Photo of Food Truck and Wagon DISCUSSION: Russell Smith, d/ b/ a The Fast Food KKart, has applied for a food wagon license. Mr. Smith is currently working with several private businesses to utilize their parking lots and he will obtain written permission if he utilizes any private locations. He has completed a Private Use of Public Property ( PUPP) form which has been approved internally as he is not requesting the closure of public streets, nor requesting waiver of fees for this event. He has all of the necessary paperwork including insurance, licensure from the Minnesota Department of Health, and has paid the fee. To ensure customer safety, any time the truck and trailer is parked on a City Street it must be parked within or across the parking stalls. The food wagon ( truck and trailer) cannot block the vision of other motorists at corners and intersections and must not interfere with normal traffic flow. The vehicle' s service window must always be facing the curb and tables may not block sidewalks or be set up in the city street. If Mr. Smith chooses to utilize the lot next to the 321 Potter Street Building then he must not park in a manner that impedes City vehicles and access to this location. The food wagon will typically operate from 10 am to 4 pm, seven days per week from June until the end of the year (weather permitting). Mr. Smith has requested to be parked in several City locations such as Colvill Park ( not while pool is open), the Potter Street lots, Athletic Field lower parking lot, Levee Park lot, Pottery Pond Parking lot, Bay Point Park, Lower and Upper AP Anderson Park lots, in front of City Hall, and the lot on levee road near

2 the boathouses. Staff would suggest utilizing two horizontal stalls on from City Hall due to the size of the truck and trailer versus parking across multiple angle parking stalls in that area.
