the district twice a week. Deliveries will occur on Mondays and nitials
4 Thursdays except on school holidays or closed days (due to inclement weather). When holidays or closed days fall on a scheduled delivery day, deliveries shall be made the next school day. Deliveries will be accepted between the hours of 6:00 a.m. and 1 :00 p.m.. Drivers and helpers shall deliver the product into designated storage areas (dry or chilled) at each school. Drivers and helpers will request the authorized school receiver, or designated representative, to verify the accuracy of items, quantities of each item, total quantities, and condition of merchandise. Each delivery ticket shall be signed by a designated school receiver. Variations from the order invoice shall be noted on each ticket by the school receiver and driver/helper. The school may refuse any item at time of delivery. Special or intermediate deliveries will be required only if a vendor fails to deliver a product or delivers unacceptable product on a scheduled delivery, in which case the vendor shall make a delivery within 1 day or as otherwise requested by the Director of Child Nutrition. 7. TEM SUBSTTUTON: f a distributor is temporarily out of stock of a particular item, he or she may deliver an equal or superior product with prior approval from the designated county's Child Nutrition Office. Delivering unacceptable product may and will be grounds for termination of the contract. f a vendor fails to deliver any item(s) or an approved substitute item(s) at any time from the original order(s), the designated county's Child Nutrition Office reserves the right to secure said item(s) from another vendor who can deliver said item(s) during the current ordering period. 8. FACLTES AND EQUPMENT: Vendors must have adequate warehouses and delivery trucks for supplying produce to all schools in both the Berkeley County and Jefferson County School Systems. Condition for storing and transporting produce must meet all federal, state, and county food handling standards. Delivery temperatures must me in accord with the Federal Food and Drug Administration code. All deliveries must be made on clean, refrigerated trucks, which maintain a constant temperature between 34 and 40 Fahrenheit. All produce delivered must be delivered at 34 to 40 degrees Fahrenheit. Both Berkeley County and Jefferson County School Nutrition employees reserve the right to inspect trucks at the time of delivery and to reject produce that is delivered at unsafe temperatures. Vendors need to allow School Nutrition employees time to spot check produce for quality and to take temperature readings. 9. CONDTONS and NSTRUCTONS: The successful vendor will work With Berkeley County and Jefferson County Schools directors on dates for deliveries. The items will be delivered to all 32 school sites in Berkeley County as well as all nitials.
5 17 Jefferson County sites. Deliveries shall be made to each school on Mondays and Thursdays, between the hours of 6 a.m. and 1 p.m. a. The vendor must have the ability to service our school districts according to the bid contract. b. t is expressly stipulated that the Berkeley County Schools and Jefferson County Schools Offices of Child Nutrition reserve the right to reject any or all bids. Any grants or programs through Farms to Schools, etc., to purchase local produce (as defined by USDA) is encouraged. c. Award shall be for 12 months for the period of August 13, 2018 through August 12, 2019, with an option to renew up to two years, each for an additional period of twelve months. d. All cases must be labeled as to contents and conform in every respect to the provisions of the Federal Food, Drug and Cosmetic Act. All items must meet the USDA Buy American Requirement. Expiration dates must be visible on cases where applicable. e. Vendor must be GAP/GHP certified and have a HACCP plan in place. f. n case the successful bidder is unable to furnish the product ordered, a lower quality product may not be substituted. g. Notification of the change must be made to the Child Nutrition Director before delivery. Berkeley County and/or Jefferson County reserves the right to terminate the bid if a lower quality product is supplied without prior approval. h. All supplies shall be made subject to inspection after arrival at destination. Temperatures will be taken upon delivery and refused if not in correct temperature zone or degrees Fahrenheit. n any instance where quality or condition of the item is questioned, the designated county's Office of Child Nutrition reserves the right to return the product at the vendor's expense. 1. 6 any person or persons due to color, religion, gender identity, national origin or sex. j. BCS and JCS Offices of Child Nutrition requires the distributor extend proper insurance coverage over the products received to protest against loss or damage until possession of the product takes place. The coverage shall include loss of products at the full market value should a disaster occur. k. Quotations must be verified before submission of the bid, as it cannot be withdrawn, corrected or altered in any way after submission.. nvoices must be originals. Computer generated 2 part invoices are required to be left with delivery. nvoices (barring problems) will be paid within 40 days of receipt of invoice and delivery of products. nvoices must contain the following information: purchase order number, item number, item description, item origin (denoting Local) quantity, unit price and extended totals. Usage reports for all products should be ed to each county director at the end of each month. m. Berkley County Schools and/or Jefferson County Schools may elect to terminate the contract to buy for any reason or cause upon the issuance of a 30 day written notice, without penalty or violating the rights of the successful proposal. Berkley County Schools and/or Jefferson County Schools reserves the right to renew or extend this contract or any portion thereof, for up to two twelve month periods, upon mutual agreement. n.
